【摘要】：黨的十六大明確提出構建社會主義和諧社會的戰(zhàn)略任務。黨的十八大再次強調了構建社會主義和諧社會的重要性,并強調社會建設以保障和改善民生為重點。社會主義和諧社會的主要特征是以人為本,維護老年人的合法權益、提高老年人的生命質量和生活水平是和諧社會建設的重中之重。老年群體作為社會群體中的一個特殊群體,由于其自身條件的限制,并不能真正獲得參與主流社會整合的機會和平等地享受到社會發(fā)展的成果。這就給社會公正、社會穩(wěn)定、社會經(jīng)濟發(fā)展帶來嚴峻挑戰(zhàn),不解決好這個問題就可能嚴重影響社會主義“和諧社會”的構建。 本文以和諧社會建設思想為指導,以福建省老年社會保障體系為切入點,結合福建省老齡化和老年社會保障的現(xiàn)狀,提出和諧社會視角下完善福建省老年社會保障體系的對策和路徑。 首先,梳理了老年社會保障相關概念和主要理論,為后續(xù)分析夯實理論基礎,然后表達了老年社會保障體系是建設和諧社會的應有之義。 其次,介紹了福建省老年社會保障的現(xiàn)狀,包括福建省老齡化現(xiàn)狀、老年群體面臨的社會保障新困難、我省應對老齡化的挑戰(zhàn)出臺的有關我省老年人口社會保障的政策,并分析了目前我省老年社會保障的水平和存在問題。 再次,對國外老年社會保障制度進行分析對比。分析了日本、德國、印度、巴西以及俄羅斯在老年社會保障方面所作出的努力,并總結了以上各國在老年社會保障建設的共性和差異性以及對完善福建省老年社會保障體系的啟示。 最后,提出和諧社會視角下完善福建省老年社會保障體系的對策和建議,包括福建老年社會保障體系的目標定位和基本原則,并指出建立多層次、多支柱的福建省老年社會保障體系及其具體內容,逐步提高老年人的生活質量。
[Abstract]:The 16th National Congress of the Party clearly put forward the strategic task of building a socialist harmonious society. The 18th Party Congress once again stressed the importance of building a harmonious socialist society, and emphasized that social construction should focus on ensuring and improving the people's livelihood. The main feature of socialist harmonious society is people-oriented, safeguarding the legitimate rights and interests of the elderly, and improving the quality of life and living standard of the elderly is the most important part of the construction of a harmonious society. As a special group in the social group, the elderly group can not really get the opportunity to participate in the mainstream social integration and enjoy the fruits of social development on an equal footing because of its own limitations. This will bring severe challenges to social justice, social stability and social economic development. If this problem is not solved properly, it may seriously affect the construction of socialist "harmonious society". Under the guidance of the idea of harmonious society construction and the social security system for the elderly in Fujian Province, this paper combines the current situation of aging and social security of the elderly in Fujian Province. This paper puts forward the countermeasures and ways to perfect the social security system for the elderly in Fujian Province from the perspective of harmonious society. First of all, combing the related concepts and main theories of social security for the elderly, for the subsequent analysis to consolidate the theoretical basis, and then expressed that the elderly social security system is the necessary meaning of building a harmonious society. Secondly, the paper introduces the current situation of social security for the elderly in Fujian Province, including the current situation of aging in Fujian Province, the new difficulties of social security for the elderly population, and the policies on social security for the elderly population of our province, which are issued by our province in response to the challenge of aging. And analyzed our province at present the old age social security level and the existence question. Thirdly, the social security system for the aged abroad is analyzed and compared. Analyzed the efforts made by Japan, Germany, India, Brazil and Russia in the field of social security for the elderly. And summarized the above countries in the construction of social security for the elderly common and differences and to improve the elderly social security system in Fujian Province enlightenment. Finally, the paper puts forward the countermeasures and suggestions to perfect the social security system for the elderly in Fujian Province from the perspective of harmonious society, including the target orientation and basic principles of the social security system for the elderly in Fujian Province, and points out the establishment of multi-level social security system. Multi-pillar social security system for the elderly in Fujian Province and its specific content, gradually improve the quality of life of the elderly.
