【摘要】：現(xiàn)代城市社區(qū)參與不足的問題已成為各地社區(qū)治理的重、難點(diǎn),如何突破無形的“官民”屏障,實(shí)現(xiàn)社區(qū)主體自下而上參與社區(qū)事務(wù),推進(jìn)社區(qū)居民自治是當(dāng)前亟需關(guān)注的社會(huì)問題。朝陽(yáng)區(qū)創(chuàng)享計(jì)劃旨在通過社區(qū)居民發(fā)現(xiàn)身邊問題,結(jié)合個(gè)人優(yōu)勢(shì)發(fā)起提案項(xiàng)目,帶動(dòng)其他居民一起付諸行動(dòng),促進(jìn)社區(qū)問題的解決,從而滿足居民的服務(wù)需求,激發(fā)社區(qū)活力。本文以社會(huì)工作介入社區(qū)創(chuàng)享的實(shí)踐為例,引入增能理論視角,分析創(chuàng)享計(jì)劃如何以成型的工作思路,通過“提案大賽”和“增能計(jì)劃”實(shí)現(xiàn)社區(qū)居民增能,促進(jìn)社區(qū)參與并推動(dòng)社區(qū)治理工作的;最后通過反思“創(chuàng)享計(jì)劃”增能的成效與不足,提出了提升創(chuàng)享計(jì)劃增能的建議。筆者將全文分為五部分:第一部分是緒論,首先對(duì)本文的研究背景、創(chuàng)新意義做了簡(jiǎn)要論述;對(duì)論文的理論基礎(chǔ)“參與式發(fā)展理論”“增能理論”進(jìn)行闡釋,并對(duì)文中涉及到的“社區(qū)參與”“社區(qū)居民增能”等相關(guān)概念進(jìn)行了界定;研究方法重點(diǎn)介紹了訪談法與參與式觀察法。第二部分主要是對(duì)國(guó)內(nèi)外關(guān)于社區(qū)居民參與社區(qū)治理的研究和社區(qū)增權(quán)的實(shí)質(zhì)性研究。總結(jié)了國(guó)內(nèi)外社區(qū)參與研究與社區(qū)增權(quán)研究的內(nèi)容,提出了在借鑒國(guó)內(nèi)外研究成果的基礎(chǔ)上,以社會(huì)工作的實(shí)踐探索社區(qū)居民增能的研究思路。第三部分是介紹創(chuàng)享計(jì)劃的概況。筆者首先介紹了創(chuàng)享計(jì)劃的背景,之后以A社區(qū)為例呈現(xiàn)其實(shí)施過程,最后介紹了“增能”的典型提案項(xiàng)目。第四部分是對(duì)社工介入居民“增能”的過程進(jìn)行的分析,通過對(duì)創(chuàng)享計(jì)劃各階段的支持與統(tǒng)籌,從前期對(duì)居民參與意識(shí)的引導(dǎo),到中期輔助居民將金點(diǎn)子轉(zhuǎn)化成提案,再到中后期的提案實(shí)施,居民的潛能得到全面激發(fā),服務(wù)團(tuán)隊(duì)與居民都獲得了增能。第五部分,總結(jié)了創(chuàng)享計(jì)劃的增能結(jié)果,并對(duì)此進(jìn)行了反思;提出了提升創(chuàng)享計(jì)劃為居民增能的相關(guān)建議。
[Abstract]:The problem of insufficient participation in modern urban communities has become a heavy and difficult problem in local community governance. How to break through the invisible barrier of "officials and people" and realize the participation of community subjects in community affairs from the bottom up, Promoting community autonomy is a social problem that needs urgent attention at present. The Chaoyang District Initiative aims to find problems around the community through the community residents, and to launch a proposal project combining their personal advantages to bring other residents into action together. This paper takes the practice of social work intervention in community creation and enjoyment as an example, introduces the theory of energy enhancement, and analyzes how to take the idea of how to form the plan of innovation and enjoyment by taking the practice of social work involved in community creation and enjoyment as an example to promote the solution of community problems, thus to meet the service needs of residents and to stimulate community vitality. Through the "proposal contest" and "empowerment plan" to achieve community empowerment, to promote community participation and promote community governance; The author divides the full text into five parts: the first part is the introduction, first of all, the research background and innovation significance of this paper are briefly discussed; This paper explains the theoretical basis of the thesis, "participatory development theory" and "energy enhancement theory", and defines the related concepts such as "community participation" and "community residents' empowerment". The second part mainly focuses on the research of community residents' participation in community governance and community empowerment at home and abroad, and summarizes the research on community participation at home and abroad. And the content of community empowerment research, Based on the research results at home and abroad, this paper puts forward the research ideas of community residents' energy enhancement based on the practice of social work. The third part is the introduction of the general situation of the innovation and enjoyment plan. First, the author introduces the background of the plan. Then take community A as an example to present its implementation process, and finally introduces the typical proposal project of "empowerment". Part 4th is an analysis of the process of social worker intervention in residents'"empowerment", through the support and coordination of each stage of the plan. From the early stage to the guidance of residents' participation consciousness, to the mid-term auxiliary residents turning gold ideas into proposals, and then to the implementation of the mid-to-late stage of the proposal, the potential of the residents was fully stimulated, and both the service team and the residents were given a part of the increase in energy. 5th. In this paper, the results of the energy increase of the plan are summarized, and some suggestions are put forward to enhance the energy of the residents.
