【摘要】：完善社會(huì)工作服務(wù)的政府購(gòu)買機(jī)制、促進(jìn)社會(huì)工作機(jī)構(gòu)的良性發(fā)展符合"社會(huì)管理"向"社會(huì)治理"思想轉(zhuǎn)型的內(nèi)在要求。本文以"深圳模式"為例,對(duì)由發(fā)展初期以崗位購(gòu)買服務(wù)為主,到共治時(shí)期的項(xiàng)目購(gòu)買,再到對(duì)社區(qū)組織實(shí)施整合和統(tǒng)一管理的發(fā)展過(guò)程中,社工機(jī)構(gòu)與其他社會(huì)治理主體關(guān)系的變遷進(jìn)行研究。指出不同時(shí)期的政策指向影響了社工機(jī)構(gòu)的自主性和專業(yè)性,其行政化程度總體呈現(xiàn)出強(qiáng)—弱—強(qiáng)的趨勢(shì),并對(duì)治理關(guān)系的改善提出建議。
[Abstract]:Perfecting the government purchasing mechanism of social work service and promoting the benign development of social work organization accord with the inner requirement of the transformation from "social management" to "social governance".Taking the "Shenzhen model" as an example, this paper focuses on the development process of the integration and unified management of community organizations from the initial stage of development to the project purchase during the period of co-governance, which is mainly based on the post purchase of services, and then to the implementation of integration and unified management of community organizations.The change of the relationship between social work institutions and other social governance subjects is studied.It is pointed out that the policy direction in different periods has affected the autonomy and professionalism of social work institutions, and the administrative degree of social work institutions has shown a trend of strong, weak and strong, and some suggestions are put forward to improve the governance relationship.
