環(huán)境約束下的對外貿(mào)易與經(jīng)濟(jì)增長關(guān)系的實(shí)證研究

【摘要】:在我國區(qū)域?qū)ν赓Q(mào)易高速增長的同時,環(huán)境問題成為制約對外貿(mào)易發(fā)展的一項(xiàng)重要因素。本文對環(huán)境約束、對外貿(mào)易和經(jīng)濟(jì)發(fā)展的關(guān)系進(jìn)行了實(shí)證研究。以尋求區(qū)域環(huán)境保護(hù)和對外貿(mào)易的長期均衡關(guān)系,達(dá)到我國經(jīng)濟(jì)增長中資源的最優(yōu)配置。 通過對環(huán)境因素和對外貿(mào)易關(guān)系進(jìn)行分析,使用SBM方法研究環(huán)境效率進(jìn)行測度,發(fā)現(xiàn)我國大多數(shù)地區(qū)處于環(huán)境效率偏低的狀態(tài),在此基礎(chǔ)上對環(huán)境質(zhì)量進(jìn)行檢驗(yàn),可以看出,工業(yè)廢水和SO2排放量和經(jīng)濟(jì)增長的關(guān)系曲線為倒U型,而工業(yè)固體廢棄物的庫茲涅茲假說檢驗(yàn)在發(fā)現(xiàn)其與經(jīng)濟(jì)增長的關(guān)系呈現(xiàn)出更為復(fù)雜N型關(guān)系。在對外貿(mào)易對環(huán)境污染的影響分析時發(fā)現(xiàn),絕大多數(shù)地區(qū)在工業(yè)廢水排放量和SO2排放量這兩項(xiàng)污染指標(biāo)上支持污染天堂假說,而在對工業(yè)固體廢棄物進(jìn)行測度時,則恰恰相反,大多數(shù)地區(qū)并不支持。對外貿(mào)易對廢水排放量的影響較大,而且工業(yè)廢水治理難度也相對較強(qiáng)。SO2排放量存在空間溢出效應(yīng)。 建立變系數(shù)實(shí)證模型,結(jié)果表明:進(jìn)出口貿(mào)易和環(huán)境效率在不同省市的影響作用不同。在分析其影響因素的差異時可以看出,在西部地區(qū)影響彈性系數(shù)較大,說明在西部較落后地區(qū),環(huán)境約束下的對外貿(mào)易增長能較快的促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)和規(guī)模的調(diào)整和升級。在實(shí)證分析的基礎(chǔ)上對環(huán)境效率的空間集聚性和環(huán)境約束下影響區(qū)域經(jīng)濟(jì)增長的空間自相關(guān)性進(jìn)行研究,對外貿(mào)易的集聚性增強(qiáng)時,環(huán)境污染的區(qū)域集聚性也在增加。環(huán)境約束下的對外貿(mào)易對經(jīng)濟(jì)增長有著顯著的正效應(yīng),空間系數(shù)在α=0.1%水平上顯著。分別對東部、中部和西部地區(qū)進(jìn)行回歸,發(fā)現(xiàn)其影響效應(yīng)存在一定差異性。 最后,針對上述結(jié)論,簡要提出實(shí)現(xiàn)經(jīng)濟(jì)和對外貿(mào)易、環(huán)境保護(hù)平衡發(fā)展,實(shí)現(xiàn)綠色貿(mào)易的幾點(diǎn)相關(guān)政策的建議。本文增加對環(huán)境相關(guān)的科研技術(shù)的投入;加強(qiáng)政府環(huán)保政策的監(jiān)督與管制,更有效的控制環(huán)境污染程度;調(diào)整對外貿(mào)易的產(chǎn)業(yè)結(jié)構(gòu),在相對優(yōu)勢的基礎(chǔ)上,向環(huán)保新企業(yè)轉(zhuǎn)型,在環(huán)境約束的前提下,提高對外貿(mào)易生產(chǎn)效率和技術(shù)水平,促進(jìn)區(qū)域經(jīng)濟(jì)更健康的發(fā)展。
[Abstract]:With the rapid growth of regional foreign trade in China, environmental problems have become an important factor restricting the development of foreign trade. This paper makes an empirical study on the relationship between foreign trade and economic development in order to seek the long-term equilibrium relationship between regional environmental protection and foreign trade in order to achieve the optimal allocation of resources in China's economic growth. Based on the analysis of environmental factors and foreign trade relations and the measurement of environmental efficiency by using SBM method, it is found that most areas in China are on the low side of environmental efficiency. On this basis, the environmental quality is tested, and it can be seen that, The relation curve between industrial wastewater and SO2 discharge and economic growth is inverted U type. The Kuznets hypothesis test of industrial solid waste shows that the relationship between industrial solid waste and economic growth shows a more complex N-type relationship, and in the analysis of the impact of foreign trade on environmental pollution, it is found that, The vast majority of regions support the pollution paradise hypothesis in terms of industrial wastewater discharge and SO2 emissions, whereas in measuring industrial solid waste, the opposite is true. The effect of foreign trade on wastewater discharge is great, and the difficulty of industrial wastewater treatment is relatively strong. So _ 2 emission has spatial spillover effect. The empirical model of variable coefficient is established. The results show that the influence of import and export trade and environmental efficiency is different in different provinces and cities. It shows that in the relatively backward areas in the west, The growth of foreign trade under environmental constraints can accelerate the adjustment and upgrading of industrial structure and scale. On the basis of empirical analysis, the spatial agglomeration of environmental efficiency and the spatial influence of environmental constraints on regional economic growth are analyzed. To study the correlation, When the agglomeration of foreign trade increases, the regional agglomeration of environmental pollution also increases. Foreign trade under environmental constraints has a significant positive effect on economic growth, and the spatial coefficient is significant at the level of 偽 -0. 1%. By regression analysis in central and western regions, it is found that there are some differences in the effects. Finally, in view of the above conclusions, this paper briefly puts forward some relevant policies to realize the balanced development of economy and foreign trade, environmental protection and green trade. To strengthen the supervision and control of government environmental protection policies, to control the degree of environmental pollution more effectively, to adjust the industrial structure of foreign trade, on the basis of comparative advantages, to transform into new enterprises of environmental protection, and under the premise of environmental constraints, We will improve the efficiency and technical level of foreign trade and promote the healthy development of the regional economy.
