【摘要】：土地流轉(zhuǎn)是發(fā)展規(guī)�；�(jīng)營的必由之路。文章利用文獻(xiàn)分析與實(shí)地調(diào)研方法,對(duì)四川省12個(gè)農(nóng)業(yè)鄉(xiāng)鎮(zhèn)進(jìn)行調(diào)查走訪,在充分了解目前四川省農(nóng)地流轉(zhuǎn)的主要現(xiàn)狀基礎(chǔ)上,結(jié)合實(shí)地調(diào)研數(shù)據(jù),深入探討了當(dāng)前土地流轉(zhuǎn)過程中存在的土地流轉(zhuǎn)行為不規(guī)范,土地流轉(zhuǎn)機(jī)制不健全、社會(huì)保障不健全及土地流轉(zhuǎn)收益分配不均等突出問題。同時(shí)結(jié)合文獻(xiàn)分析發(fā)展的問題,該文提出了建立與完善流轉(zhuǎn)機(jī)制;建立服務(wù)載體,完善中介服務(wù);合理確定土地流轉(zhuǎn)中的利益分配;加強(qiáng)農(nóng)村社會(huì)保障體系建設(shè)等促進(jìn)四川省土地流轉(zhuǎn)加快的對(duì)策措施,旨在為促進(jìn)四川省土地的合理高效流轉(zhuǎn)提供一定借鑒,同時(shí)也為促進(jìn)四川省規(guī)�；a(chǎn)與加快農(nóng)業(yè)現(xiàn)代化提供一些理論與政策參考。
[Abstract]:Land circulation is the only way to develop scale operation. By using the methods of literature analysis and field investigation, this paper investigates and visits 12 agricultural villages and towns in Sichuan Province. On the basis of fully understanding the main current situation of agricultural land circulation in Sichuan Province, the paper combines the field investigation data. This paper discusses deeply the problems existing in the process of land circulation, such as the non-standard behavior of land circulation, the imperfect land circulation mechanism, the imperfect social security and the unequal distribution of land circulation income. At the same time, combined with the problems of literature analysis and development, this paper puts forward the establishment and improvement of the circulation mechanism, the establishment of service carriers, the improvement of intermediary services, the rational determination of the distribution of interests in the land circulation; Strengthening the construction of rural social security system and other countermeasures to accelerate the land circulation in Sichuan Province, in order to promote the rational and efficient circulation of land in Sichuan Province, At the same time, it also provides some theoretical and policy references for promoting large-scale production and accelerating agricultural modernization in Sichuan Province.
