【摘要】："社會(huì)保護(hù)"是20世紀(jì)90年代末以來(lái)在國(guó)際發(fā)展議程中興起的一個(gè)新概念。其產(chǎn)生與風(fēng)險(xiǎn)社會(huì)中貧困問(wèn)題的嚴(yán)峻性密切相關(guān)。與傳統(tǒng)反貧困政策相比,社會(huì)保護(hù)政策主張從整體性貧困治理視角出發(fā),在充分兼顧貧困的多維性和動(dòng)態(tài)性基礎(chǔ)之上,建立集"預(yù)防性、保護(hù)性、投資性及變革性"策略于一體的綜合性反貧困框架,在幫助人們徹底擺脫貧困的同時(shí)推動(dòng)社會(huì)的包容性發(fā)展。作為一項(xiàng)積極的反貧困政策,社會(huì)保護(hù)對(duì)于我國(guó)"十三五"期間扶貧模式的創(chuàng)新無(wú)疑具有重要的借鑒意義。
[Abstract]:"Social protection" is a new concept emerging from the international development agenda since the end of 1990s. Its emergence is closely related to the severity of poverty in at-risk societies. The social protection policy advocates to set up a comprehensive anti-poverty framework with "preventive, protective, investment and transformative" strategies on the basis of taking full account of the multidimensional and dynamic nature of poverty, from the perspective of holistic poverty management, and on the basis of giving full consideration to the multidimensional and dynamic nature of poverty. As an active anti-poverty policy, social protection is undoubtedly of great significance for the innovation of poverty alleviation model during the 13th Five-Year Plan period.
