【摘要】:社會工作人才是社會工作實踐的基石,社會工作督導在改善社會工作實踐及提升服務成效方面具有重要作用。優(yōu)質社會工作服務的提供離不開社會工作的有效督導。社會工作督導人才的培養(yǎng)對于社會工作專業(yè)化和職業(yè)化的發(fā)展意義重大。近年來在社會工作實踐中,各地不斷著力于社會工作人才的發(fā)展,同時重視社工督導人才的培養(yǎng)。2007年,深圳市借助毗鄰香港的地緣優(yōu)勢,引進香港督導,接受其督導,開啟培養(yǎng)本土督導人才。截至2014年,深圳在全國率先實現(xiàn)了本土督導人才的全覆蓋。上海也是大陸地區(qū)最早認識到發(fā)展專業(yè)社會工作的重要性,并且進行社工專業(yè)人才隊伍建設實踐的地區(qū)之一。2011年上海市浦東新區(qū)在區(qū)民政局委托下開展督導人才培養(yǎng)計劃,同年靜安區(qū)也開始籌備社工督導培養(yǎng)計劃,隨后楊浦區(qū)也開啟督導選拔培養(yǎng)計劃。除了某些地區(qū)對于社會工作督導的培養(yǎng)之外,社工發(fā)展較好的學;驒C構也開設了全國社會工作督導人才的培訓講座課程,以此培養(yǎng)督導人才。江蘇省將"萬人擁有社會工作專業(yè)人才數(shù)"和"民辦社工機構數(shù)"列入"現(xiàn)代民政"考核指標,逐漸形成了政府部門與高校合作、專業(yè)教育和職業(yè)培訓共同發(fā)展的社會工作專業(yè)人才培養(yǎng)機制。南京市民政局注重開展社會工作高層次人才—社會工作領軍人才和社會工作督導人才培養(yǎng)。從2014年開始南京市民政局開展南京市社工督導選拔和培養(yǎng)活動,探索建立符合南京本土的督導制度。2014年至今,南京市民政局開展了三次社會工作督導選拔,共有61位社會工作者及其相關從業(yè)人員通過推薦或選拔的方式成為南京市本土社會工作督導。他們對推動南京市社會組織、社會工作事業(yè)的發(fā)展起到了重要作用。與此同時,南京市民政局在2014年和2015年分別出臺了《南京市社工督導工作試點方案》和《社會工作督導選拔使用管理辦法(試行)》,使南京市督導開始走上制度化、規(guī)范化的道路。本研究在回顧社會工作督導的歷史發(fā)展及其相關文獻研究的基礎上,將南京市2014-2016年開展的社會工作督導選拔及培養(yǎng)機制作為研究對象,對南京市社會工作督導選拔及培養(yǎng)的成果和不足進行探索。通過深度訪談2014-2016年選拔出的10位社會工作督導、4位參與選拔機構人員及3位督導選拔委員會委員的訪談,對南京市社會工作督導人才選拔的流程、督導的培養(yǎng)方式、督導的功能、督導的原則與形式及督導效果等進行了深入的考察,在此基礎上分析南京市社會工作本土督導的選拔及培養(yǎng)項目中取得的成果及存在的不足,并結合深圳、上海的經驗,對南京發(fā)展本土社會工作督導工作,完善社會工作督導選拔培養(yǎng)制度提出了相應的對策建議。
[Abstract]:Social work talents are the cornerstone of social work practice, The supervision of social work plays an important role in improving the practice of social work and improving the effectiveness of service. The provision of quality social work service cannot be separated from the effective supervision of social work. The development of specialization and professionalization of work is of great significance. In recent years, in the practice of social work, In 2007, Shenzhen took advantage of the geographical advantages of Hong Kong to introduce and accept the supervision of Hong Kong, and to open up the cultivation of local supervisory talents. Shenzhen has taken the lead in realizing the full coverage of local supervisory personnel throughout the country. Shanghai was also the first country in the mainland to realize the importance of developing professional social work. In 2011, the Pudong New District of Shanghai, commissioned by the District Civil Affairs Bureau, launched a supervisory talent training plan. In the same year, Jingan District also began to prepare a social worker supervision training plan. Subsequently, the Yangpu District also started a supervisory selection and training program. In addition to the training of social work supervision in some areas, schools or institutions with better social work development also set up a national training seminar course for social work supervisors. Jiangsu Province included "the number of people with social work professionals" and "the number of non-governmental social work organizations" in the "modern civil affairs" assessment index, which gradually formed the cooperation between government departments and colleges and universities. Professional education and vocational training: a mechanism for training social work professionals. Nanjing civil affairs bureau focuses on the development of high-level social work talents-social work leaders and social work supervisors. From 2014 to 2014, Nanjing civil affairs bureau focused on the development of high-level social work personnel. The Nanjing Municipal Civil Affairs Bureau began to carry out the activities of supervising the selection and training of social workers in Nanjing. To explore the establishment of a supervision system in line with Nanjing's native land. Since 2014, the Nanjing Municipal Civil Affairs Bureau has conducted three rounds of social work supervision and selection. A total of 61 social workers and their related practitioners have become local social work supervisors in Nanjing by way of recommendation or selection. They have played an important role in promoting the development of social organizations and social work undertakings in Nanjing. In 2014 and 2015, the Nanjing Municipal Civil Affairs Bureau issued the "pilot Program for Social work Supervision in Nanjing" and the "measures for the selection and use of Social work Supervision" (on a trial basis), which started to institutionalize the supervision in Nanjing. On the basis of reviewing the historical development of social work supervision and related literature research, this study takes the mechanism of social work supervision selection and training carried out in Nanjing from 2014-2016 as the object of study. This paper explores the achievements and shortcomings of the selection and training of social work supervision in Nanjing. Through in-depth interviews with 10 social work supervisors selected from 2014-2016, 4 members of the selection institutions and 3 members of the steering and selection committee were interviewed. The selection process, training mode, function, principle, form and effect of supervision of social work supervisor in Nanjing are investigated. On this basis, this paper analyzes the achievements and shortcomings in the selection and training projects of the local supervision of social work in Nanjing, and combines the experience of Shenzhen and Shanghai to develop the supervision work of the local social work in Nanjing. The corresponding countermeasures and suggestions are put forward to perfect the system of social work supervision selection and training.
