【摘要】：專業(yè)社區(qū)工作是社區(qū)工作者在一定價(jià)值觀指導(dǎo)下,依據(jù)一定的方法、理論,按照一定的模式,有效地解決社區(qū)問(wèn)題、維護(hù)社會(huì)秩序的助人方法,是社會(huì)工作的重要分支。它源自德國(guó)漢堡制和愛(ài)爾伯福制、英美的慈善組織會(huì)社和社區(qū)睦鄰運(yùn)動(dòng),成熟于20世紀(jì)的歐美。當(dāng)前中國(guó)社會(huì)變遷加劇,社區(qū)問(wèn)題日益增多,傳統(tǒng)的行政性、半專業(yè)化的社區(qū)工作已經(jīng)不能有效地解決許多現(xiàn)實(shí)困境,把西方專業(yè)的、系統(tǒng)的社區(qū)工作引入中國(guó)便具有迫切性。由于中西方社區(qū)工作依存的社會(huì)結(jié)構(gòu)、經(jīng)濟(jì)發(fā)展水平、傳統(tǒng)文化等不同,西方社區(qū)工作在中國(guó)立足、生存和發(fā)展便成了一個(gè)亟待解決的問(wèn)題,筆者認(rèn)為“本土化”是其必然選擇。 社區(qū)工作本土化必須立足于我國(guó)獨(dú)特的社會(huì)體制和文化環(huán)境基礎(chǔ)之上。社區(qū)工作本土化實(shí)質(zhì)上是選擇、接納、融合西方社區(qū)工作價(jià)值觀、工作模式,創(chuàng)新本土社區(qū)工作價(jià)值觀、工作模式的過(guò)程。筆者認(rèn)為社區(qū)工作本土化具有階段性：前期以引進(jìn)西方社區(qū)工作理論和模式為主,后期以構(gòu)建中國(guó)社區(qū)工作專業(yè)價(jià)值觀、探索適合中國(guó)國(guó)情的社區(qū)工作模式為主�，F(xiàn)階段,社區(qū)工作本土化的前期階段已基本完成。當(dāng)前中國(guó)社區(qū)工作本土化主要包括價(jià)值觀、模式和實(shí)踐本土化,其中價(jià)值觀和模式本土化是核心,實(shí)踐本土化是保障。 本文采用文獻(xiàn)研究、對(duì)比研究的方法,橫向分析了中西社區(qū)工作本土化的研究背景、現(xiàn)狀和意義,中西社區(qū)工作的含義,社區(qū)工作本土化的含義、內(nèi)容和特點(diǎn)�？v向分析了中西方社區(qū)工作各自發(fā)展歷程,國(guó)內(nèi)外社區(qū)工作本土化的發(fā)展過(guò)程。指出當(dāng)前中國(guó)社區(qū)工作本土化的必要性與可能性。 本文分析了當(dāng)前社區(qū)工作本土化的困境,總結(jié)了產(chǎn)生困境的原因：一是中西社區(qū)工作價(jià)值觀依存的文化基礎(chǔ)、內(nèi)涵具有差異性,西方社區(qū)工作價(jià)值觀在中國(guó)具有非適應(yīng)性,中國(guó)社區(qū)工作價(jià)值觀缺乏專業(yè)性。二是中西社區(qū)工作模式依存的理論基礎(chǔ)、內(nèi)涵、特征、發(fā)展歷程各不相同。三是在具體實(shí)踐中,中西社區(qū)工作依存的制度、對(duì)社區(qū)的界定、對(duì)社區(qū)工作者與社區(qū)工作組織的定位、助人方法存有差異性。通過(guò)分析,本文提出了實(shí)現(xiàn)社區(qū)工作本土化的途徑：是立足于傳統(tǒng)文化,借鑒西方社區(qū)工作價(jià)值觀,構(gòu)建本土社區(qū)工作價(jià)值觀體系,并通過(guò)構(gòu)建社區(qū)工作倫理守則保障價(jià)值觀應(yīng)用于實(shí)踐。二是立足于中國(guó)現(xiàn)狀,借鑒西方社區(qū)工作模式,構(gòu)建本土社區(qū)工作模式。三是通過(guò)構(gòu)建社區(qū)工作制度、加強(qiáng)社區(qū)工作專業(yè)化建設(shè)來(lái)保障社區(qū)工作價(jià)值觀、模式本土化的順利推進(jìn)。
[Abstract]:Professional community work is a helpful method for community workers to effectively solve community problems and maintain social order under the guidance of certain values, according to certain methods, theories and models. It is an important branch of social work. It originates from the German Hamburg system and the Albuquerque system, the charity club and the community good-neighborly movement in the United States and the United States, which matured in Europe and the United States in 20th century. At present, the social changes in China are intensifying, and the community problems are increasing day by day. Traditional administrative and semi-specialized community work has not been able to solve many practical difficulties effectively. It is urgent to introduce western professional and systematic community work into China. The level of economic development, traditional culture and other differences, Western community work in China, survival and development has become a problem to be solved, the author believes that "localization" is its inevitable choice. The localization of community work must be based on our country's unique social system and cultural environment. The author believes that the localization of community work has stages: the introduction of western community work theory and model, and the later construction of professional values of community work in China. At present, the early stage of community work localization has been basically completed. At present, the localization of community work in China mainly includes values, models and practice localization. The localization of values and models is the core, and the localization of practice is the guarantee. This article uses the literature research, the contrast research method, has analyzed the Chinese and Western community work localization research background, the present situation and the significance, the Chinese and Western community work significance, the community work localization meaning, The contents and characteristics of community work in China and the west are analyzed, and the development process of localization of community work at home and abroad is analyzed. The necessity and possibility of localization of community work in China are pointed out. This paper analyzes the predicament of the localization of community work at present, and summarizes the causes of the dilemma: first, the cultural basis of the interdependence of the values of community work between China and the West, the difference in connotation, and the non-adaptability of the values of community work in the West in China. The values of community work in China are lack of professionalism. Second, the theoretical basis, connotation, characteristics and development process of the interdependence of Chinese and Western community work modes are different. Third, in the concrete practice, the system of community work dependency between China and the West defines the community. There are differences in the orientation of community workers and community work organizations and the ways to help others. Through analysis, this paper puts forward a way to realize the localization of community work: based on the traditional culture and drawing lessons from the values of community work in the West. Construct the local community work value system, and through the construction of the community work ethics code to ensure the application of values in practice. Second, based on the status quo in China, learn from the Western community work model, The third is to guarantee the values of community work by constructing the system of community work and strengthening the construction of specialization of community work.
