【摘要】：農(nóng)業(yè)未來“誰來種地”、“怎樣種好地”已成為當(dāng)今我國面臨的“繞不開”和“逃不掉”的重大問題。自2012年起,中央電視臺(tái)連續(xù)播放了崇州市農(nóng)業(yè)職業(yè)經(jīng)理人為核心的培育模式,這種培育模式在解決了“誰來種地”、“怎么種地”、“誰來服務(wù)”的農(nóng)民重大問題。并且產(chǎn)生了較好的效果。研究崇州模式對(duì)我國培育新型職業(yè)農(nóng)民模式有理論上和現(xiàn)實(shí)意義。通過對(duì)崇州市新型職業(yè)農(nóng)民培育情況的實(shí)地調(diào)研和規(guī)范分析方法歸納總結(jié),崇州市采取了建立土地入股的現(xiàn)代企業(yè)管理制度的土地股份合作社、以培育農(nóng)業(yè)職業(yè)經(jīng)理人為核心、建立全面的農(nóng)業(yè)社會(huì)化服務(wù)體系的新型職業(yè)農(nóng)民培育模式的措施來解決農(nóng)業(yè)困境,逐步形成了以土地股份合作社為基礎(chǔ)、以農(nóng)業(yè)職業(yè)經(jīng)理人為核心、以農(nóng)業(yè)社會(huì)化服務(wù)為保障的崇州模式。崇州市的新型職業(yè)農(nóng)民培育模式特色與成效明顯。研究崇州模式的內(nèi)部機(jī)制顯得尤為重要,文章接著對(duì)崇州模式里的新型經(jīng)營主體、農(nóng)業(yè)職業(yè)經(jīng)理人、農(nóng)業(yè)社會(huì)化服務(wù)進(jìn)行歸納總結(jié)分析,對(duì)崇州模式的運(yùn)行機(jī)制、效益評(píng)價(jià)、成功關(guān)鍵點(diǎn)進(jìn)行了分析。最后給出了完善崇州模式的對(duì)策建議,并對(duì)我國新型職業(yè)農(nóng)民培育工作提供了現(xiàn)實(shí)和理論上的啟示。本文運(yùn)用規(guī)范研究方法對(duì)崇州模式進(jìn)行歸納分析。1.分析了建立土地股份合作社是新型職業(yè)農(nóng)民培育模式的基礎(chǔ)、農(nóng)業(yè)職業(yè)經(jīng)理人的培育體系是培育模式的核心、完善的社會(huì)化服務(wù)體系是培育模式的保障平臺(tái)。2.研究了崇州模式的運(yùn)行機(jī)制,包括政府部門合作橫向機(jī)制、政府推廣措施的縱向機(jī)制和社會(huì)化服務(wù)保障機(jī)制。3.分析了崇州模式效益和成功關(guān)鍵點(diǎn)。最后歸納總結(jié)了崇州模式。一是政府公益性服務(wù)行為與生產(chǎn)經(jīng)營主體合作社利益形成良性機(jī)制實(shí)現(xiàn)了為職業(yè)農(nóng)民培育服務(wù)的可持續(xù)性;二是建立以培育農(nóng)業(yè)職業(yè)經(jīng)理人為核心的職業(yè)農(nóng)民培育模式,迅速培養(yǎng)、造就了職業(yè)化、專業(yè)化的新型職業(yè)農(nóng)民隊(duì)伍。構(gòu)建了包括產(chǎn)業(yè)扶持政策、科技扶持政策、社保補(bǔ)貼政策、創(chuàng)業(yè)補(bǔ)貼政策、金融支持政策等全方位系列化的扶持政策體系;三是搭建了農(nóng)業(yè)綜合服務(wù)平臺(tái),對(duì)新型職業(yè)農(nóng)民(農(nóng)業(yè)職業(yè)經(jīng)理人)提供指向性服務(wù),切實(shí)把科技、服務(wù)、政策、措施落實(shí)到職業(yè)農(nóng)民群體而不是基地或產(chǎn)業(yè)化龍頭企業(yè),并提供從知識(shí)積累、技能提升、產(chǎn)業(yè)發(fā)展全鏈條的支持與服務(wù),為新型職業(yè)農(nóng)民(農(nóng)業(yè)職業(yè)經(jīng)理人)營造了成長、成才、成功的良好環(huán)境。
[Abstract]:In the future of agriculture, "who will plant land" and "how to plant good land" have become the major problems that our country is faced with nowadays "can't get around" and "can't escape". Since 2012, CCTV has continuously broadcast the cultivation model of agricultural professional managers in Chongzhou, which has solved the major problems of "who will plant land", "how to cultivate land" and "who will serve". And it has a good effect. It is of theoretical and practical significance to study Chongzhou model for cultivating new type of professional farmers in our country. Through the field investigation and normative analysis of the cultivation of new type of professional farmers in Chongzhou City, the author concludes that the land stock cooperative, which establishes the modern enterprise management system of land equity, takes the cultivation of agricultural professional managers as the core. The measures of establishing a comprehensive agricultural socialized service system to cultivate a new type of professional farmers to solve the agricultural dilemma have gradually formed a land stock cooperative as the foundation and agricultural professional managers as the core. The model of Chongzhou, which is guaranteed by socialized service of agriculture. The characteristic and effect of the new professional farmer cultivation model in Chongzhou City is obvious. It is particularly important to study the internal mechanism of Chongzhou mode. Then, the article summarizes and analyzes the new management subject, agricultural professional manager and agricultural socialized service in Chongzhou mode, and evaluates the operating mechanism and benefit of Chongzhou model. The key points of success are analyzed. Finally, the countermeasures and suggestions to perfect the Chongzhou model are given, and the practical and theoretical enlightenment is provided for the cultivation of the new type of professional farmers in our country. This article uses the normative research method to carry on the induction analysis to the Chongzhou pattern. The paper analyzes that the establishment of land stock cooperative is the foundation of the new type of professional farmer cultivation mode, the cultivation system of agricultural professional manager is the core of the cultivation model, and the perfect socialized service system is the guarantee platform of cultivation mode. This paper studies the operating mechanism of Chongzhou mode, including the horizontal mechanism of government cooperation, the vertical mechanism of government promotion measures and the mechanism of socialized service guarantee. The benefits and key points of success of Chongzhou model are analyzed. Finally, summarized the Chongzhou model. The first is that the government's public welfare service behavior and the cooperative interests of production and management main body form the benign mechanism to realize the sustainable service for the professional farmers, the second is to establish the cultivation mode of the professional farmers with the cultivation of agricultural professional managers as the core. Rapid cultivation, created a professional, professional new type of professional farmers. A comprehensive series of support policy systems including industry support policy, science and technology support policy, social security subsidy policy, entrepreneurship subsidy policy, financial support policy, etc. Providing oriented services to new types of professional farmers (agricultural professional managers), effectively implementing science and technology, services, policies and measures to professional peasant groups rather than bases or leading industrial enterprises, and providing knowledge accumulation and skills upgrading, The support and service of the whole chain of industrial development have created a good environment for the new type of professional farmers (agricultural professional managers) to grow, grow and succeed.
