【摘要】：隨著電子政務(wù)應(yīng)用的不斷深入,傳統(tǒng)的人才服務(wù)手段已經(jīng)不能滿足社會(huì)發(fā)展新常態(tài)下對(duì)于人事人才工作的具體要求。為配合北京市積分制落戶政策試點(diǎn)改革,在電子政務(wù)信息化改造大背景下,北京市人力資源和社會(huì)保障局對(duì)北京市人事人才工作的政策、功能、流程進(jìn)行了詳細(xì)的分析,設(shè)計(jì)構(gòu)建了北京市工作居住證綜合業(yè)務(wù)管理系統(tǒng)。該系統(tǒng)分為北京市工作居住證業(yè)務(wù)管理系統(tǒng)、北京市外埠高端人才引進(jìn)業(yè)務(wù)管理系統(tǒng)、北京市海外留學(xué)歸國(guó)人員綜合管理系統(tǒng)三個(gè)子系統(tǒng)。通過辦理北京市工作居住證,確�？偭靠刂�,使在京工作創(chuàng)業(yè)的外地人才享有北京市民待遇,通過建立人才測(cè)評(píng)體系,以業(yè)績(jī)、貢獻(xiàn)、能力為核心科學(xué)評(píng)價(jià)人才,努力讓各類人才來得了、待得住、用得好、流得動(dòng),推動(dòng)北京市人才隊(duì)伍結(jié)構(gòu)改善和人才隊(duì)伍建設(shè)趨向更加科學(xué)合理,吸引更多的北京市急需人才服務(wù)首都經(jīng)濟(jì)社會(huì)建設(shè)。本文首先分析了戶籍和人才管理的基本現(xiàn)狀,提出了課題研究的主要內(nèi)容。在分析介紹基于B/S的應(yīng)用程序架構(gòu)和相關(guān)技術(shù)的基礎(chǔ)之上,運(yùn)用軟件工程的基本理論,應(yīng)用J2EE核心技術(shù),對(duì)整個(gè)系統(tǒng)從需求分析到系統(tǒng)設(shè)計(jì)及系統(tǒng)實(shí)現(xiàn)和系統(tǒng)測(cè)試進(jìn)行了詳細(xì)的闡述,給出了一個(gè)基于B/S架構(gòu)的信息化管理系統(tǒng)的基本實(shí)現(xiàn)過程。針對(duì)該系統(tǒng)與已有政務(wù)內(nèi)網(wǎng)的接口問題,給出了包括統(tǒng)一認(rèn)證接口和歷史數(shù)據(jù)導(dǎo)入接口在內(nèi)的系統(tǒng)接口設(shè)計(jì)。通過該系統(tǒng)的設(shè)計(jì)與實(shí)現(xiàn),對(duì)電子政務(wù)信息化系統(tǒng)構(gòu)建有了一個(gè)全面、系統(tǒng)的掌握。該系統(tǒng)的設(shè)計(jì)與實(shí)現(xiàn)是積分制落戶政策的具體表現(xiàn),具有非常重要的現(xiàn)實(shí)意義和應(yīng)用價(jià)值。目前該系統(tǒng)已經(jīng)正式投入使用,運(yùn)行穩(wěn)定,為全市200多家機(jī)關(guān)單位、3萬多家企事業(yè)單位用戶及20多萬中高端人才提供了高效、優(yōu)質(zhì)的服務(wù)。
[Abstract]:With the deepening of the application of E-government, the traditional means of talent service can no longer meet the specific requirements of personnel and talent work under the new normal state of social development. In order to coordinate with the pilot reform of Beijing's integration policy, under the background of e-government informatization transformation, the Beijing Municipal Bureau of Human Resources and Social Security has carried out a detailed analysis of the policies, functions, and processes of personnel work in Beijing. The comprehensive business management system of Beijing work and residence permit is designed and constructed. The system is divided into three subsystems: Beijing work and residence permit business management system, Beijing overseas high-end talent introduction business management system, Beijing overseas study abroad returned personnel integrated management system. By applying for work and residence permits in Beijing to ensure total control, the non-local talents who work and set up businesses in Beijing will enjoy the treatment of Beijing citizens. Through the establishment of a talent evaluation system, the talents will be evaluated scientifically with their achievements, contributions and abilities as the core. Efforts will be made to make all kinds of talented people come, stay, use well, and be able to move. It will promote the improvement of the structure of Beijing's talent contingent and the trend of its construction more scientific and reasonable, and attract more and more talented people to serve the economic and social construction of the capital. This paper first analyzes the basic status of household registration and talent management, and puts forward the main contents of the subject. Based on the analysis and introduction of the application architecture and related technologies based on B / S, the paper applies the basic theory of software engineering and the core technology of J2EE. The whole system from requirement analysis to system design, system implementation and system testing are described in detail, and the basic implementation process of an information management system based on B / S architecture is presented. Aiming at the problem of the interface between the system and the existing government intranet, the design of the system interface including the unified authentication interface and the historical data import interface is presented. Through the design and implementation of the system, the construction of E-government information system has a comprehensive and systematic grasp. The design and implementation of the system is the concrete manifestation of the integration policy, which has very important practical significance and application value. At present, the system has been put into use, running stably, providing efficient and high quality service for more than 200 government units, more than 30,000 users of enterprises and institutions and more than 200,000 middle and high-end talents in the whole city.
