【摘要】：社會(huì)救助是社會(huì)保障體系中不可或缺的一部分,是社會(huì)保障體系的基石,是保障和改善民生的基礎(chǔ)防線,是維護(hù)社會(huì)長(zhǎng)治久安的重要保證。1945年,中國(guó)人民贏得了抗日戰(zhàn)爭(zhēng)的勝利,但為之也付出了慘痛的代價(jià)。戰(zhàn)爭(zhēng)創(chuàng)傷,加上各種天災(zāi)人禍?zhǔn)沟弥袊?guó)滿目瘡痍。在中國(guó)共產(chǎn)黨領(lǐng)導(dǎo)的解放區(qū),各級(jí)政府非常重視對(duì)弱勢(shì)群體的救助工作,積極展開(kāi)救援,并取得了很好的效果。本文研究以馬克思主義社會(huì)救助理論為指導(dǎo),探索1945-1949年太行區(qū)中共如何救助龐大的弱勢(shì)群體。論文分為四部分,首先分析了馬克思、恩格斯、列寧、毛澤東等經(jīng)典作家的社會(huì)救助思想,梳理了馬克思主義社會(huì)救助體系的傳承關(guān)系及歷史演進(jìn)。其次從戰(zhàn)爭(zhēng)和自然災(zāi)害兩方面著手分析太行區(qū)中共社會(huì)救助的歷史背景。再次從社會(huì)救助機(jī)制、社會(huì)救助方式、社會(huì)救助對(duì)象與內(nèi)容等方面論述了中共社會(huì)救助的實(shí)踐。最后考察了中共社會(huì)救助的歷史意義,認(rèn)為中共太行區(qū)的社會(huì)救助改善了太行區(qū)受助者的生活,促進(jìn)了太行區(qū)社會(huì)經(jīng)濟(jì)的發(fā)展,密切了黨、群聯(lián)系,推動(dòng)了解放戰(zhàn)爭(zhēng)的勝利,鞏固了中共政權(quán),為黨的政權(quán)的合法性奠定了基礎(chǔ),同時(shí)也為新中國(guó)的社會(huì)救助事業(yè)積累了經(jīng)驗(yàn)。論文運(yùn)用歷史研究法、文獻(xiàn)資料研究法、比較研究法對(duì)檔案資料和舊報(bào)刊等一手資料進(jìn)行分析梳理,再現(xiàn)了當(dāng)時(shí)中國(guó)太行區(qū)社會(huì)救助的歷史面相,佐證了中共社會(huì)救助實(shí)踐是合民心順民意的,是贏得了人民的支持與擁護(hù),同時(shí)也揭示了堅(jiān)持中國(guó)共產(chǎn)黨的領(lǐng)導(dǎo)是人民的選擇。
[Abstract]:Social assistance is an indispensable part of the social security system, the cornerstone of the social security system, the basic defense line for the protection and improvement of the people's livelihood, and an important guarantee for the long-term stability of society. The Chinese people won the War of Resistance against Japan, but they also paid a heavy price for it. The trauma of war, combined with all kinds of natural and man-made disasters, devastated China. In the liberated areas under the leadership of the Communist Party of China, the governments at all levels attach great importance to the relief work for the vulnerable groups and actively carry out rescue work, and have achieved good results. Guided by the Marxist theory of social assistance, this paper explores how the Communist Party of China (CPC) in Taihang District rescued the huge vulnerable groups from 1945 to 1949. The paper is divided into four parts. Firstly, it analyzes the social assistance thoughts of Marx, Engels, Lenin, Mao Zedong and other classical writers, and combs the inheritance and historical evolution of Marxist social assistance system. Secondly, the historical background of the CPC's social assistance in Taihang District is analyzed from the two aspects of war and natural disaster. Thirdly, the paper discusses the practice of social assistance in the aspects of social relief mechanism, social relief methods, social assistance objects and contents. Finally, the historical significance of the CPC's social assistance is investigated. It is believed that the social assistance of the CPC's Taihang District has improved the lives of the recipients of the Taihang District, promoted the social and economic development of the Taihang District, strengthened the ties between the Party and the masses, and promoted the victory of the War of Liberation. It has consolidated the political power of the Communist Party of China, laid the foundation for the legitimacy of the political power of the Party, and accumulated experience for the cause of social assistance in New China. The paper uses the historical research method, the literature research method, the comparative research method to analyze the archival materials and the old newspapers and periodicals, and reappears the historical aspect of the social assistance in Taihang District of China at that time. It proves that the practice of social assistance of the Communist Party of China is in keeping with the people's will, winning the support and support of the people, and at the same time revealing that it is the people's choice to insist on the leadership of the Communist Party of China.
