【摘要】：我國社會保障體系是以“全覆蓋、多層次、保基本、可持續(xù)”為基本方針,以增強(qiáng)公平性、適應(yīng)性、流動性、保證可持續(xù)性為重點(diǎn),注重保障公平,注重城鄉(xiāng)統(tǒng)籌發(fā)展,注重優(yōu)質(zhì)高效,注重可持續(xù)發(fā)展。社會保障體系是社會主義的一項(xiàng)基本制度,是社會主義建設(shè)和諧社會的核心內(nèi)容。農(nóng)村社會保障工作基礎(chǔ)非常薄弱,推進(jìn)難度較大,體系建設(shè)遲緩,機(jī)制不完善,這直接影響到了經(jīng)濟(jì)發(fā)展和社會的穩(wěn)定,是一項(xiàng)重要而緊迫的課題,是當(dāng)前熱點(diǎn)問題,加快農(nóng)村社會保障體系建設(shè),已經(jīng)刻不容緩。基本醫(yī)療、基本養(yǎng)老、農(nóng)村低保是中國特色農(nóng)村社會保障體系的重要組成部分,一套完善而健全的農(nóng)村社會保障體系有利于加快解決“三農(nóng)”問題、能夠刺激消費(fèi)擴(kuò)大內(nèi)需、有利于應(yīng)對農(nóng)村人口老齡化的嚴(yán)峻挑戰(zhàn)、有利于降低社會風(fēng)險(xiǎn)、維護(hù)社會穩(wěn)定。本文就針對這一背景,從農(nóng)村社會保障體系的定義出發(fā),以山西省屯留縣為研究對象,從農(nóng)村合作醫(yī)療制度、農(nóng)村養(yǎng)老保險(xiǎn)制度、農(nóng)村居民最低生活保障制度三個(gè)角度分析了我國現(xiàn)階段農(nóng)村社會保障體系的現(xiàn)狀,指出現(xiàn)階段我國農(nóng)村社會保障體系中存在的保障資金不足、覆蓋面窄、保障體系不健全等問題以及造成這些問題的原因,并針對這些問題提出一些具體的意見,希望有助于現(xiàn)有的農(nóng)村社會保障體系得到進(jìn)一步的健全和完善。
[Abstract]:China's social security system is based on the basic policy of "full coverage, multi-level, basic and sustainable," with the emphasis on enhancing fairness, adaptability, mobility and sustainability, paying attention to ensuring fairness, and paying attention to the overall development of urban and rural areas. Pay attention to high quality and high efficiency, pay attention to sustainable development. Social security system is a basic system of socialism and the core content of building a harmonious society. The foundation of rural social security work is very weak, it is difficult to advance, the system construction is slow, and the mechanism is not perfect. This directly affects the economic development and social stability. It is an important and urgent topic and a hot issue at present. It is urgent to speed up the construction of rural social security system. Basic medical care, basic old-age care, and rural minimum social security are an important part of the rural social security system with Chinese characteristics. A sound rural social security system is conducive to speeding up the solution of the "three rural issues," and can stimulate consumption and expand domestic demand. It helps to meet the severe challenge of the aging of the rural population, reduce social risks and maintain social stability. In view of this background, starting from the definition of rural social security system, this paper takes Tunliu County, Shanxi Province as the research object, from the rural cooperative medical system, the rural old-age insurance system, This paper analyzes the present situation of the rural social security system in China from three angles, and points out that there are insufficient funds and narrow coverage in the rural social security system. The problems such as the imperfect security system and the causes of these problems are put forward, and some concrete suggestions are put forward in order to help the existing rural social security system to be further improved and perfected.
