【摘要】：政府投資項(xiàng)目是事關(guān)國(guó)計(jì)民生的重要項(xiàng)目,對(duì)于社會(huì)進(jìn)步和人民生活水平的提升都具有重要的影響。我國(guó)自改革開(kāi)放以來(lái),隨著經(jīng)濟(jì)社會(huì)的不斷發(fā)展,政府投資項(xiàng)目越來(lái)越多,尤其是政府職能轉(zhuǎn)變?cè)V求提出以后,政府投資的信息化建設(shè)項(xiàng)目越來(lái)越多地受到社會(huì)的廣泛關(guān)注。如何采取更為有效的項(xiàng)目管理模式來(lái)提高政府投資項(xiàng)目建設(shè)效率和質(zhì)量,已經(jīng)成為國(guó)內(nèi)很多專家學(xué)者的研究重點(diǎn)。論文在學(xué)習(xí)現(xiàn)有信息系統(tǒng)項(xiàng)目管理的基礎(chǔ)上,通過(guò)運(yùn)用文獻(xiàn)研究法、對(duì)比分析法、系統(tǒng)歸納法、實(shí)地調(diào)研法、案例研究法等方法,研究分析了國(guó)內(nèi)外社會(huì)保障卡信息系統(tǒng)項(xiàng)目現(xiàn)狀和青島社會(huì)保障IC卡一卡通信息系統(tǒng)項(xiàng)目建設(shè)管理的現(xiàn)狀。針對(duì)青島社會(huì)保障IC卡一卡通信息系統(tǒng)項(xiàng)目存在的重點(diǎn)和難點(diǎn)問(wèn)題(如：社會(huì)保障IC卡一卡通經(jīng)辦服務(wù)方式的選擇問(wèn)題,社會(huì)保障IC卡一卡通交易系統(tǒng)運(yùn)行不暢的問(wèn)題,社會(huì)保障IC卡醫(yī)保結(jié)算系統(tǒng)與醫(yī)療機(jī)構(gòu)HIS系統(tǒng)的連接問(wèn)題,社會(huì)保障IC卡卡片生產(chǎn)流程的管理問(wèn)題,社會(huì)保障IC卡一卡通信息系統(tǒng)建設(shè)資金的籌集使用問(wèn)題等)進(jìn)行了深入分析,提出了青島社會(huì)保障IC卡一卡通信息系統(tǒng)項(xiàng)目建設(shè)內(nèi)外包協(xié)同管理的構(gòu)想。青島社會(huì)保障IC卡一卡通信息系統(tǒng)項(xiàng)目建設(shè)內(nèi)外包協(xié)同管理是一種既能有效整合社會(huì)資源,又能保證政府在項(xiàng)目管理中充分發(fā)揮主體作用,對(duì)項(xiàng)目實(shí)現(xiàn)有效監(jiān)督和管控的管理模式。論文內(nèi)外包協(xié)同管理構(gòu)建的核心內(nèi)容有三部分,一是政府各部門依照各自職責(zé)通過(guò)分工協(xié)作,在“一體化”平臺(tái)的基礎(chǔ)上,充分利用各部門現(xiàn)有的資源,對(duì)各自現(xiàn)有的應(yīng)用管理系統(tǒng)進(jìn)行升級(jí)改造,利用內(nèi)包的形式共同做好社會(huì)保障IC卡一卡通信息系統(tǒng)建設(shè)和應(yīng)用工作。二是充分利用現(xiàn)有的社會(huì)資源和專業(yè)隊(duì)伍,將部分新建項(xiàng)目外包給專業(yè)化公司承建,既可降低社會(huì)保障IC卡一卡通信息系統(tǒng)建設(shè)的成本,又可以減少財(cái)政投資和縮短建設(shè)工期,提高建設(shè)質(zhì)量和水平。三是以核心平臺(tái)三版為基礎(chǔ),采用WebService和J2EE等技術(shù)應(yīng)用,搭建內(nèi)外包協(xié)同平臺(tái),實(shí)現(xiàn)社會(huì)保障IC卡一卡通信息系統(tǒng)項(xiàng)目?jī)?nèi)包與外包的協(xié)同管理。論文將內(nèi)外包協(xié)同管理模式運(yùn)用到了青島社會(huì)保障IC卡一卡通信息系統(tǒng)項(xiàng)目當(dāng)中,設(shè)計(jì)了青島社會(huì)保障IC卡一卡通信息系統(tǒng)項(xiàng)目?jī)?nèi)外包協(xié)同管理模式的運(yùn)用架構(gòu)、軟件集成、數(shù)據(jù)交換平臺(tái)和綜合服務(wù)平臺(tái)。按照統(tǒng)一、高效、集約、規(guī)范的項(xiàng)目管理要求,通過(guò)統(tǒng)籌規(guī)劃,資源整合,協(xié)同推進(jìn),最大限度的發(fā)揮各個(gè)開(kāi)發(fā)單位和應(yīng)用部門的優(yōu)勢(shì),實(shí)現(xiàn)人力資源社會(huì)保障部門與衛(wèi)生部門、民政部門、公積金管理部門,以及合作銀行、卡供應(yīng)商、12333、12345等單位的協(xié)調(diào)聯(lián)動(dòng)。論文將內(nèi)外包協(xié)同管理的思想融入到政府投資項(xiàng)目管理中,實(shí)現(xiàn)項(xiàng)目管理中的資源優(yōu)化配置、價(jià)值整合和價(jià)值創(chuàng)造,為解決政府投資項(xiàng)目管理的困境提出了一個(gè)新的思路,豐富了新時(shí)代下項(xiàng)目管理的理論基礎(chǔ)。隨著信息技術(shù)的不斷發(fā)展,信息交換的日益頻繁,信息資源的不斷整合,內(nèi)外包協(xié)同管理模式在政府信息化項(xiàng)目中必將會(huì)得到越來(lái)越多的重視和應(yīng)用。
[Abstract]:The government investment project is an important project concerning the people's livelihood, and has an important influence on the social progress and the improvement of the people's living standard. Since the reform and opening-up of our country, with the development of the economy and society, more and more government investment projects, especially after the transformation of the government function, the information-based construction project of government investment is more and more widely concerned by the society. How to adopt more effective project management model to improve the construction efficiency and quality of government investment project has become the research focus of many experts and scholars in China. On the basis of studying the existing information system project management, this paper makes use of the methods of literature research, comparative analysis, system induction, field investigation and case study. The present situation of the information system of social security card at home and abroad and the current situation of the construction and management of the ICIC card information system in Qingdao are analyzed and analyzed.
