我國慈善文化建設(shè)研究

【摘要】：慈善事業(yè)在我國是一種對社會和人民有益的社會公益事業(yè),是政府主導(dǎo)下的社會保障體系的一種有益的、必要的補(bǔ)充,為社會帶來廣泛的正面意義,而慈善文化則是慈善事業(yè)在思想道德、精神文明和文化體系等方面的觀照,為慈善事業(yè)提供強(qiáng)大的精神動力和智力支持,濃厚的慈善文化氛圍能為慈善事業(yè)創(chuàng)造良好順暢的發(fā)展環(huán)境,中外慈善事業(yè)發(fā)展的歷史經(jīng)驗表明,具有鮮活生命力的慈善事業(yè)必須植根于良好的慈善文化土壤之中。在社會主義初級階段,我國的社會保障體系不太完善,貧富差距越來越大,使得慈善事業(yè)背負(fù)了更多的責(zé)任和使命,而我國的慈善事業(yè)發(fā)展同樣處于初級階段,慈善事業(yè)發(fā)展水平不高,慈善文化觀念更是淡薄,亟需進(jìn)一步發(fā)展慈善文化、培育慈善意識、增強(qiáng)慈善觀念,本文通過分析慈善文化的內(nèi)涵和特點(diǎn)、加強(qiáng)慈善文化建設(shè)的重要意義,理順慈善文化的發(fā)展歷程,分析慈善文化發(fā)展中存在的問題及原因等,提出了加強(qiáng)中國慈善文化建設(shè)的對策建議。全文共分為四個部分:第一部分:慈善文化的內(nèi)涵與意義。闡述了慈善、慈善文化的概念和特征,說明了慈善與慈善文化、慈善事業(yè)相輔相成、相互依存、相互促進(jìn)的關(guān)系。闡述了加強(qiáng)慈善文化建設(shè)的重大意義。一是推動慈善事業(yè)發(fā)展的現(xiàn)實需要;二是加強(qiáng)精神文明建設(shè)的內(nèi)在要求;三是貫徹黨的十八大和十八屆三中、四中全會精神的重要任務(wù)。第二部分:按照慈善文化發(fā)展歷程,把中國慈善文化分為三個階段:分為中國古代傳統(tǒng)慈善文化、中國近代慈善文化和中國現(xiàn)代慈善文化,著重分析了中國慈善文化的發(fā)展歷程和每個階段的慈善文化發(fā)展現(xiàn)狀及特征。第三部分:從慈善觀念、慈善網(wǎng)絡(luò)體系建設(shè)滯后,行政色彩濃厚、慈善宣傳力度不大等方面分析了我國慈善文化發(fā)展進(jìn)程中出現(xiàn)的問題。從政府職能、財富文化、社會公共意識等方面分析了中國慈善文化建設(shè)滯后原因。第四部分:提出我國慈善文化建設(shè)的具體路徑及對策建議:一是多措并舉,夯實慈善文化的根基;二是兼容并包,為慈善文化融入新的內(nèi)涵;三是認(rèn)真總結(jié),探索建立慈善文化建設(shè)的長效機(jī)制。
[Abstract]:Philanthropy is a kind of social public welfare that is beneficial to the society and the people in our country. It is a kind of beneficial and necessary supplement to the social security system under the guidance of the government, and it brings a wide range of positive meanings to the society. Philanthropic culture, on the other hand, is the reflection of philanthropy in the aspects of ideology, morality, spiritual civilization and cultural system, providing strong spiritual power and intellectual support for charity. The strong cultural atmosphere of charity can create a good and smooth development environment for charity. The historical experience of the development of charity at home and abroad shows that the charity with fresh vitality must be rooted in the good charitable culture soil. In the primary stage of socialism, the social security system of our country is not perfect, and the gap between the rich and the poor is widening, which makes the charity undertaking more responsibility and mission, and the development of our country's philanthropy is also at the primary stage. The level of charity development is not high, and the concept of charity culture is weak. It is urgent to further develop charity culture, cultivate charity consciousness and strengthen charity concept. This paper analyzes the connotation and characteristics of charity culture. It is of great significance to strengthen the construction of charity culture, to straighten out the course of development of charity culture, to analyze the problems and reasons existing in the development of charity culture, and to put forward some countermeasures and suggestions for strengthening the construction of philanthropic culture in China. The full text is divided into four parts: the first part: the connotation and significance of charitable culture. This paper expounds the concept and characteristics of charity and philanthropy culture, and explains the relationship between charity and charity culture, which complement each other, depend on each other and promote each other. This paper expounds the great significance of strengthening the construction of charitable culture. The first is the realistic need to promote the development of philanthropy; the second is to strengthen the internal requirements of the building of spiritual civilization; and the third is to carry out the important tasks of the spirit of the 18th CPC Congress and the third Central Committee of the 18th CPC Central Committee and the fourth Plenary session of the CPC Central Committee. The second part: according to the development course of charity culture, the Chinese philanthropic culture is divided into three stages: ancient Chinese traditional charitable culture, modern Chinese philanthropic culture and modern Chinese philanthropic culture. The development process of Chinese philanthropic culture and the present situation and characteristics of charity culture in each stage are analyzed. The third part analyzes the problems in the development process of charity culture in China from the following aspects: the concept of charity, the lagging behind of the construction of charity network system, the strong administrative color, and the low intensity of charity propaganda. This paper analyzes the lagging reasons of Chinese charitable culture construction from the aspects of government function, wealth culture, social public consciousness and so on. The fourth part: put forward the concrete path and countermeasures of the construction of charitable culture in our country: first, to strengthen the foundation of philanthropic culture; second, to incorporate the philanthropic culture into the new connotation; third, to seriously summarize, To explore the establishment of a long-term mechanism for the construction of charitable culture.
