【摘要】：我國(guó)經(jīng)濟(jì)雖然持續(xù)穩(wěn)定增長(zhǎng),但依然處于發(fā)展中國(guó)家,貧富差距大,地域經(jīng)濟(jì)現(xiàn)象明顯,貧困村落繁多,貧困地區(qū)人均收入滿足不了一家人的基本生活所需,而所處地區(qū)基礎(chǔ)設(shè)備又十分缺乏,義務(wù)教育沒(méi)法進(jìn)行普及,是我國(guó)經(jīng)濟(jì)又好又快發(fā)展的攔路虎,由于生活所需的物資匱乏,相應(yīng)的社會(huì)保障不完善,勢(shì)必導(dǎo)致我國(guó)地區(qū)社會(huì)不穩(wěn)定,滋生犯罪等不穩(wěn)定因素,不利于當(dāng)?shù)亟?jīng)濟(jì)發(fā)展,因此,消除貧困一直是我國(guó)也是世界各個(gè)國(guó)家發(fā)展工作中的重中之重,也是目前世界各國(guó)共有的難題。隨著經(jīng)濟(jì)全球化的蔓延,信息的沖擊和經(jīng)驗(yàn)的引進(jìn),使我國(guó)扶貧發(fā)展之路遭受到?jīng)_擊。首先,是從選題的研究目的和背景意義入手,對(duì)國(guó)內(nèi)外的扶貧理論進(jìn)行整合并加以分析,結(jié)合我國(guó)國(guó)情以及我國(guó)扶貧發(fā)展?fàn)顩r,為后文構(gòu)建指標(biāo)評(píng)價(jià)體系提供理論基礎(chǔ)。其次,立足山東省扶貧工作現(xiàn)狀,從扶貧項(xiàng)目投入,扶貧項(xiàng)目產(chǎn)出,扶貧項(xiàng)目管理,扶貧項(xiàng)目效果這四個(gè)方面入手,構(gòu)建績(jī)效指標(biāo)評(píng)價(jià)體系,運(yùn)用層次分析法,算出各指標(biāo)權(quán)重。最后,對(duì)山東省的績(jī)效指標(biāo)體系進(jìn)行實(shí)證分析。通過(guò)研究分析得知,山東省扶貧存在貧困人口規(guī)模化、資金投入不足,教育信息程度低等問(wèn)題,針對(duì)山東省所存在的問(wèn)題從管理機(jī)制、城鄉(xiāng)統(tǒng)籌發(fā)展、社會(huì)保障教育等方面入手,整合各幫扶力量,從而進(jìn)一步提高山東省扶貧績(jī)效。
[Abstract]:Although China's economy continues to grow steadily, it is still in a developing country. The gap between the rich and the poor is wide, the regional economic phenomenon is obvious, there are many poor villages, and the per capita income in the poor areas cannot meet the basic needs of a family. The lack of basic facilities in the region and the inability to popularize compulsory education are obstacles to the sound and rapid economic development of our country. Due to the scarcity of materials needed for life, the corresponding social security is not perfect. It is bound to lead to social instability in our country's region, breeding crime and other unstable factors, which is not conducive to local economic development. Therefore, poverty eradication has always been the top priority in the development work of our country as well as of all countries in the world. It is also a common problem in the world. With the spread of economic globalization, the impact of information and the introduction of experience, the road of poverty alleviation and development in China has been hit. First of all, starting with the research purpose and background significance of the topic, this paper integrates and analyzes the theories of poverty alleviation both at home and abroad, and provides a theoretical basis for the establishment of evaluation system of indicators in the following articles in combination with the national conditions of our country and the situation of poverty alleviation and development in our country. Secondly, based on the current situation of poverty alleviation in Shandong Province, starting with the four aspects of poverty alleviation project input, poverty alleviation project output, poverty alleviation project management, poverty alleviation project effect, the performance index evaluation system is constructed, and the analytic hierarchy process (AHP) is used. Calculate the weight of each index. Finally, the performance index system of Shandong Province is analyzed empirically. Through research and analysis, we know that there are some problems in poverty alleviation in Shandong Province, such as scale of poor population, insufficient investment of funds, low level of educational information, and so on. In view of the problems existing in Shandong Province, the management mechanism and the overall development of urban and rural areas are discussed. Social security education and other aspects, the integration of various support forces, so as to further improve the performance of poverty alleviation in Shandong Province.
