【摘要】：當(dāng)前公共衛(wèi)生危機(jī)頻繁爆發(fā),且發(fā)生頻率呈上升趨勢,這對我國經(jīng)濟(jì)發(fā)展和社會和諧產(chǎn)生了重大影響。面對公共衛(wèi)生危機(jī),提前預(yù)防是最大的智慧,而預(yù)防的重中之重便是建立危機(jī)預(yù)警機(jī)制。由于我國的公共衛(wèi)生危機(jī)預(yù)警機(jī)制建設(shè)起步晚,跟發(fā)達(dá)國家比起來,政府在處理公共衛(wèi)生危機(jī)時常常顯得被動而滯后。因此,盡快建立一套快速、有效、全面的公共衛(wèi)生危機(jī)預(yù)警機(jī)制,提高政府的公共衛(wèi)生危機(jī)預(yù)警能力,是當(dāng)前我國各級政府的一項重要工作。 本文從基本概念出發(fā),研究了公共衛(wèi)生危機(jī)預(yù)警機(jī)制的涵義,分析了我國公共衛(wèi)生危機(jī)預(yù)警機(jī)制建設(shè)的現(xiàn)狀,在肯定我國公共衛(wèi)生預(yù)警機(jī)制建設(shè)成就的同時,進(jìn)而從法制建設(shè)、危機(jī)意識、管理體制、預(yù)警設(shè)備和責(zé)任方式等方面剖析了公共衛(wèi)生危機(jī)預(yù)警機(jī)制中存在的不足。在分析借鑒英、美發(fā)達(dá)國家的預(yù)警機(jī)制經(jīng)驗的基礎(chǔ)上,從我國實際情況出發(fā),提出了構(gòu)建適合我國國情的公共危機(jī)預(yù)警機(jī)制的基本原則和具體對策,其對策表現(xiàn)為：第一,基于公眾公共衛(wèi)生危機(jī)意識的淡薄,建立健全公眾自我保護(hù)系統(tǒng)；第二,基于信息管理系統(tǒng)的不完備,健全公共衛(wèi)生危機(jī)預(yù)警流程；第三,基于危機(jī)預(yù)警的復(fù)雜性和專業(yè)性較強(qiáng)特點(diǎn),建立預(yù)警咨詢系統(tǒng)；第四,基于政府動員能力和組織能力較強(qiáng)特點(diǎn),建立各級預(yù)警組織網(wǎng)絡(luò)；第五,基于公共衛(wèi)生經(jīng)費(fèi)投入不足現(xiàn)狀,加大投入以運(yùn)用先進(jìn)的預(yù)警設(shè)備；第六,基于預(yù)警責(zé)任機(jī)制規(guī)范程度不高,規(guī)范和健全相關(guān)責(zé)任機(jī)制；第七,基于現(xiàn)有預(yù)警法律的不完善,建立公共衛(wèi)生危機(jī)預(yù)警法規(guī)系統(tǒng)。
[Abstract]:At present, the public health crisis frequently erupts, and the frequency of occurrence is on the rise, which has a great influence on the economic development and social harmony of our country. In the face of the public health crisis, prevention in advance is the greatest wisdom. The most important task of prevention is to establish a crisis warning mechanism. Because the construction of public health crisis warning mechanism in China started late, compared with developed countries, the government often appears passive and lagging in dealing with public health crisis. It is an important task for all levels of government to establish a set of rapid, effective and comprehensive early warning mechanism for public health crisis as soon as possible and to improve the ability of public health crisis warning of the government. Starting from the basic concept, this paper studies the meaning of the early warning mechanism of public health crisis, analyzes the present situation of the construction of the early-warning mechanism of the public health crisis in China, and affirms the achievements of the construction of the early-warning mechanism of public health in China at the same time. Then, from the aspects of legal system construction, crisis consciousness, management system, early warning equipment and responsibility mode, this paper analyzes the shortcomings of the early warning mechanism of public health crisis, on the basis of analyzing the experience of the early warning mechanism in the developed countries of Britain and the United States. Based on the actual situation of our country, this paper puts forward the basic principles and concrete countermeasures of constructing the public crisis warning mechanism suitable for the national conditions of our country. The countermeasures are as follows: first, based on the weak awareness of the public health crisis, Establish and improve the public self-protection system; second, improve the public health crisis early warning process based on the incomplete information management system; third, establish the early warning consultation system based on the complexity and professional characteristics of crisis early warning; fourth, Based on the strong characteristics of government mobilization and organizational capacity, the establishment of early warning organizations at all levels network; fifthly, based on the current situation of insufficient public health expenditure, increase investment to use advanced early warning equipment; sixth, Based on the early warning responsibility mechanism is not high, standardize and improve the relevant responsibility mechanism; seventh, based on the existing early warning law is not perfect, the establishment of public health crisis early warning laws and regulations system.
