【摘要】：面對(duì)著老齡化趨勢(shì),城市老年人撫養(yǎng)問題己經(jīng)成為我國(guó)未富先老社會(huì)經(jīng)濟(jì)背景下日益突顯的問題�；谶@一問題,國(guó)家老齡委根據(jù)世界衛(wèi)生組織(WHO)提出的《全球老年友好城市建設(shè)指南》,在全國(guó)進(jìn)行了老年友好城市試點(diǎn)工作,促進(jìn)了城市向老年友好型的發(fā)展。本研究在這樣的背景下,從老年人需求角度出發(fā),深化老年友好城市內(nèi)容,探討老年友好養(yǎng)老模式�；谔岢龅膯栴},本研究從城市規(guī)劃專業(yè)角度出發(fā),結(jié)合老人學(xué)、持續(xù)照顧理論等理論,以“照顧單元”理念為研究主線索,運(yùn)用文獻(xiàn)回顧法、訪談法、實(shí)地調(diào)查法、項(xiàng)目實(shí)踐法等方法,對(duì)滿足老年人多層次、多樣化需求的老年友好型社會(huì)規(guī)劃策略進(jìn)行分析和研究。論文以老年人的需求為出發(fā)點(diǎn),深度研究了老年人的主體特征、需求特征以及基于需求對(duì)應(yīng)的服務(wù)供給策略。探討了針對(duì)老年友好城市這一目標(biāo)需要建立的支撐體系,以及養(yǎng)老模式的研究和總結(jié)。本研究通過對(duì)“照顧單元”廣義概念的研究,得出單個(gè)“照顧單元設(shè)施”的構(gòu)成與設(shè)計(jì)方法。從一個(gè)“照顧單元”到多個(gè)“照顧單元”,通過有機(jī)組合形成“城市級(jí)-片區(qū)級(jí)-社區(qū)級(jí)”的多層級(jí)網(wǎng)絡(luò)組合,最終解決城市由被動(dòng)老化零星斑駁式養(yǎng)老空間形態(tài)到積極養(yǎng)老系統(tǒng)結(jié)構(gòu)性空間形態(tài)轉(zhuǎn)變的規(guī)劃問題。將照顧單元分為機(jī)構(gòu)式及社區(qū)式兩種形式,并對(duì)這兩種形式進(jìn)行了規(guī)劃設(shè)計(jì)探討,對(duì)其內(nèi)容界定、服務(wù)策略、空間規(guī)劃進(jìn)行比較深入的研究與實(shí)踐。同時(shí)還對(duì)多層級(jí)養(yǎng)老服務(wù)體系進(jìn)行規(guī)劃策略研究。
[Abstract]:In the face of the trend of aging, the problem of raising the elderly in cities has become an increasingly prominent problem in the context of our country's old society and economy before becoming rich. Based on this problem. In accordance with the World Health Organization (WHO) "guidelines for the Construction of Geriatric friendly cities", the National Committee for the elderly has carried out a pilot project in the whole country. In this context, from the perspective of the needs of the elderly, deepen the content of the elderly friendly city, explore the old-age friendly pension model, based on the questions raised. From the perspective of urban planning, combining the theory of geriatrics and continuous care, this study takes the concept of "care unit" as the main clue, using literature review method, interview method, field investigation method. Project practice method and other methods, to meet the needs of the elderly multi-level, diversity of social planning strategies for the elderly friendly analysis and research. The paper based on the needs of the elderly as the starting point. The main features, demand characteristics and service supply strategies based on demand are studied in depth, and the supporting system for the goal of the elderly friendly city is discussed. As well as the research and summary of pension model. This study through the "care unit" of the broad concept of research. The composition and design method of a single "care unit facility" is obtained. From one "care unit" to more than one "care unit", a multi-level network combination of "city level, district level and community level" is formed through organic combination. Finally solve the problem of urban planning from passive aging sporadic mottled space form to active pension system structural spatial form transformation. Care unit can be divided into institutional and community type two forms. This paper also discusses the planning and design of these two forms, studies and practices the content definition, service strategy and spatial planning, and studies the planning strategy of the multi-level pension service system at the same time.
