【摘要】：隨著農(nóng)村城鎮(zhèn)化、工業(yè)化進(jìn)程的加快，農(nóng)村剩余勞動(dòng)力流動(dòng)的加大，我國農(nóng)村土地一直承載著社會(huì)保障功能，為農(nóng)民提供基本的生活資料，但由于現(xiàn)行家庭承包責(zé)任制的缺陷不斷凸顯，土地的社會(huì)保障功能不斷弱化，而農(nóng)民對(duì)于社會(huì)保障的需求在不斷的增強(qiáng)，但由于長期以來的歷史、制度原因，農(nóng)民一直被排斥在社會(huì)保障體系之外。而農(nóng)村社會(huì)保障機(jī)制的構(gòu)建，最核心的問題是資金籌集的問題。 本文選擇基于土地資產(chǎn)化的農(nóng)村社會(huì)保障機(jī)制構(gòu)建為題，從制度安排上運(yùn)用了經(jīng)濟(jì)學(xué)、社會(huì)保障學(xué)及制度經(jīng)濟(jì)學(xué)等方面的理論，采用理論分析與實(shí)地調(diào)查，，運(yùn)用調(diào)查問卷和個(gè)案訪談相結(jié)合的研究辦法，對(duì)農(nóng)村土地制度與農(nóng)村社會(huì)保障制度的關(guān)聯(lián)性、農(nóng)村土地的社會(huì)保障功能和以土地資產(chǎn)化為基礎(chǔ)構(gòu)建農(nóng)村社會(huì)保障的可行性等問題進(jìn)行了研究，之后對(duì)基于土地資產(chǎn)化的農(nóng)村社會(huì)保障機(jī)制構(gòu)建進(jìn)行了設(shè)計(jì)。本文著重研究了以下幾個(gè)方面的問題： 第一，農(nóng)村土地制度與農(nóng)村社會(huì)保障的關(guān)系進(jìn)行了分析。首先，通過對(duì)我國農(nóng)村土地制度與農(nóng)村社會(huì)保障制度的歷史變遷進(jìn)行分析，得出農(nóng)村社會(huì)保障與農(nóng)村土地制度的關(guān)聯(lián)性，農(nóng)村社會(huì)保障制度的變遷主要是圍繞農(nóng)村土地制度及農(nóng)業(yè)經(jīng)營方式開展的，根據(jù)當(dāng)前兩種制度的現(xiàn)狀，得出農(nóng)村土地資產(chǎn)化改革的必然性。 第二，農(nóng)村土地的社會(huì)保障分析。采用實(shí)證方法對(duì)農(nóng)村土地的社會(huì)保障功能進(jìn)行分析，得出由土地保障向社會(huì)保障轉(zhuǎn)變的必然性和以土地資產(chǎn)化為基礎(chǔ)構(gòu)建農(nóng)村社會(huì)保障機(jī)制的可行性。 第三，基于土地資產(chǎn)化的農(nóng)村社會(huì)保障機(jī)制的設(shè)計(jì)。通過對(duì)土地資產(chǎn)化的運(yùn)作模式進(jìn)行分析，根據(jù)當(dāng)前農(nóng)村的實(shí)際情況，對(duì)基于土地資產(chǎn)化的農(nóng)村社會(huì)保障機(jī)制進(jìn)行設(shè)計(jì)。 第四，提出了本研究的基本結(jié)論、研究不足及展望。 在土地保障與家庭保障日益弱化和農(nóng)村土地制度缺陷日益凸顯的情況下，本文試圖從制度安排角度探索農(nóng)村社會(huì)保障的資金來源，為解決農(nóng)民社會(huì)保障的需求資金來源提供了新思路，對(duì)于我國農(nóng)村社會(huì)保障的構(gòu)建及城鄉(xiāng)統(tǒng)一的社會(huì)保障機(jī)制構(gòu)建是一個(gè)新思路，是一種制度的創(chuàng)新。
[Abstract]:With the urbanization of rural areas, the acceleration of industrialization and the increase of rural surplus labor flow, rural land in China has been carrying the function of social security and providing basic means of living for farmers. However, due to the defects of the current household contract responsibility system, the social security function of land is constantly weakening, and the demand for social security of farmers is constantly increasing, but due to the long history and institutional reasons, Farmers have been excluded from the social security system. The core problem of the construction of rural social security mechanism is the problem of raising funds. This paper chooses the rural social security mechanism based on land capitalization as the topic, applies the theories of economics, social security and institutional economics from the institutional arrangement, adopts the theoretical analysis and field investigation, and uses the research method of the combination of questionnaire and case interview to analyze the relationship between the rural land system and the rural social security system. This paper studies the social security function of rural land and the feasibility of constructing rural social security based on land assets, and then designs the construction of rural social security mechanism based on land assets. This paper focuses on the following aspects: first, the relationship between rural land system and rural social security is analyzed. First of all, through the analysis of the historical changes of rural land system and rural social security system in China, it is concluded that the relationship between rural social security and rural land system. The changes of rural social security system are mainly carried out around the rural land system and agricultural management mode. According to the current situation of the two systems, the necessity of rural land capitalization reform is obtained. Second, the social security analysis of rural land. This paper analyzes the social security function of rural land by empirical method, and draws the conclusion that the transformation from land security to social security is inevitable and the feasibility of constructing rural social security mechanism on the basis of land assets is obtained. Third, the design of rural social security mechanism based on land capitalization. Based on the analysis of the operation mode of land capitalization and the actual situation of rural areas, the rural social security mechanism based on land capitalization is designed. Fourth, the basic conclusions, shortcomings and prospects of this study are put forward. Under the condition that land security and family security are weakening day by day and the defects of rural land system are becoming more and more prominent, this paper attempts to explore the source of funds for rural social security from the perspective of institutional arrangement, which provides a new idea for solving the demand for social security of farmers. It is a new idea and an innovation of the system for the construction of rural social security and the construction of unified social security mechanism between urban and rural areas in our country.
