【摘要】：隨著中國特色社會主義的發(fā)展進步和改革開放的不斷深入,我國社會開始進入快速轉型期,傳統(tǒng)的管理方式已難以適應當前社會環(huán)境的劇烈變化,在這種形勢下,黨的十八屆三中全會報告及時提出將“社會管理”轉向“社會治理”,即將傳統(tǒng)的行政主導管理轉為社會多元共治,強調不同社會主體間的治理合作。理解黨中央提出的社會管理向社會治理轉變的決定,需要重新回顧馬克思主義經典作家的社會治理思想,這些具有現(xiàn)實指導意義的思想能夠對國家治理體系和治理能力現(xiàn)代化提供理論支持,加強和創(chuàng)新社會治理,改進社會治理方式,無疑對我國經濟社會發(fā)展具有重大而深遠的意義。農村社會治理是推進國家治理能力和治理體系現(xiàn)代化的重要組成部分。近年來,全面深化改革的日益推進,中國共產黨對共產黨執(zhí)政規(guī)律、社會主義建設規(guī)律和人類社會發(fā)展規(guī)律認識的深化,執(zhí)政理念和執(zhí)政水平不斷豐富和提高,革新了以往研究中對村治宗族組織角色定位的傳統(tǒng)觀念,黨和政府逐漸意識到,治理工作不能僅是政府部門的專屬,而是要形成政府、社會和公民之間的良性合作機制,創(chuàng)新內容和方式,支持廣大公民在法治框架下廣泛參與社會治理,探索適合我國國情的社會治理制度。因此,研究農村宗族現(xiàn)象,就是要以此為契機,在農村社會治理中讓宗族合理發(fā)揮其自身積極作用,推動農村治理由一元單治向多元共治邁進,最終實現(xiàn)農村社會治理主體的多元化。本文以馬克思主義社會治理思想為視角,全面客觀地分析宗族這一現(xiàn)象在我國農村社會治理中的正面作用和負面影響,引導宗族在農村社會治理中多發(fā)揮其獨特的功能,進而提出針對其負面影響的解決之策。本文主要從三個部分進行論述:第一個部分包括馬克思、恩格斯的社會治理思想及其在當代的指導意義以及中國共產黨對馬克思主義社會治理思想的發(fā)展與創(chuàng)新,這部分是對研究做相應的背景鋪墊。第二個部分是結合當前農村社會治理的形勢與農村社會治理中的宗族現(xiàn)象,分六個方面對宗族現(xiàn)象進行一分為二的客觀分析,梳理宗族對農村社會治理的正面作用和負面影響,最后分別從宗族自身層面和農村社會環(huán)境層面總結兩面性的原因。第三個部分是在前文研究的基礎上針對性地提出應對宗族兩面性的對策,包括宗族自身的建設和農村法治環(huán)境的建設,防止宗族有機會影響農村社會穩(wěn)定,并引導宗族在農村社會治理建設中發(fā)揮正能量,研究如何把宗族由阻礙農村社會治理轉變?yōu)榇龠M農村社會治理的組織,從而讓宗族變?yōu)閰⑴c農村社會治理的生力軍。本文的創(chuàng)新之處即糾正長久以來對宗族在農村社會治理中的偏見,希望通過宗族的有序參與來加強和完善農村社會的治理,引導宗族在農村社會治理中發(fā)揮其獨特的作用,為基層組織的相應治理提供借鑒和參考,以期豐富和完善當前關于農村社會治理體系的研究。
[Abstract]:With the development and progress of reform and opening up China socialism deeply, our society began to enter the fast transition period, the traditional management mode has been difficult to adapt to the drastic change of the social environment, in this situation, the party's the third Plenary Session of the 18th CPC Central Committee report that "social management" to "social governance", is the traditional administrative leading to social management of multi governance, emphasizes cooperation between different social subjects. Understanding of the CPC Central Committee put forward the social management to social governance transition decision, social governance thought to review Marx and Engels, the practical significance of the theory can provide theoretical support for national governance systems and governance capacity modernization, strengthen social management and innovation, improve social governance, undoubtedly has great and far-reaching significance in China's economic and social development. The rural social governance is an important part of promoting the modernization of the national governance capacity and the governance system. In recent years, comprehensive deepening reform is to advance, deepen the understanding of the Communist Party of Chinese ruling law of the Communist Party, the laws of socialist construction and the development of human society, ruling ideology and constantly enrich and improve the level of innovation, the clan organization role of village governance of the traditional concept of the previous studies, the party and the government gradually realize governance not only is the government's exclusive, but to form a benign cooperation mechanism of the government, society and citizens between the content and the way of innovation, support the majority of citizens to participate in social governance in the framework of the rule of law, to explore the social governance system suitable for china. Therefore, the study of the phenomenon of the rural clan is to take this opportunity to enable the clans to play their positive role in the rural social governance, and to push the rural governance forward from one yuan to single governance, and finally to realize the pluralism of the main body of rural social governance. In this paper, Marx's social governance thought from the perspective of comprehensive and objective analysis of the phenomenon of clan positive role in rural social governance in our country and the negative influence, guide the clans play its unique functions in the rural social governance, and proposes the solution for the negative effects. This paper mainly discusses the following three parts: the first part includes Marx, Engels's social governance thought and its contemporary development and innovation of the guiding significance of Marx's Communist Party and China social governance thought, this part is the research on the corresponding background cushion. The second part is the combination of the clan phenomenon of current rural social governance situation and rural social governance, six aspects of objective analysis of the One divides into two. clan phenomenon, combing clan positive effect on rural social governance and negative influence, finally from the clan itself level and rural social environment level to summarize the reasons of the two sides. The third part is on the basis of previous research and puts forward countermeasures to deal with the clan of the two sides, including the construction of their own clan and construction of countryside legal environment, prevent the clan have influenced the stability of the rural society opportunities, and guide the clan play a positive energy in the rural social governance construction, study how to hinder the rural social transformation from the clan in order to promote the governance of the rural social management organization, so that the clan into force participation in rural social governance. The innovation of this paper is to correct the long clan bias in the rural social governance in the hope that through the orderly participation of the clan to strengthen and improve the management of rural society, guiding the clan play its unique role in the rural social governance, and provide the reference for the governance of grass-roots organizations, in order to enrich and improve the current study on the rural social governance system.
