【摘要】：老年人是社會的寶貴財富,老年人的健康快樂是社會和諧的重要標志。然而,隨著我國老年人口的日益增多,老年人問題也日益凸現(xiàn),空巢老人現(xiàn)象日趨明顯。由于農(nóng)民占全國人口的大多數(shù),因而,農(nóng)村空巢老人的基數(shù)和增長速度日益增大。所謂農(nóng)村空巢老人是指年齡在60歲以上,或者是所有子女長期在外求學、務工和定居,身邊無子女共同生活的農(nóng)村老年人;或者是子女雖然與自己居住在同一社區(qū),但不與自己共同生活的農(nóng)村老年人。農(nóng)村空巢老人面臨的經(jīng)濟拮據(jù)、起居無依、情感孤獨、缺醫(yī)少藥等問題,是當前社會主義新農(nóng)村建設、社會主義和諧社會建設中面臨的一個不可回避的現(xiàn)實課題,因此,本人選此課題,進行了如下方面的研究: 一、闡述了關愛農(nóng)村空巢老人的現(xiàn)實意義。認為關愛農(nóng)村空巢老人是實踐科學發(fā)展觀的必然要求,是促進社會主義和諧社會建設的迫切需要,是推進社會主義新農(nóng)村建設的重要舉措。 二、理析了目前我國農(nóng)村空巢老人面臨的主要問題。認為農(nóng)村空巢老人面臨的主要問題是:經(jīng)濟拮據(jù),缺乏滿足感;起居無依,缺乏依賴感;情感孤獨,缺乏幸福感;缺醫(yī)少藥,缺乏健康感等。 三、剖析了我國農(nóng)村空巢老人問題產(chǎn)生的主要原因。認為農(nóng)村經(jīng)濟發(fā)展水平較低,農(nóng)村家庭規(guī)模日趨縮小、農(nóng)村勞動力大量外遷,導致農(nóng)村家庭養(yǎng)老功能逐漸弱化,是引發(fā)農(nóng)村空巢老人問題的主要原因。農(nóng)民自我養(yǎng)老能力不強、農(nóng)村社區(qū)養(yǎng)老機構不足、社會養(yǎng)老保險制度不佳,社會救助力度不夠,是導致農(nóng)村空巢老人問題的重要原因。農(nóng)村公共文體娛樂設施欠缺、文體娛樂活動貧乏以及醫(yī)療條件簡陋,也是造成農(nóng)村空巢老人問題的原因之一。 四、探討了解決我國農(nóng)村空巢老人問題的主要對策。建議強化農(nóng)村家庭養(yǎng)老功能,大力發(fā)展社區(qū)養(yǎng)老模式、倡導農(nóng)村企業(yè)式自我養(yǎng)老模式、積極創(chuàng)立互助式養(yǎng)老模式以建立健全社會養(yǎng)老模式,完善農(nóng)村社會保障體系,健全農(nóng)村醫(yī)療保障制度,加強農(nóng)村老年人相關權益保障,豐富農(nóng)村老年人文體娛樂活動等以應對農(nóng)村空巢老人問題。
[Abstract]:The elderly are the precious wealth of the society, and the health and happiness of the elderly is an important symbol of social harmony. However, with the increasing number of the elderly population in our country, the problem of the elderly is becoming increasingly prominent. The phenomenon of empty nesters is becoming more and more obvious. As farmers account for the majority of the population in the country, the number and growth rate of the rural empty-nesters are increasing day by day. The so-called "empty nesters" in rural areas refer to those aged over 60. Or older rural people who have all their children out of school for a long time, who work and settle down and live with no children, or children who live in the same community as themselves, But the rural elderly who do not live together with themselves. The problems faced by the rural empty-nesters, such as financial constraints, lack of support, emotional loneliness, lack of medical care and medicine, are the current problems in the construction of a new socialist countryside. The construction of a socialist harmonious society is faced with an unavoidable realistic subject. Therefore, I choose this topic to carry out the following research:. First, it expounds the practical significance of caring for the rural empty-nest elderly. It is considered that caring for the rural empty-nesters is the inevitable requirement of practicing the scientific concept of development and the urgent need to promote the construction of a harmonious socialist society. It is an important measure to promote the construction of new socialist countryside. Secondly, it analyzes the main problems faced by the rural empty-nest elderly in our country at present. The main problems of the rural empty-nesters are: financial constraints, lack of satisfaction, lack of dependence, loneliness of emotion and lack of happiness. Lack of medicine, lack of sense of health, etc. Thirdly, it analyzes the main causes of the problem of empty nest elderly in rural areas in China. It is considered that the rural economic development level is low, the scale of rural families is shrinking day by day, and a large number of rural labor force is moving out, which leads to the gradual weakening of the function of providing for the aged in rural families. It is the main cause of the problem of empty nest elderly in rural areas. Farmers' ability to provide for the aged by themselves is not strong, the rural community pension institutions are insufficient, the social pension insurance system is not good, and the strength of social assistance is not enough. It is an important cause of the problem of rural empty-nest elderly. The lack of public recreational facilities, the poor recreational activities and the poor medical conditions are also one of the causes of rural empty-nest elderly problems. Fourthly, it discusses the main countermeasures to solve the problem of empty nest elderly in rural areas in China. It suggests to strengthen the function of providing for the aged in rural families, vigorously develop the mode of community old-age support, and advocate the mode of self-supporting in rural enterprises. To establish and improve the social pension model, improve the rural social security system, improve the rural medical security system, and strengthen the protection of the related rights and interests of the elderly in rural areas. Enrich the rural elderly sports and entertainment activities in order to deal with the rural empty nest elderly problem.
