【摘要】：精準(zhǔn)扶貧的關(guān)鍵不僅在于如何對扶貧對象進(jìn)行精準(zhǔn)測量,更需要對其致因進(jìn)行分析。農(nóng)村貧困老年是在扶貧過程中不可忽視的群體,農(nóng)村老年貧困不僅僅是某一維度的貧困,而應(yīng)該是在收入、健康、生活水平、社會保障等方面處于一種被剝奪狀態(tài)�；�2011-2012年中國老年健康影響因素跟蹤調(diào)查(CLHLS)的數(shù)據(jù),采用多維貧困的度量方法,分析了農(nóng)村老年陷入四維、五維、六維貧困時(shí)的區(qū)域性差異、各個(gè)指標(biāo)的貢獻(xiàn)度及其貧困致因,力圖從多方面展現(xiàn)農(nóng)村老年貧困的現(xiàn)狀及背后的影響因素。研究發(fā)現(xiàn):當(dāng)農(nóng)村老年陷入四維貧困時(shí),中部地區(qū)的貧困發(fā)生率和多維貧困指數(shù)要高于西部;當(dāng)陷入五維貧困時(shí),西部地區(qū)的貧困發(fā)生率和多維貧困指數(shù)要高于中部;當(dāng)陷入六維貧困時(shí),中西部的貧困發(fā)生率相同,但是中部的多維貧困指數(shù)略高于西部地區(qū)。在具體指標(biāo)的貢獻(xiàn)度上,養(yǎng)老金這一指標(biāo)對農(nóng)村老年多維貧困的貢獻(xiàn)度最大。在對農(nóng)村老年陷入多維貧困的影響因素進(jìn)行分析時(shí),個(gè)體的社會參與對該群體擺脫四維、五維貧困時(shí)具有重要作用,但是當(dāng)這一群體陷入更深層次的貧困狀態(tài)時(shí),家庭結(jié)構(gòu)類型就能起到顯著作用。這說明在緩解農(nóng)村老年貧困時(shí),不僅要注重發(fā)揮其主體性參與的作用,更應(yīng)該重視家庭對該群體的影響�；谝陨辖Y(jié)論,政府應(yīng)促進(jìn)農(nóng)村老年的社會參與,對子女日常照料和情感支持給予適當(dāng)補(bǔ)貼,充分發(fā)揮鄉(xiāng)規(guī)民約在鼓勵(lì)農(nóng)村老年參與脫貧中的作用,并將農(nóng)村老年精準(zhǔn)扶貧與實(shí)現(xiàn)積極老齡化理念有機(jī)結(jié)合。
[Abstract]:The key to accurate poverty reduction lies not only in how to measure the target accurately, but also in the analysis of its causes. Rural poor old age is a group that can not be ignored in the process of poverty alleviation. Rural elderly poverty is not only a dimension of poverty, but should be in a state of deprivation in the aspects of income, health, living standard, social security and so on. Based on the (CLHLS) data from 2011-2012, this paper analyzes the regional differences of rural elderly falling into poverty in four dimensions, five dimensions and six dimensions, the contribution of each index and the causes of poverty. This paper tries to show the current situation of rural elderly poverty and the influencing factors from many aspects. It is found that the incidence of poverty and the multidimensional poverty index in the central region are higher than those in the western region when the rural elderly fall into four-dimensional poverty, and the incidence of poverty and the multi-dimensional poverty index in the western region are higher than those in the central region when they fall into five-dimensional poverty. The incidence of poverty in the Midwest is the same when they fall into six-dimensional poverty, but the multi-dimensional poverty index in the central region is slightly higher than that in the west. In terms of the contribution of the specific indicators, pension is the biggest contribution to the rural elderly multi-dimensional poverty. In the analysis of the influencing factors of the rural elderly falling into multi-dimensional poverty, the individual social participation plays an important role in getting rid of the four-dimensional poverty and the five-dimensional poverty, but when the group falls into a deeper level of poverty, the social participation of the individual plays an important role in getting rid of the poverty of four dimensions and five dimensions. The type of family structure can play a significant role. This shows that in alleviating the rural poverty, we should not only pay attention to the role of subjective participation, but also pay attention to the impact of family on this group. Based on the above conclusions, the government should promote the social participation of the rural elderly, give appropriate subsidies to the daily care and emotional support of their children, and give full play to the role of rural regulations in encouraging the rural elderly to participate in poverty eradication. And the rural elderly precision poverty reduction and the realization of the concept of active aging organic combination.
