建立和完善吉林省農(nóng)村社會保障制度研究

【摘要】：農(nóng)村社會保障制度是國家社會保障制度的重要組成部分,我國大部分人口生活在農(nóng)村,長期以來,由于政府的財政投入不足、農(nóng)民的籌資能力弱和城鄉(xiāng)二元結(jié)構(gòu)等一些原因,使得農(nóng)民沒有得到應(yīng)有的保障。因此,建立完善的農(nóng)村社會保障體系,完善農(nóng)村社會保障制度迫在眉睫。 吉林省作為一個典型的農(nóng)業(yè)大省,農(nóng)民的社會保障問題是全省現(xiàn)代化進(jìn)程中不可忽視的問題。黨中央、國務(wù)院提出到2020年建立覆蓋城鄉(xiāng)社會保障體系的戰(zhàn)略目標(biāo),但吉林省原有的農(nóng)村社會保障制度已經(jīng)越來越不能滿足吉林省農(nóng)村社會保障的需求,無法實現(xiàn)這一戰(zhàn)略目標(biāo)。針對當(dāng)前吉林省的實際情況,分析農(nóng)村社會保障制度存在的問題,找出問題的原因所在,并制定解決問題的方法和對策,改善農(nóng)村社會保障條件,提高農(nóng)村社會保障的質(zhì)量,使農(nóng)村人老有所養(yǎng)、病有所醫(yī)、老有所終,是我們目前面對的重要課題。 本文以馬克思的社會保障理論,列寧的國家責(zé)任主體理論等馬克思主義哲學(xué)的相關(guān)理論和社會學(xué)的相關(guān)理論為基礎(chǔ),通過文獻(xiàn)查閱,比較分析等方法對農(nóng)村社會保障問題進(jìn)行了研究,力求摸索出一個適合吉林省農(nóng)村實際情況的社會保障體系。 本文分為六個部分。 第一部分,闡明了問題的來源及意義、評價了國內(nèi)外研究現(xiàn)狀。 第二部分,主要闡述了本文研究所運用的相關(guān)概念以及理論依據(jù)。本文主要對農(nóng)村社會保障概念進(jìn)行了界定,明確該概念在本文中運用的涵義。深刻分析了馬克思的社會保障理論,列寧的國家責(zé)任主體論,西方的社會主義思想以及科學(xué)發(fā)展觀理論,從而為本文的撰寫提供理論依據(jù)。 第三部分,主要闡述完善農(nóng)村社會保障的緊迫性和必要性。從構(gòu)建社會主義和諧社會的必然要求、堅持“以人為本”,落實科學(xué)發(fā)展觀的必然要求和統(tǒng)籌城鄉(xiāng)發(fā)展、消除城鄉(xiāng)二元結(jié)構(gòu)的現(xiàn)實選擇這三個方面來闡述完善農(nóng)村社會保障的重要性。 第四部分,首先指出了我省目前農(nóng)村社會保障中存在的問題,主要包括：農(nóng)村社會保障水平低,難以承擔(dān)保障的重任；農(nóng)村社會保障制度不完善,不能解決基本的社會保障問題;社會救助項目不明確,水平低,缺乏資金來源；農(nóng)村社會保障覆蓋面窄,城鄉(xiāng)分配不均；其次通過對以上問題進(jìn)行分析,找出目前影響我省農(nóng)村社會保障的原因主要是城鄉(xiāng)二元結(jié)構(gòu),政策法律的不完善以及傳統(tǒng)觀念的負(fù)面影響。 第五部分,分析并借鑒了國外農(nóng)村社會保障的先進(jìn)經(jīng)驗,得出了建立農(nóng)村社會保障制度的時機(jī)已成熟,改革農(nóng)村社會保險資金的籌集渠道,城鄉(xiāng)社會保障制度的有機(jī)銜接等對我省建立農(nóng)村社會保障制度有重要的啟示。 第六部分,在對以上五個部分的分析闡述的基礎(chǔ)上,指出建立吉林省農(nóng)村社會保障體系的思路對策。加強(qiáng)農(nóng)村社會保障資金的籌措,完善農(nóng)村社會保障制度的主要項目,建立多元化的農(nóng)村社會保障體系以及完善農(nóng)村社會保障機(jī)構(gòu)的組織制度,逐步建立起適合吉林省農(nóng)村發(fā)展的社會保障體系。
[Abstract]:The rural social security system is an important part of the national social security system. Most of the population in our country lives in the rural areas. For a long time, due to the insufficient financial input of the government, the weak ability of farmers to raise funds and the dual structure of urban and rural areas, the peasants have not been guaranteed. As a typical agricultural province, the social security problem of farmers in Jilin Province can not be ignored in the process of modernization. Aiming at the actual situation of Jilin Province, this paper analyzes the problems existing in the rural social security system, finds out the causes of the problems, and formulates the methods and Countermeasures to solve the problems, improves the conditions of rural social security, improves the quality of rural social security, and makes the rural people get old and sick. Based on Marx's social security theory, Lenin's theory of the subject of state responsibility and other relevant theories of Marxist philosophy and sociology, through literature review, comparative analysis and other methods to study the problem of rural social security, and strive to find out a social security suitable for the actual situation of rural Jilin Province. The fifth part analyzes and draws lessons from the advanced experience of the foreign rural social security system, and concludes that the time is ripe for establishing the rural social security system, reforming the financing channels of rural social insurance, and linking up the urban and rural social security systems have important enlightenment for our province to establish the rural social security system.
The sixth part, on the basis of the analysis and elaboration of the above five parts, points out the ideas and Countermeasures of establishing the rural social security system in Jilin Province, strengthens the financing of rural social security funds, improves the main items of the rural social security system, establishes the diversified rural social security system and improves the organization of rural social security institutions.
