【摘要】：國家利益源于國家主權(quán),而后者又是至高無上的,所以國家作為最重要的本源,其根本目標(biāo)自然而然就是維護(hù)國家利益,將這一要義視為做出國家行為的根據(jù)。于是,也就不難理解國家利益因何能成為決定一國對外政策的根本原因,并一直是國際關(guān)系的關(guān)注重點(diǎn)。對國家利益的研究和探索,歷來是國際政治理論研究和國際關(guān)系實(shí)踐有機(jī)結(jié)合的切入點(diǎn)。而政治和經(jīng)濟(jì)永遠(yuǎn)是相互聯(lián)系的。自現(xiàn)代國際體系誕生以來,貿(mào)易一直扮演著推動國際關(guān)系不斷演進(jìn)的重要角色。金融危機(jī)爆發(fā)后,美國受到嚴(yán)重的沖擊,更深層次上來說,美國的國際金融霸權(quán)也受到了嚴(yán)重挑戰(zhàn)。在各國政府尋求一切合理手段拯救經(jīng)濟(jì)的時(shí)候,貿(mào)易保護(hù)主義勢頭率先在發(fā)達(dá)國家開始蔓延,美國貿(mào)易保護(hù)主義開始出現(xiàn)回歸的趨勢。本文的主要意圖就是從國家利益沖突的視角出發(fā),以中美貿(mào)易沖突為實(shí)證,解釋2008年金融危機(jī)以來美國貿(mào)易保護(hù)主義的新形態(tài)和新動向。由于美國貿(mào)易保護(hù)的根本目的還是在于維護(hù)其國家利益,而又由于各國在利益分配上存在差異化,所以中美貿(mào)易沖突和美國貿(mào)易保護(hù)將以一個(gè)常態(tài)化的形式存在。
[Abstract]:The national interest is derived from national sovereignty, and the latter is supreme. Therefore, as the most important source, the fundamental goal of the state is naturally to safeguard the national interest, which is regarded as the basis for the conduct of the state. It is not difficult to understand why national interests can become the fundamental reasons for determining a country's foreign policy, and have always been the focus of attention in international relations. It has always been the entry point of the organic combination of international political theory and international relations practice. And politics and economy are always interrelated. Since the birth of the modern international system, Trade has always played an important role in the continuous evolution of international relations. After the financial crisis broke out, the United States was hit hard, and on a deeper level, The international financial hegemony of the United States has also been seriously challenged. While governments are looking for any reasonable means to save their economies, the momentum of trade protectionism has first spread in developed countries. The main intention of this paper is to take the trade conflict between China and the United States as an example from the perspective of conflict of national interest. Explain the new forms and trends of US trade protectionism since the financial crisis in 2008. Because the fundamental purpose of US trade protection is to safeguard its national interests, and because of the differences in the distribution of interests between countries, Therefore, Sino-American trade conflicts and US trade protection will exist in a normal form.
