【摘要】：近年來(lái),隨著我國(guó)各級(jí)政府購(gòu)買公共服務(wù)以及推動(dòng)社會(huì)工作發(fā)展的政策出臺(tái),在社會(huì)福利領(lǐng)域運(yùn)用"公私協(xié)力"模式引入社會(huì)工作專業(yè)已成共識(shí)。本文結(jié)合廣東省16市25家公辦福利機(jī)構(gòu)的實(shí)證調(diào)研,指出引入社會(huì)工作服務(wù)有六種不同方式:項(xiàng)目式購(gòu)買社工服務(wù)、項(xiàng)目式購(gòu)買督導(dǎo)服務(wù)、崗位式購(gòu)買社工服務(wù)、內(nèi)部轉(zhuǎn)(設(shè))崗與項(xiàng)目購(gòu)買式相結(jié)合共同提供社工服務(wù)、虛擬式社工項(xiàng)目購(gòu)買、純內(nèi)生式社工服務(wù)模式。在對(duì)比基礎(chǔ)上,研究探討各種方式中"公私協(xié)力"的普及現(xiàn)狀、公辦福利機(jī)構(gòu)引入社工服務(wù)的選擇偏好以及社工服務(wù)成效的影響因素。最后,本文提出三對(duì)策:財(cái)政預(yù)算為主、多元化渠道拓寬資金來(lái)源;采取"外引+內(nèi)生"向"內(nèi)生"式過(guò)渡的引入路徑;尊重社會(huì)工作服務(wù)專業(yè)與管理的獨(dú)立性。
[Abstract]:In recent years, with the policy of purchasing public services and promoting the development of social work, it has become a consensus to introduce the model of "public-private cooperation" into the field of social welfare.Based on the empirical investigation of 25 public welfare institutions in 16 cities of Guangdong Province, this paper points out that there are six different ways to introduce social work service: item purchase social work service, project purchase supervision service, post purchase social work service.The combination of internal transfer and project purchase provides social work service, virtual social work project purchase and pure endogenous social work service mode.On the basis of comparison, the present situation of popularization of "public-private cooperation" in various ways, the choice preference of introducing social work service into public welfare institutions and the influencing factors of social work service effectiveness are discussed.Finally, this paper puts forward three countermeasures: financial budget as the main, diversified channels to broaden the source of funds; take the "exogenous endogenous" to "endogenous" transition to the introduction of the path; respect for the independence of social work service professional and management.
