【摘要】：土地是人類賴以生存和發(fā)展的源泉。隨著我國社會(huì)主義市場經(jīng)濟(jì)的發(fā)展,農(nóng)業(yè)生產(chǎn)水平不斷提高,農(nóng)村剩余勞動(dòng)力轉(zhuǎn)移的速度加快、轉(zhuǎn)移規(guī)模加大,農(nóng)村土地流轉(zhuǎn)日益增多。促進(jìn)農(nóng)村土地流轉(zhuǎn),可以有效促進(jìn)農(nóng)村產(chǎn)業(yè)結(jié)構(gòu)調(diào)整和農(nóng)業(yè)規(guī)�；a(chǎn)業(yè)化發(fā)展,促進(jìn)農(nóng)民增收,同時(shí)也是生產(chǎn)力發(fā)展的客觀要求以及農(nóng)村經(jīng)濟(jì)發(fā)展的必然趨勢。但是,由于我國土地制度存在特殊性,農(nóng)村土地流轉(zhuǎn)是誘發(fā)產(chǎn)生,因此導(dǎo)致農(nóng)村土地流轉(zhuǎn)中存在各種的問題。本文研究內(nèi)容如下：首先分析了農(nóng)村土地流轉(zhuǎn)的歷史背景和現(xiàn)狀。對新中國以來我國農(nóng)村土地政策進(jìn)行梳理并闡述了農(nóng)村土地政策的演變,在此基礎(chǔ)上結(jié)合制度變遷的“需求-供給”理論,分別從社會(huì)背景、制度變遷、政府推動(dòng)等六個(gè)方面對當(dāng)前農(nóng)村土地流轉(zhuǎn)的現(xiàn)狀進(jìn)行分析。其次闡述理論基礎(chǔ)及對當(dāng)前流轉(zhuǎn)模式進(jìn)行分析。結(jié)合國內(nèi)外文獻(xiàn),對農(nóng)村土地以及農(nóng)村土地流轉(zhuǎn)的概念進(jìn)行界定,同時(shí)通過分析產(chǎn)權(quán)理論、交易成本理論等相關(guān)理論作為本文的支撐理論。重點(diǎn)對當(dāng)前農(nóng)村土地流轉(zhuǎn)模式進(jìn)行研究,比較分析各種模式的優(yōu)劣。接著重點(diǎn)分析當(dāng)前玉溪市農(nóng)村土地流轉(zhuǎn)現(xiàn)狀。在總體調(diào)查了玉溪市截止2016年上半年的流轉(zhuǎn)情況,分別從流轉(zhuǎn)趨勢、農(nóng)用地流向、流轉(zhuǎn)模式等方面進(jìn)行詳細(xì)調(diào)研,同時(shí)對相關(guān)數(shù)據(jù)進(jìn)行收集、整合、分析,運(yùn)用實(shí)地調(diào)研、實(shí)證分析的研究方法,對當(dāng)前玉溪市農(nóng)村土地流轉(zhuǎn)的狀況進(jìn)行分析并提出存在問題。最后針對目前玉溪市農(nóng)村土地流轉(zhuǎn)中存在問題提出對策和建議。側(cè)重政府宏觀調(diào)控手段,重點(diǎn)通過政策支持、途徑探究、市場架構(gòu)、社會(huì)保障等四方面展開分析,從不同的角度提出推動(dòng)玉溪市農(nóng)村土地流轉(zhuǎn)的政策建議。本文結(jié)合產(chǎn)權(quán)理論、交易成本理論和多中心理論進(jìn)行分析。創(chuàng)新之處在于通過對我國農(nóng)村土地制度的變遷,分析土地流轉(zhuǎn)的生成原因,同時(shí)重點(diǎn)結(jié)合玉溪市當(dāng)前土地流轉(zhuǎn)現(xiàn)狀,從多角度對數(shù)據(jù)研究整合,分析原因并提出對策和建議。
[Abstract]:Land is the source of human survival and development. With the development of socialist market economy in China, the level of agricultural production has been improved, the speed of rural surplus labor force transfer has been accelerated, the scale of transfer has increased, and the circulation of rural land has been increasing day by day. To promote the circulation of rural land can effectively promote the adjustment of rural industrial structure and the scale of agriculture, the industrialization development, and the increase of farmers' income. At the same time, it is also the objective requirement of the development of productive forces and the inevitable trend of the development of rural economy. However, because of the particularity of our country's land system, the rural land circulation is induced, which leads to various problems in the rural land circulation. The contents of this paper are as follows: firstly, the historical background and present situation of rural land circulation are analyzed. This paper combs the rural land policy of our country since the new China and expounds the evolution of the rural land policy. On this basis, combining with the theory of "demand-supply" of the institutional change, it separately from the social background, the institutional change, The current situation of rural land circulation is analyzed in six aspects, such as government promotion. Secondly, it expounds the theoretical basis and analyzes the current circulation mode. Combined with the domestic and foreign literature, this paper defines the concept of rural land and rural land circulation, at the same time through the analysis of property rights theory, transaction cost theory and other related theories as the supporting theory of this paper. Focus on the current rural land transfer model, comparative analysis of the advantages and disadvantages of various models. Then focus on the analysis of the current situation of rural land transfer in Yuxi City. In the overall survey of Yuxi City until the first half of 2016 circulation situation, respectively from the circulation trend, agricultural land flow, circulation model and other aspects of the detailed investigation, while the relevant data collection, integration, analysis, use of field research, This paper analyzes the current situation of rural land circulation in Yuxi City and puts forward the existing problems. Finally, countermeasures and suggestions are put forward for the problems existing in the rural land circulation in Yuxi City. Focusing on the government macro-control means, focusing on the policy support, approach exploration, market structure, social security and other four aspects of analysis, from different perspectives to promote the rural land transfer in Yuxi City policy recommendations. This paper analyzes the property right theory, transaction cost theory and multi-center theory. The innovation lies in the analysis of the causes of the land circulation through the changes of the rural land system in our country. At the same time, combining with the present situation of the land circulation in Yuxi City, the author studies and integrates the data from various angles, analyzes the reasons and puts forward the countermeasures and suggestions.
