【摘要】：二元體制下的城鄉(xiāng)分割形成了農(nóng)村轉(zhuǎn)移人口無(wú)法從根本上離農(nóng)的制度困境,小農(nóng)模式的傳統(tǒng)生產(chǎn)狀態(tài)和農(nóng)民直面市場(chǎng)的分散決策結(jié)構(gòu)導(dǎo)致了農(nóng)業(yè)勞動(dòng)生產(chǎn)率難以提高,就業(yè)市場(chǎng)的二元分割和土地對(duì)農(nóng)民的社會(huì)保障功能又決定了離鄉(xiāng)不離土成為農(nóng)民的理性選擇。針對(duì)學(xué)術(shù)界廣為認(rèn)同的以擴(kuò)大非農(nóng)就業(yè)為目的的農(nóng)村人口轉(zhuǎn)移思路,本文認(rèn)為,城鄉(xiāng)經(jīng)濟(jì)勢(shì)差只提供了農(nóng)民城鄉(xiāng)流動(dòng)的動(dòng)力,只有通過(guò)推進(jìn)農(nóng)業(yè)生產(chǎn)方式由家庭經(jīng)營(yíng)向企業(yè)化經(jīng)營(yíng)轉(zhuǎn)變,建立城鄉(xiāng)統(tǒng)一的社會(huì)保障體系,深入市場(chǎng)化進(jìn)程以消除勞動(dòng)市場(chǎng)的二元分割,才能在結(jié)構(gòu)轉(zhuǎn)型的前提下實(shí)現(xiàn)城鄉(xiāng)融合及農(nóng)村人口的有序轉(zhuǎn)移。
[Abstract]:The division of urban and rural areas under the dual system has resulted in the institutional dilemma that the rural population transfer cannot be fundamentally separated from agriculture. The traditional production state of the small-scale farmers model and the decentralized decision-making structure of farmers facing the market lead to the difficulty of improving the agricultural labor productivity. The dual division of the job market and the social security function of the land determine the rational choice of the peasants. In view of the widely accepted idea of rural population transfer aimed at expanding non-agricultural employment, this paper argues that the urban-rural economic potential difference only provides the motive force for rural and urban migration. Only by promoting the transformation of agricultural production from family management to enterprise management, establishing a unified social security system between urban and rural areas, and deepening the process of marketization to eliminate the dual division of the labor market, Only under the premise of structural transformation can the integration of urban and rural areas and the orderly transfer of rural population be realized.
