【摘要】：在改革開放的深入發(fā)展及城市化不斷加快的進(jìn)程中,農(nóng)民工這一規(guī)模龐大的特殊群體,為支撐我國(guó)經(jīng)濟(jì)發(fā)展和城市化建設(shè)做出了重大貢獻(xiàn)。但是,由于農(nóng)民工普遍存在文化素質(zhì)偏低,缺乏職業(yè)技能且自我參保維權(quán)意識(shí)薄弱以及尚未在全國(guó)實(shí)現(xiàn)統(tǒng)一城鄉(xiāng)戶口等的現(xiàn)實(shí)因素,使得農(nóng)民工就業(yè)仍處在劣勢(shì)。尤其是伴隨人口老齡化的危機(jī),我國(guó)呈現(xiàn)"未富先老"的趨勢(shì),如何保障農(nóng)民工基本養(yǎng)老保險(xiǎn)關(guān)系有效銜接的問題再次受到高度關(guān)注。從20世紀(jì)90年代開始,我國(guó)針對(duì)農(nóng)民工基本養(yǎng)老保險(xiǎn)關(guān)系銜接問題就進(jìn)行了不斷探索,但并未得到徹底解決。2014年7月,我國(guó)施行了《城鄉(xiāng)養(yǎng)老保險(xiǎn)制度銜接暫行辦法》,實(shí)際效果尚未可知。本文通過問卷調(diào)查的方式,對(duì)當(dāng)前農(nóng)民工基本養(yǎng)老保險(xiǎn)關(guān)系銜接的發(fā)展?fàn)顩r及《城鄉(xiāng)養(yǎng)老保險(xiǎn)制度銜接暫行辦法》實(shí)施的初步效果進(jìn)行了抽樣調(diào)查,并根據(jù)調(diào)查結(jié)論分析指出我國(guó)農(nóng)民工基本養(yǎng)老保險(xiǎn)關(guān)系銜接困難的根本原因在于轉(zhuǎn)移接續(xù)辦法本身不完善,出臺(tái)的銜接政策有失公平,在此基礎(chǔ)上,借鑒美歐社會(huì)養(yǎng)老保險(xiǎn)關(guān)系銜接政策和制度安排,指出解決的根本對(duì)策為完善制度安排、確保銜接政策的公平,并分別從政府層面提出了劃分中央與地方政府及各地方政府間的職責(zé)、強(qiáng)化全國(guó)養(yǎng)老保險(xiǎn)信息管理系統(tǒng)、補(bǔ)充養(yǎng)老保險(xiǎn)經(jīng)辦機(jī)構(gòu)服務(wù)的供給等措施;從企業(yè)層面,提出了遵守為農(nóng)民工繳納保費(fèi)的法規(guī)、加強(qiáng)企業(yè)以人為本的管理理念的對(duì)策;從農(nóng)民工層面,提出了增強(qiáng)農(nóng)民工自我維權(quán)的意識(shí)、加強(qiáng)教育和技能的培訓(xùn)等措施。
[Abstract]:In the process of in-depth development of reform and opening up and accelerated urbanization, migrant workers, a large special group, have made great contributions to supporting the economic development and urbanization construction of our country. However, due to the low cultural quality of migrant workers, the lack of vocational skills and the weak awareness of self-protection rights, as well as the lack of unified urban and rural hukou in the whole country, the employment of migrant workers is still at a disadvantage. Especially with the crisis of aging population, our country presents the trend of "getting old before getting rich". How to ensure the effective connection of the basic old-age insurance relationship of migrant workers has been highly concerned again. Since the 1990s, China has been exploring the connection of the basic old-age insurance relationship of migrant workers, but it has not been completely solved. In July 2014, China implemented the interim measures for the connection of Urban and Rural Endowment Insurance system, the actual effect is not known. Through the way of questionnaire survey, this paper makes a sample investigation on the development of the connection of the basic old-age insurance relationship of migrant workers and the preliminary effect of the implementation of the interim measures for the connection of Urban and Rural Endowment Insurance system, and points out that the fundamental reason for the difficulty in the connection of the basic old-age insurance relationship of migrant workers in China lies in the imperfection of the transfer and succession measures themselves and the unfair connection policies issued on this basis. Drawing lessons from the policy and institutional arrangement of the relationship between the social endowment insurance in the United States and Europe, this paper points out that the fundamental countermeasures are to perfect the institutional arrangement and ensure the fairness of the policy, and puts forward some measures from the government level, such as dividing the responsibilities between the central and local governments, strengthening the national old-age insurance information management system, and replenishing the service supply of the old-age insurance agencies. From the enterprise level, this paper puts forward some countermeasures to abide by the laws and regulations of paying premiums for migrant workers and strengthen the people-oriented management concept of enterprises, and from the level of migrant workers, puts forward some measures, such as strengthening the awareness of migrant workers' self-protection, strengthening education and skills training, and so on.
