【摘要】：宅基地換房作為農(nóng)村土地改革的一種方式,在國家政策的支持下,以天津等地作為試點開展探索。由于改革還處于初步階段,實踐中難免存在諸多問題,其中以農(nóng)民權(quán)益受到侵害最為突出,影響了改革成效�，F(xiàn)以"農(nóng)民權(quán)益保護"為研究中心,從宅基地換房的概念和政策依據(jù)出發(fā),運用文獻研究法、實證分析法,探討試點中存在的農(nóng)民意志體現(xiàn)不充分、換房辦法合理性不足、社會保障不到位等問題,提出相應(yīng)解決建議,旨在完善改革做法,實現(xiàn)改革目標。
[Abstract]:As a way of rural land reform, homestead exchange, supported by national policy, is explored in Tianjin and other places. Since the reform is still in its initial stage, there are inevitably many problems in practice, in which the farmers' rights and interests are infringed most prominently, which affects the reform effect. Taking the protection of farmers' rights and interests as the research center, starting from the concept and policy basis of house land exchange, using the method of literature research and empirical analysis, this paper discusses the deficiency of farmers' will in the pilot project, and the rationality of the method of changing houses. In order to perfect the reform practice and realize the reform goal, this paper puts forward the corresponding solutions to the problems such as the lack of social security.
