【摘要】：中國正處于史無前例的高速城市化進(jìn)程中,城市化就不僅意味著大量農(nóng)村人口進(jìn)入城市變成城市人口,而且城市面積會(huì)擴(kuò)張,之前用于農(nóng)業(yè)的土地要轉(zhuǎn)變?yōu)槌鞘卸�、三產(chǎn)業(yè)用地。中國人多地少,土地資源十分寶貴,節(jié)約每一寸土地都很重要,因此,土地城市化必須要集約節(jié)約。因?yàn)榧s節(jié)約使用土地,特定區(qū)位的農(nóng)地非農(nóng)使用會(huì)產(chǎn)生大量增值收益,如何分配土地非農(nóng)使用增值收益就會(huì)引發(fā)各利益主體的激烈博弈。當(dāng)前學(xué)界和政策部門在如何城市化上面存在著不同觀點(diǎn),有些觀點(diǎn)還激烈對立。不過,學(xué)界和政策部門在反對攤大餅式城市化上面有著難得的一致意見。只是什么是攤大餅式城市的內(nèi)涵上,認(rèn)識存在分歧。本文試圖討論什么是攤大餅式城市化以及提出關(guān)于中國城市化道路的若干認(rèn)識。
[Abstract]:China is in the midst of an unprecedented process of rapid urbanization. Urbanization not only means that a large number of rural people enter the city to become urban population, but also the urban area will expand. The land previously used for agriculture needs to be transformed into city two.Land for the third industry.Land resources are very valuable in China, so it is very important to save every inch of land. Therefore, land urbanization must be intensive economy.Because of intensive land use, non-agricultural use of agricultural land in a specific location will produce a large number of value-added income, how to distribute the value-added income of land non-agricultural use will lead to a fierce game of interests.At present, scholars and policy departments have different views on how to urbanize, some of which are still fiercely opposed.However, there is a rare consensus between academics and policy authorities against buzzing urbanisation.Just what is a pie-like city on the connotation, there are differences in understanding.This paper attempts to discuss what is a pie-like urbanization and to put forward some understandings about the road of urbanization in China.
