【摘要】：社會保險是社會保障體系中的重要組成部分,而養(yǎng)老保險作為整個社會保險體系中最為核心的部分,對于維護保障參保人員合法權益有重要意義。但由于每種制度所覆蓋的人群身份不同,城鄉(xiāng)養(yǎng)老保險呈現出多元化態(tài)勢,在不同制度之間無法實現有效銜接局面,不利于城鄉(xiāng)之間勞動力的相互轉移,在一定程度上阻礙福建省經濟社會發(fā)展。福建省人民政府2013年頒布的《城鄉(xiāng)居民社會養(yǎng)老保險制度一體化的實施意見》標志著統一的城鄉(xiāng)居民養(yǎng)老保險的建立。2014年人力資源社會保障部和財政部頒布《城鄉(xiāng)養(yǎng)老保險制度銜接暫行辦法》,規(guī)定銜接方式、銜接條件、資金轉移與領取條件等內容。這些文件的頒布促進福建省城鄉(xiāng)養(yǎng)老保險的轉移接續(xù),但也有一定的局限性:如轉移銜接的條件不對等、城鄉(xiāng)養(yǎng)老保險與城職保的繳費年限折算政策不合理、城職保的統籌基金不轉移有失公平等。本文嘗試以福建省城鄉(xiāng)養(yǎng)老保險轉移接續(xù)為研究對象,分析存在問題,綜合運用文獻分析法,問卷調查分析、訪談法及歸納總結法。本文首先闡明研究目的和意義、評述國內外文獻研究、介紹研究思路、方法以及創(chuàng)新之處。其次,闡述相關概念及所運用的相關理論。接著對福建省城鄉(xiāng)養(yǎng)老保險轉移接續(xù)的現狀進行分析。而提出的問題主要包括:養(yǎng)老保險轉移接續(xù)后權益受損、繳費年限、統籌層次、經辦方面、責任承擔主體以及繳費標準的差異等問題。分析產生問題的原因為:制度設計層面、統籌層次層面、經濟層面、實際操作層面等因素。最后提出應該逐步完善養(yǎng)老保險轉移接續(xù)制度,完善繳費年限計算的辦法,提高統籌層次設立省級基金調劑金,完善信息系統與加強人才建設,改革現有的繳費模式,明確政府在城鄉(xiāng)養(yǎng)老保險轉移接續(xù)中的責任等對策。
[Abstract]:Social insurance is an important part of the social security system. As the core part of the whole social insurance system, the old-age insurance is of great significance to safeguard the legal rights and interests of the insured. However, due to the different identities of the population covered by each system, the urban and rural old-age insurance presents a diversified trend, which can not effectively link up between the different systems, which is not conducive to the transfer of labor force between urban and rural areas. To a certain extent, hinder the economic and social development of Fujian Province. Fujian province people's government promulgated in 2013 "urban and rural residents social endowment insurance system integration implementation opinion" marked the establishment of unified urban and rural residents pension insurance. 2014 human resources social security ministry and the Ministry of Finance promulgated < City Interim measures for the cohesion of the Rural Old-age Insurance system Convergence conditions, transfer of funds and receiving conditions and other content. The promulgation of these documents promotes the transfer of urban and rural old-age insurance in Fujian Province, but also has some limitations: such as the transfer linking conditions are not equal, the urban and rural old-age insurance and urban vocational insurance payment conversion policy is unreasonable, The city job insurance co-ordinating fund does not transfer is unfair and so on. This paper tries to take the transfer of urban and rural old-age insurance in Fujian Province as the research object, analyzes the existing problems, and synthetically applies the literature analysis method, questionnaire analysis, interview method and induction and summary method. This paper first clarifies the purpose and significance of the research, reviews the domestic and foreign literature research, introduces the research ideas, methods and innovations. Secondly, the related concepts and related theories are expounded. Then the status quo of urban and rural old-age insurance transfer in Fujian Province is analyzed. The problems raised mainly include: the rights and interests are damaged after the transfer of the endowment insurance, the years of payment, the overall planning level, the responsibility of the main body and the difference of the payment standard and so on. The causes of the problems are as follows: system design level, overall planning level, economic level, practical operation level and so on. Finally, it is proposed that we should gradually improve the system of transfer and succession of old-age insurance, perfect the method of calculating the years of payment, raise the overall planning level, set up provincial funds to adjust gold, perfect the information system and strengthen the construction of talents, and reform the existing payment mode. Make clear the government's responsibility in the transfer of urban and rural old-age insurance and other countermeasures.
