【摘要】：提出一種科技評(píng)價(jià)構(gòu)想,將評(píng)議人與被評(píng)議人之間的關(guān)系分析識(shí)別,并根據(jù)緊密程度予以合理量化,同時(shí)根據(jù)不同的評(píng)審要求,設(shè)置評(píng)審閾值。評(píng)審專家的遴選是參照量化后的社會(huì)關(guān)系賦值以及不同的評(píng)審閾值。在評(píng)審中,將量化后的社會(huì)關(guān)系回避處理,或者予以不同的權(quán)重設(shè)置,與評(píng)議人的評(píng)議結(jié)果相結(jié)合,從而使評(píng)議結(jié)果更具有公信力。
[Abstract]:This paper proposes a concept of scientific and technological evaluation, which analyzes and identifies the relationship between the reviewer and the reviewer, and quantifies it reasonably according to the degree of closeness, at the same time, according to the different evaluation requirements, Setting the evaluation threshold. The selection of the evaluation expert is based on the quantized social relationship assignment and the different evaluation threshold. In the review, the quantized social relations are evaded, or different weights are set. Combine with the evaluation result of the reviewer, so that the evaluation result has more credibility.
