【摘要】：社區(qū)是中國社區(qū)重要的社會結(jié)構(gòu)單元,是建設(shè)社會主義和諧社會的前沿陣地和落腳點。當(dāng)代社區(qū)的主要任務(wù)之一便是為社區(qū)居民提供良好的公共服務(wù)。伴隨著我國社會主義經(jīng)濟社會的轉(zhuǎn)型,我國城市社區(qū)的人口結(jié)構(gòu)以及社會結(jié)構(gòu)都發(fā)生了巨大的變化,社區(qū)居民實現(xiàn)了從“單位人”到“社會人”的轉(zhuǎn)變,人的需求層次也隨之提高。并且,隨著公共需求的主體范圍不斷擴大,開展城市社區(qū)公共服務(wù)的重要性日益顯現(xiàn)出來。城市社區(qū)公共服務(wù)的有效開展,有利于進一步提升政府公共服務(wù)的管理能力,有利于更好地把握和滿足社區(qū)居民的需求,有利于進一步推進基層民主的開展。近年來,我國城市社區(qū)公共服務(wù)取得了很大的發(fā)展,并且獲得了很多成功的經(jīng)驗,但是與一些發(fā)達國家相比,我國城市社區(qū)公共服務(wù)仍然存在著很多不足之處。為此,迫切需要找出完善社區(qū)公共服務(wù)的合理路徑來解決社區(qū)公共服務(wù)供給過程中出現(xiàn)的問題。 本文采用了文獻研究、比較分析、實地調(diào)查等方法,通過在對社區(qū)公共服務(wù)相關(guān)理論闡述的基礎(chǔ)上,揭示出社區(qū)公共服務(wù)的開展中遇到的問題有：社區(qū)公共服務(wù)定位不準(zhǔn)確,市場化與行政化的傾向嚴(yán)重；政府定位不合理,各部門缺乏規(guī)劃協(xié)調(diào)；社區(qū)公共服務(wù)的資金和配套設(shè)施的短缺,相關(guān)公共服務(wù)組織發(fā)展的不健全以及相關(guān)法律法規(guī)的滯后與不足,不能滿足社區(qū)居民多元化的需求；社區(qū)公共服務(wù)專業(yè)化、職業(yè)化程度低；社區(qū)居民參與力低下,服務(wù)意識淡薄。接著,通過引用與借鑒國外社區(qū)服務(wù)的先進經(jīng)驗,以及通過對江蘇省鎮(zhèn)江市某一具體社區(qū)的問卷調(diào)查、現(xiàn)場訪談等,提出完善我國城市社區(qū)公共服務(wù)的有效路徑在于：政府在社區(qū)公共服務(wù)中對自身的正確定位；正確處理福利性與經(jīng)營性之間的關(guān)系；建立社區(qū)公共服務(wù)資金的多元籌集渠道；建立社區(qū)公共服務(wù)的多元化供給模式；推動社區(qū)居民的積極參與；提高社區(qū)公共服務(wù)人員的素質(zhì)以及專業(yè)化水平；健全社區(qū)公共服務(wù)的相關(guān)運行機制。最后對全文進行總結(jié),并提出了研究的不足以及未來的研究方向等。
[Abstract]:Community is an important unit of social structure in Chinese community. Ren Wuzhi is the leading position and foothold of building a harmonious socialist society. One of the main contemporary community Ren Wuzhi is to provide good public services to the community residents. With the transformation of our socialist economy and society, Great changes have taken place in the population structure and social structure of urban communities in our country. The community residents have realized the transition from "unit person" to "social person", and the level of human demand has also been raised. With the expansion of the main body of the public demand, the importance of developing the urban community public service becomes more and more obvious. The effective development of the urban community public service is conducive to further improving the management ability of the government public service. It is beneficial to better grasp and meet the needs of the community residents and to further promote the development of grass-roots democracy. In recent years, China's urban community public service has made great progress, and has gained a lot of successful experience. However, compared with some developed countries, there are still many deficiencies in the urban community public service in China. Therefore, it is urgent to find a reasonable way to improve the community public service to solve the problems in the process of community public service supply. This paper adopts the methods of literature research, comparative analysis, field investigation and so on. On the basis of expounding the relevant theories of community public service, it reveals that the problems encountered in the development of community public service are: the positioning of community public service is not accurate. The tendency of marketization and administration is serious; the orientation of the government is unreasonable, the departments lack planning coordination, the funds and supporting facilities of the community public service are short, The unsound development of relevant public service organizations and the lag and insufficiency of relevant laws and regulations can not meet the diverse needs of community residents; the specialization of community public services is low, the degree of professionalization is low; the participation of community residents is low. The service consciousness is weak. Then, through quoting and drawing on the advanced experience of foreign community service, and through the questionnaire survey and field interview to a specific community in Zhenjiang City, Jiangsu Province, etc. The effective way to perfect the urban community public service in our country lies in: the correct orientation of the government in the community public service, the correct handling of the relationship between welfare and management, the establishment of the multi-channel of raising funds for the community public service; To establish a diversified supply mode of community public service; to promote the active participation of community residents; to improve the quality and professional level of community public service personnel; to improve the operation mechanism of community public service. And put forward the deficiency of the research and the future research direction and so on.
