【摘要】：新型農(nóng)村養(yǎng)老保險的順利實(shí)施是實(shí)現(xiàn)新農(nóng)村保障制度建設(shè)的重要途徑,也是當(dāng)前三農(nóng)問題面臨的嚴(yán)峻的挑戰(zhàn),該問題的解決需要長期堅持不懈的努力。在城市化進(jìn)程加快、城鄉(xiāng)貧富差距拉大的現(xiàn)實(shí)情況下,新型農(nóng)村社會養(yǎng)老保險制度的重要性和急迫性也更進(jìn)一步凸現(xiàn)出來,妥善解決農(nóng)村養(yǎng)老保險,成為關(guān)系到經(jīng)濟(jì)、社會、政治各個方面的重要戰(zhàn)略課題。本研究運(yùn)用文獻(xiàn)資料、專家訪談、層次分析、德爾菲、問卷調(diào)查、模糊層次分析等研究方法,通過構(gòu)建揭陽市農(nóng)村養(yǎng)老保險制度運(yùn)行成效的評價體系,并對模型進(jìn)行應(yīng)用,獲得了對揭陽市農(nóng)村養(yǎng)老保險制度運(yùn)行成效的評價影響的相關(guān)因素,明確了各影響因素的權(quán)重。在此基礎(chǔ)上,提出了揭陽市農(nóng)村養(yǎng)老保險制度運(yùn)行成效的提升對策。研究發(fā)現(xiàn):(1)揭陽市農(nóng)村養(yǎng)老保險制度運(yùn)行成效受多重因素影響。這些因素主要涵蓋制度外部環(huán)境、監(jiān)督管理水平、制度運(yùn)行發(fā)展水平、基金管理概況和制度可銜接性效果5個方面,這5方面可進(jìn)一步細(xì)化為17項(xiàng)詳細(xì)指標(biāo)。(2)揭陽市農(nóng)村養(yǎng)老保險制度運(yùn)行成效中各影響因素的重要性不同。第一層級中,制度運(yùn)行以及發(fā)展的現(xiàn)狀是決定保險制度運(yùn)行成效的第一要素,其次為基金管理概況和外部宏觀環(huán)境,再次為新農(nóng)保制度與其他社會保障制度的可銜接性和制度監(jiān)督管理水平。(3)基于揭陽市農(nóng)村養(yǎng)老保險制度運(yùn)行成效受多重因素影響,各因素的重要性不同,提出了揭陽市農(nóng)村養(yǎng)老保險制度的提升對策:重點(diǎn)關(guān)注主要影響因素,從根本上保證新農(nóng)保制度的正常運(yùn)行,同時兼顧次要影響因素,促進(jìn)制度運(yùn)行成效的全面提升。(1)農(nóng)村養(yǎng)老保險制度的政策運(yùn)行是決定其成效的關(guān)鍵,應(yīng)通過加大宣傳的力度、提升群眾的參保熱情、爭取實(shí)現(xiàn)農(nóng)村養(yǎng)老保險制度的全覆蓋。(2)應(yīng)該著力于管好農(nóng)�；�、降低支出風(fēng)險;成立新農(nóng)保基金監(jiān)督機(jī)構(gòu)、落實(shí)新農(nóng)保基金的專戶管理,減少不必要的開支。(3)注重投資管理、增值保險基金,加強(qiáng)農(nóng)村養(yǎng)老保險基金的管理及監(jiān)督、實(shí)現(xiàn)農(nóng)村養(yǎng)老保險基金的保值與增值(4)優(yōu)化保險制度、推進(jìn)城鄉(xiāng)銜接,加強(qiáng)農(nóng)村養(yǎng)老保險制度與城鄉(xiāng)社會養(yǎng)老保險制度的有序銜接。
[Abstract]:The smooth implementation of the new rural old-age insurance is an important way to realize the construction of the new rural security system, and it is also a severe challenge to the current problems of agriculture, rural areas and farmers, which requires long-term unremitting efforts to solve this problem. With the acceleration of urbanization and the widening gap between rich and poor between urban and rural areas, the importance and urgency of the new rural social old-age insurance system have been further highlighted, and the proper solution of rural old-age insurance has become related to the economy and society. Important strategic issues in all aspects of politics. This study uses literature, expert interview, analytic hierarchy process, Delfie, questionnaire survey, fuzzy analytic hierarchy process and other research methods to construct the evaluation system of the operation effect of the rural old-age insurance system in Jieyang City, and to apply the model. The related factors of evaluating the operation effect of the rural old-age insurance system in Jieyang City are obtained, and the weights of each influencing factor are clarified. On this basis, this paper puts forward the countermeasures to improve the operation effect of the rural old-age insurance system in Jieyang City. The results show that: (1) the operation effect of rural old-age insurance system in Jieyang City is affected by many factors. These factors mainly cover five aspects: the external environment of the system, the level of supervision and management, the level of development of the system operation, the general situation of fund management and the effect of system convergence. These five aspects can be further refined into 17 detailed indicators. (2) the importance of each influencing factor in the operation effect of the rural old-age insurance system in Jieyang City is different. At the first level, the operation and development of the system are the first elements that determine the effectiveness of the operation of the insurance system, followed by the general situation of fund management and the external macro environment. Thirdly, it is for the convergence of the new agricultural insurance system and other social security systems and the level of institutional supervision and management. (3) based on the fact that the operation effect of the rural old-age insurance system in Jieyang City is affected by multiple factors, the importance of each factor is different. This paper puts forward some countermeasures for the promotion of the rural old-age insurance system in Jieyang City: focusing on the main influencing factors, fundamentally ensuring the normal operation of the new agricultural insurance system, and taking into account the secondary influencing factors at the same time. To promote the overall improvement of the effectiveness of the operation of the system. (1) the policy operation of the rural old-age insurance system is the key to determine its effectiveness, and the enthusiasm of the masses to participate in insurance should be enhanced by increasing the intensity of publicity. Strive to achieve the full coverage of the rural old-age insurance system. (2) efforts should be made to manage the agricultural insurance fund and reduce the risk of expenditure; To set up a new agricultural insurance fund supervision organization, implement the special account management of the new agricultural insurance fund, and reduce unnecessary expenses. (3) pay attention to investment management, value-added insurance funds, and strengthen the management and supervision of rural pension funds. To realize the maintenance and appreciation of rural pension funds (4) to optimize the insurance system, promote the connection between urban and rural areas, and strengthen the orderly connection between rural pension insurance system and urban and rural social pension insurance system.
