【摘要】：軍隊轉業(yè)干部安置是具有維護軍隊穩(wěn)定,提供軍人退役后的就業(yè)保障作用的國家社會保障制度。近年來,盡管國家對軍轉干部的再就業(yè)政策進行過多次改革,但改革政策和地方的實際情況不符合的矛盾卻也不斷出現,這就要求政府根據實際情況調整相應的軍人轉業(yè)安置政策措施。目前,國家對軍轉干部的再就業(yè)保障政策采取的兩種方式是安置就業(yè)和自主擇業(yè)。自主擇業(yè)在南方較多,主要是由于南方經濟發(fā)展速度比較快,軍轉干部選擇自主創(chuàng)業(yè)就業(yè)的較多,而在北方經濟發(fā)展程度相對較低,所以,選擇安置就業(yè)的軍人較多。本文梳理了軍轉干部安置政策的演變歷史,對國家現行的軍轉干部安置政策存在的問題及其原因進行了分析,特別是針對沈陽市近幾年軍轉干部安置就業(yè)情況,具體分析了當前面臨的就業(yè)困境,提出了改革軍人安置政策、推進社會化安置、促進軍轉人才轉型的對策建議。
[Abstract]:The resettlement of demobilized military cadres is a national social security system which can maintain the stability of the army and provide employment security for military personnel after their retirement. In recent years, although the state has carried out many reforms in the policy of re-employment of military cadres, contradictions between the reform policies and the actual situation at the local level have continued to appear. This requires the government to adjust the corresponding policy measures according to the actual situation. At present, the two ways adopted by the state to ensure the reemployment of military cadres are placement of employment and self-employment. There are more self-employed in the South, mainly because of the rapid economic development in the South, the military cadres choose more self-employment, while in the north the degree of economic development is relatively low, so more soldiers choose to settle for employment. This article combs the evolvement history of the policy of military transition cadres, and analyzes the existing problems and causes of the present policy of the resettlement of military transferred cadres, especially in the light of the employment situation of the resettlement of military cadres in Shenyang in recent years. This paper analyzes on the employment dilemma and puts forward the countermeasures and suggestions for reforming the military resettlement policy, promoting socialized placement and promoting the transformation of military talents.
