【摘要】：城中村是我國城市化進(jìn)程快速推進(jìn)的產(chǎn)物,是高速城市化過程中普遍存在的一種特殊的地域現(xiàn)象,是城市建設(shè)發(fā)展急劇擴(kuò)張與城鄉(xiāng)二元管理體制共同作用下的結(jié)果。越來越多的城中村改造遺留問題,成為制約城市社會(huì)發(fā)展,城市功能提升和進(jìn)一步改善居民生活質(zhì)量的瓶頸,引起了社會(huì)各界的廣泛關(guān)注。金州區(qū)城中村改造存在著一些社會(huì)矛盾,改造難點(diǎn)較多,一些問題比較尖銳,金州新區(qū)管委會(huì)和相關(guān)部門、街道辦事處對此問題十分重視,積極努力的探尋并研究有效解決問題的途徑。本研究通過收集和整理大量相關(guān)文獻(xiàn),理解并掌握了城中村社會(huì)保障的相關(guān)理論政策和實(shí)踐經(jīng)驗(yàn),在總結(jié)城中村社會(huì)保障工作的經(jīng)驗(yàn)基礎(chǔ)上,通過對金州區(qū)18個(gè)城中村的現(xiàn)狀調(diào)查,分析了金州區(qū)城中村現(xiàn)階段的社會(huì)保障狀況,以及目前城中村所存在的問題,在此基礎(chǔ)上提出了解決金州新區(qū)城中村社會(huì)保障問題的對策。本文分為四部分內(nèi)容,第一部分緒論,分析了城中村社會(huì)保障基本含義及研究依據(jù),并分析了國內(nèi)外對于城中村現(xiàn)象的研究情況、取得的研究成果。第二部分主要分析了金州新區(qū)“城中村”現(xiàn)有的社會(huì)保障狀況,找出“城中村”社會(huì)保障的存在的問題以及影響因素。第三部分探討了金州新區(qū)失地農(nóng)民社會(huì)保障的改進(jìn)方案,首先提出了金州新區(qū)社會(huì)保障的改進(jìn)措施,對金州新區(qū)“城中村”社會(huì)保障改進(jìn)措施進(jìn)行了有效性和可行性分析。第四部分總結(jié)出金州新區(qū)“城中村”社會(huì)保障制度的配套對策,通過土地征用制度改革,逐步健全失地農(nóng)民再就業(yè)安置工作,積極完善失地農(nóng)民社會(huì)保障機(jī)制建設(shè),為失地農(nóng)民解決后顧之憂。
[Abstract]:The village in the city is the product of the rapid progress of urbanization in our country. It is a special regional phenomenon in the process of high-speed urbanization. It is the result of the rapid expansion of urban construction and the dual management system of urban and rural areas. More and more problems left over by the transformation of villages in cities have become the bottleneck of restricting the development of urban society, enhancing the function of cities and further improving the quality of life of residents, which has aroused widespread concern from all walks of life. There are some social contradictions in the reconstruction of villages in Jinzhou District, there are many difficulties in the reconstruction, and some problems are more acute. The Jinzhou New District Management Committee and related departments and street offices attach great importance to this problem. Actively explore and study effective ways to solve problems. Through collecting and sorting out a large number of relevant documents, this study has understood and grasped the relevant theoretical policies and practical experiences of urban village social security, on the basis of summing up the experience of urban village social security. Based on the investigation of the present situation of 18 villages in Jinzhou District, this paper analyzes the current social security situation of the villages in Jinzhou District and the problems existing in the villages. On this basis, the author puts forward the countermeasures to solve the problem of social security of the village in Jinzhou New District. This paper is divided into four parts. The first part is introduction, which analyzes the basic meaning and research basis of the village social security in the city, and analyzes the research situation of the phenomenon of the village in the city at home and abroad, and the research results obtained. The second part mainly analyzes the existing social security situation of "village in city" in Jinzhou New District, and finds out the existing problems and influencing factors of social security of "village in city". The third part discusses the improvement scheme of the social security of the land-lost farmers in Jinzhou New District. Firstly, it puts forward the measures to improve the social security of the New District of Jinzhou, and analyzes the effectiveness and feasibility of the social security improvement measures of the "Village in the City" in the New District of Jinzhou. The fourth part summarizes the supporting countermeasures of the social security system of "village in the city" in Jinzhou New District. Through the reform of land expropriation system, we can gradually improve the re-employment and resettlement of land-lost farmers, and actively improve the construction of social security mechanism for land-lost farmers. Solve the problems for the peasants who have lost their land.
