【摘要】：改革開放30多年,我國社會結(jié)構(gòu)發(fā)生劇烈而深刻的變化,流動人口大量涌入城市。這種劇烈而深刻的變化帶給城市發(fā)展活力的同時(shí),也產(chǎn)生了一系列深層次的社會矛盾和問題。從1982年至2014年,我國流動人口數(shù)量由657萬人猛增至2.53億人,并且流動人口仍將繼續(xù)處于一個(gè)增長趨勢。不可否認(rèn),流動人口推進(jìn)了城市建設(shè),充實(shí)了勞動力。但是,流動人口的大量的、無序的涌入也限制了城市的發(fā)展,對城市的公共資源提出了嚴(yán)峻挑戰(zhàn);給社會治安、食品安全、市容市貌等方面帶來隱患。以往依靠傳統(tǒng)、靜態(tài)的戶籍管理模式已經(jīng)無法滿足當(dāng)前社會下的流動人口管理。因此從社會管理的視角研究流動人口管理新模式問題迫在眉睫。上海作為我國的經(jīng)濟(jì)中心,每天都吸引著大量流動人口來到這座城市。普陀區(qū)地處上海市區(qū)西北角,作為上海市區(qū)制造業(yè)的大區(qū),普陀區(qū)也曾經(jīng)被流動人口大量涌入所困擾。面對流動人口管理的難題,普陀區(qū)率先創(chuàng)新社會管理模式,將靜態(tài)的戶籍管理與動態(tài)的屬地化管理模式相結(jié)合,一方面通過提高思想認(rèn)識,提高工作效率;另一方面通過創(chuàng)新相關(guān)管理方式與方法,在加強(qiáng)了流動人口管理力度同時(shí),取得了良好的管理效果。本論文以“普陀區(qū)流動人口管理模式-加強(qiáng)流動人口管理對普陀區(qū)的城區(qū)的推動-普陀區(qū)管理模式對其他城市的借鑒”為主要脈絡(luò)。對流動人口的現(xiàn)狀、特征、對城市的效應(yīng)等進(jìn)行分析。論文的主要觀點(diǎn)是推廣上海市普陀區(qū)流動人口管理的模式,為我國大城市流動人口管理提供建議。即對流動人口的管理應(yīng)采用更加人性化的手段,提高流動人口引入門檻,加強(qiáng)對流動人口的管理,保障他們的權(quán)益。
[Abstract]:In the more than 30 years of reform and opening up, the social structure of our country has undergone drastic and profound changes, and a large number of floating population have poured into the city. This drastic and profound change not only brings vitality to the development of the city, but also produces a series of deep-seated social contradictions and problems. From 1982 to 2014, the number of floating population in China has soared from 6.57 million to 253 million, and the floating population will continue to be in a growth trend. It is undeniable that the floating population has promoted the construction of the city and enriched the labor force. However, the large number and disorderly influx of floating population also limits the development of the city, poses a severe challenge to the public resources of the city, and brings hidden dangers to social security, food security, the appearance of the city and so on. In the past, the static household registration management model could not meet the floating population management in the current society. Therefore, it is urgent to study the new model of floating population management from the perspective of social management. Shanghai, as the economic center of our country, attracts a large number of floating people to the city every day. Putuo District is located in the northwest corner of Shanghai. As a manufacturing area in Shanghai, Putuo District has also been troubled by the influx of floating people. In the face of the difficult problem of floating population management, Putuo District takes the lead in innovating the social management mode, combining the static household registration management with the dynamic localized management mode, on the one hand, by improving the ideological understanding and improving the work efficiency; On the other hand, through the innovation of related management methods and methods, the management of floating population has been strengthened, and good management results have been achieved. This paper takes "Putuo District floating population Management Model-strengthening the Promotion of floating population Management to the Urban area of Putuo District and the reference of Putuo District Management Model to other cities" as the main context. This paper analyzes the present situation and characteristics of the floating population and the effect of the city. The main point of view of this paper is to popularize the model of floating population management in Putuo District of Shanghai, and to provide suggestions for the management of floating population in large cities in China. That is to say, the management of floating population should adopt more humanized means, raise the threshold of introducing floating population, strengthen the management of floating population and protect their rights and interests.
