【摘要】：正《弗拉斯卡蒂手冊》(以下簡稱手冊)是經(jīng)濟(jì)合作與發(fā)展組織(OECD)開發(fā)的關(guān)于研究與實驗發(fā)展(以下簡稱RD/研發(fā))測度的指導(dǎo)性文獻(xiàn)。自1963年首次發(fā)布以來,該手冊一直在根據(jù)發(fā)展和需要做出更新修訂,到2002年陸續(xù)發(fā)布了6個版本。在此過程中,該手冊逐步被各國研發(fā)投入統(tǒng)計實踐所遵循,其應(yīng)用范圍已經(jīng)超越OECD成員
[Abstract]:The Frascati Manual (hereinafter referred to as the Manual) is a guiding document on the measurement of research and experimental development (hereinafter referred to as RD/ R & D) developed by the Organization for Economic Cooperation and Development (OECD). Since its first publication in 1963, The manual has been updated and revised according to development and needs, and 6 editions were released in 2002. In the process, the manual has been followed gradually by the statistical practice of R & D input in various countries, and its application scope has exceeded the scope of OECD members.
