城市化進(jìn)程中邯鄲市農(nóng)民工市民化管理研究

【摘要】:提升城市化水平是我國(guó)未來(lái)發(fā)展的必由之路,2014年,我國(guó)的城市化水平達(dá)到54.77%。改革開(kāi)放一路走來(lái),農(nóng)民工群體不斷發(fā)展壯大,對(duì)城市建設(shè)和發(fā)展做出了巨大貢獻(xiàn),但他們這一群體雖然被統(tǒng)計(jì)為城市人口,卻沒(méi)有城市戶口,還要忍受歧視和不公正待遇。我國(guó)城市化水平的提速核心問(wèn)題是讓更多的農(nóng)民成為市民,而農(nóng)民工是最接近城市和市民的農(nóng)村人口,農(nóng)民工群體也最有條件成為市民。因此農(nóng)民工市民化就是目前提升城市化水平的必然途徑。城市化進(jìn)程中推進(jìn)農(nóng)民工的市民化管理,就是要讓農(nóng)民工平等的融入城市生活,逐步解決各種與戶籍身份掛鉤的社會(huì)不公問(wèn)題,最終實(shí)現(xiàn)農(nóng)民工的市民身份轉(zhuǎn)變的目標(biāo)。農(nóng)民工的市民化管理中應(yīng)改變農(nóng)民工的被動(dòng)參與管理模式,強(qiáng)調(diào)對(duì)農(nóng)民工的服務(wù)和權(quán)益保護(hù),同時(shí)更多公平健全的且惠及農(nóng)民工的勞動(dòng)就業(yè)制度、維權(quán)制度、社保制度需要落實(shí)到位。本文首先探討了農(nóng)民工市民化管理的背景、研究現(xiàn)狀,并對(duì)相關(guān)概念內(nèi)涵進(jìn)行界定,之后闡述了農(nóng)民工市民化管理存在的身份不確定、待遇低、生活壓力大、維權(quán)困難等問(wèn)題,分析論了農(nóng)民工市民化管理的影響因素,最后本文提出了自己的政策建議:農(nóng)民工市民化管理依賴于體制改革,一方面促進(jìn)農(nóng)民工落戶城市,另一方面健全農(nóng)民工維權(quán)體制;同時(shí)農(nóng)民工市民化管理也需要農(nóng)民工積極提升自身素質(zhì)并真正融入城市。
[Abstract]:In 2014, the urbanization level of our country reached 54.77. Along the way of reform and opening up, migrant workers continue to develop and grow, making great contributions to urban construction and development. But although they are counted as urban population, they do not have urban hukou, but they have to endure discrimination and unfair treatment. The core problem of increasing urbanization in China is to make more farmers become citizens, and migrant workers are the rural population closest to cities and citizens, and migrant workers are also the most qualified to become citizens. Therefore, the urbanization of migrant workers is the inevitable way to improve the level of urbanization. In the process of urbanization, it is necessary to promote the urban management of migrant workers, that is, to integrate migrant workers into urban life equitably, to gradually solve various social injustice problems linked to household registration status, and finally to realize the goal of changing the citizenship status of migrant workers. In the management of peasant workers, the passive participation management mode of migrant workers should be changed, and the service and rights protection of migrant workers should be emphasized. At the same time, there should be more fair and sound labor employment system and the system of protecting the rights and interests of migrant workers. The social security system needs to be put in place. This paper first discusses the background of peasant workers' citizen management, studies the present situation, and defines the related concepts, and then expounds the problems such as identity uncertainty, low treatment, high living pressure, difficulty in protecting rights and so on. This paper analyzes on the influencing factors of the citizen management of migrant workers, and finally puts forward some policy suggestions: on the one hand, promoting the establishment of migrant workers in cities, on the other hand, perfecting the system of protecting the rights of migrant workers; At the same time, the management of migrant workers needs to actively improve their own quality and truly integrate into the city.
