濟南市推行以房養(yǎng)老的可行性研究

【摘要】:當前我國正逐步走入老齡化社會,伴隨著社會保障制度不健全,老年人所占人口比例的迅速上升,養(yǎng)老問題已經(jīng)成為全社會關(guān)注的焦點問題之一,面臨著許多問題和困難的中國老年人養(yǎng)老問題,F(xiàn)行的政策和保障措施不能滿足老年人養(yǎng)老的需要,各地養(yǎng)老資源普遍存在著巨大的缺口,尤其是公共養(yǎng)老金的缺口越來越大,亟需多渠道籌措資金,以彌補養(yǎng)老金的不足!耙苑筐B(yǎng)老”正是在這一背景下產(chǎn)生的一種新的補充養(yǎng)老方式。顧名思義,“以房養(yǎng)老”是指在公共資源不足以滿足老年人養(yǎng)老需求的情況下,老年人利用自己擁有所有權(quán)的房屋等不動產(chǎn),通過出租、出售、交換等多種方式增加養(yǎng)老金收入,最終實現(xiàn)養(yǎng)老目的的一種養(yǎng)老方式。本文運用文獻研究法、問卷調(diào)查法、訪談法,以生命周期理論、家庭財富代際傳遞理論、產(chǎn)權(quán)分割與資產(chǎn)流動性理論為基礎(chǔ),對濟南市實行“以房養(yǎng)老”的可行性問題進行研究。論文共分為六個部分:第1章從不斷加劇的養(yǎng)老形勢出發(fā),分析了選題背景、研究目的及意義,梳理了國內(nèi)外研究現(xiàn)狀,并提出了研究思路和研究方法;第2章介紹了以房養(yǎng)老概念、生命周期理論、家庭財富代際傳遞理論、產(chǎn)權(quán)分割與資產(chǎn)流動性理論,分析了國內(nèi)外典型的“以房養(yǎng)老”實踐,為論文寫作奠定了理論基礎(chǔ)和經(jīng)驗借鑒。第3章從“濟南市人口老齡化的情況及養(yǎng)老方式”等幾個方面入手,對濟南市實行“以房養(yǎng)老”的必要性進行了系統(tǒng)闡述。第4章從幾個方面入手,分析了濟南市實行“以房養(yǎng)老”的可行性。第5章針對性分析濟南以房養(yǎng)老面臨的問題和風險。第6章從濟南市相關(guān)的政策法規(guī)、建立金融體系、和建立相應(yīng)的監(jiān)管機制等幾方面入手提出了濟南市推行以房養(yǎng)老的若干對策建議。
[Abstract]:At present, our country is gradually entering an aging society. With the imperfect social security system and the rapid increase of the proportion of the elderly population, the pension issue has become one of the focus issues of the whole society. Faced with many problems and difficulties of the elderly in China pension problem. The current policy and safeguard measures can not meet the needs of the elderly pension. There is a huge gap in pension resources in various places, especially the gap of public pension is getting bigger and bigger, so it is urgent to raise funds through many channels to make up for the shortage of pension. Housing for the aged is a new supplementary pension under this background. As its name implies, "providing for the aged by house" means that when public resources are insufficient to meet the needs of the elderly, the elderly use their own real estate, such as a house owned by them, to be leased and sold. Exchange and other ways to increase pension income, and ultimately achieve the purpose of a pension. Based on life cycle theory, family wealth intergenerational transfer theory, property rights division and asset mobility theory, this paper uses literature research, questionnaire and interview. This paper studies the feasibility of "providing for the aged by housing" in Jinan. The thesis is divided into six parts: the first chapter analyzes the background, purpose and significance of the topic, combs the current research situation at home and abroad, and puts forward the research ideas and methods. The second chapter introduces the concept of housing endowment, life cycle theory, family wealth intergenerational transfer theory, property rights division and asset mobility theory, and analyzes the typical "housing endowment" practice at home and abroad. It lays a theoretical foundation and experience for the writing of the thesis. In the third chapter, the necessity of "providing for the aged by housing" is systematically expounded from the aspects of "the situation of population aging and the way of providing for the aged" in Jinan. Chapter 4 starts with several aspects and analyzes the feasibility of implementing "providing for the aged by Housing" in Jinan. Chapter 5 analyzes the problems and risks that Jinan faces. Chapter 6 puts forward some countermeasures and suggestions on the implementation of housing for the aged in Jinan from the related policies and regulations, the establishment of financial system, and the establishment of corresponding supervision mechanism.
