農村社區(qū)治理中農村集體經濟組織作用研究

【摘要】：農村集體經濟組織是我國社會主義公有制的有效實現(xiàn)形式之一,在促進農業(yè)穩(wěn)步發(fā)展、農村和諧穩(wěn)定上發(fā)揮很好的作用。黨的十六屆五中全會提出“建設社會主義新農村是我國現(xiàn)代化進程中的重大歷史任務,要按照生產發(fā)展、生活寬裕、鄉(xiāng)風文明、村容整潔、管理民主的要求,扎實穩(wěn)步地加以推進�！秉h的十七大報告提出“探索集體經濟有效實現(xiàn)形式”(1)。本文在總結前人研究成果基礎上,結合實證調研結果,通過對農村社區(qū)治理及農村集體經濟組織的深入研究,探討如何發(fā)揮農村集體經濟組織在農村社區(qū)治理中的作用。農村集體經濟組織通過參與公共基礎設施建設、參與社區(qū)領導及工作人員任命與選拔、參與和諧農村社區(qū)治、參與監(jiān)督社區(qū)工作等途徑作用與農村社區(qū)治理,具體表現(xiàn)為:支持農村社區(qū)公共事業(yè)、維持農村社區(qū)秩序、為農村社區(qū)提供社會保障。農村集體經濟組織發(fā)揮作用的同時也面臨這機遇和挑戰(zhàn)。推進社會主義新農村建設,完善農村社區(qū)治理,對農村集體經濟組織提出新的要求:完善基本經營制度,進行理論創(chuàng)新;解決農村就業(yè),推進農村金融改革;提高主體意識,擴大參與范圍;完善集體資產制度建設,為保值增值創(chuàng)造條件;推動產權制度改革,確立法律資格;強化監(jiān)管職能,平衡社區(qū)治理。全本文結構分為四個部分:第一章為文章的緒論,對文章結構做了簡要的概括,提出本文的創(chuàng)新點及不足之處。第二章主要是探討合作理論在馬克思主義基本原理中的體現(xiàn),并且簡要說明農村集體經濟組織的發(fā)展階段。分別介紹了馬克思、恩格斯、列寧以及毛澤東思想中體現(xiàn)的農村集體經濟組織思想。第三章主要是結合實證研究探討新型農村集體經濟組織與農村社區(qū)治理的相互作用關系,分別研究了新型農村集體經濟組參與社區(qū)治理的動機和目的以及新型農村集體經濟組織參與農村社區(qū)治理的方式與內容,重點突出農村集體經濟組織作用的發(fā)揮。第四章主要探討農村社區(qū)治理中我國農村集體經濟組織的發(fā)展方向。目前,國家、政府給與三農發(fā)展極大的支持,農村社區(qū)治理也在穩(wěn)步發(fā)展中。但同時,農村社區(qū)治理對于傳統(tǒng)的農村集體經濟組織提出了要求與挑戰(zhàn),特定歷史背景下的農村集體經濟組織有其存在的價值,但也存在很多遺留的問題。在保留農村集體經濟組織的前提下,農村集體經濟組織在新時期迎來新的發(fā)展方向。
[Abstract]:The rural collective economic organization is one of the effective forms of realizing the socialist public ownership in our country. It plays a good role in promoting the steady development of agriculture and rural harmony and stability. The Fifth Plenary session of the 16th CPC Central Committee put forward that "building a new socialist countryside is a major historical task in the process of modernization of our country, in accordance with the requirements of production development, rich living, rural civilization, clean and tidy villages, and democratic management." Advance steadily and steadily. " The report of the Seventeenth National Congress of the Communist Party of China put forward "exploring the effective realization form of collective economy" (1). On the basis of summarizing the previous research results and combining with the results of empirical research, this paper discusses how to give play to the role of rural collective economic organizations in rural community governance through the in-depth study of rural community governance and rural collective economic organizations. Rural collective economic organizations are involved in the construction of public infrastructure, in the appointment and selection of community leaders and staff, in the harmonious governance of rural communities, in the supervision of community work, and in the governance of rural communities. The concrete manifestation is: support the rural community public utility, maintain the order of the rural community, provide social security for the rural community. At the same time, the rural collective economic organizations are also facing this opportunity and challenge. To promote the construction of new socialist countryside, to improve the governance of rural communities, to put forward new requirements for rural collective economic organizations: to perfect the basic management system, to carry out theoretical innovation, to solve rural employment, to promote rural financial reform, to raise the awareness of the main body, Expand the scope of participation; improve the construction of collective assets system to create conditions for maintaining and increasing value; promote the reform of property rights system establish legal qualifications; strengthen the function of supervision and balance community governance. The whole structure of this paper is divided into four parts: the first chapter is the introduction of the article, which makes a brief summary of the structure of the article, and puts forward the innovative points and shortcomings of this paper. The second chapter mainly discusses the embodiment of cooperation theory in the basic principles of Marxism, and briefly explains the development stage of rural collective economic organizations. Respectively introduced Marx, Engels, Lenin and Mao Zedong thought embodied in the rural collective economic organization thought. The third chapter mainly discusses the interaction between the new rural collective economic organizations and rural community governance based on empirical research. The motivation and purpose of the new rural collective economic group to participate in the community governance and the ways and contents of the new rural collective economic organization to participate in the rural community governance are studied respectively, with emphasis on the role of the rural collective economic organization. The fourth chapter mainly discusses the development direction of rural collective economic organization in rural community governance. At present, the government gives great support to the development of agriculture, countryside and farmers, and rural community governance is developing steadily. But at the same time, the rural community governance has put forward the request and the challenge to the traditional rural collective economic organization. The rural collective economic organization under the specific historical background has its existence value, but also has many remaining problems. On the premise of retaining the rural collective economic organization, the rural collective economic organization ushered in a new development direction in the new period.
