【摘要】:正近日,北京公布了《北京市"十三五"時期人力資源和社會保障發(fā)展規(guī)劃》,其中明確,要強化公務員平時考核。記者梳理發(fā)現(xiàn),今年以來,除北京外,浙江等地也出臺類似文件對公務員的平時考核進行規(guī)范。(據(jù)2016年7月13日中國網(wǎng))長期以來,各地黨政機關以年度考核的方式評價公務員的工作,暴露出種種弊端。"平時不記賬,年底糊涂賬",這樣的考核失去了應有的精確度和權威性,助長了公務員稀里糊涂混
