【摘要】：自從我國進入改革開放階段以來,政府開始大力重視發(fā)展女性在政界的影響力,婦女的參政議政也被積極地推動著。實現(xiàn)婦女全面的參政議政是現(xiàn)代社會在經(jīng)濟、政治、文化和社會發(fā)展上的必然要求,同時也是社會主義民主的重要體現(xiàn)�，F(xiàn)階段,實現(xiàn)女性積極地參政議政,對提速社會主義政治文明的發(fā)展與和諧社會的建設有極為重要的理論意義和實踐價值。在我國,廣大農(nóng)村地區(qū)所實行的村民自治制度以及政府的各項有關(guān)促進政策都為農(nóng)村婦女的政治參與提供了平臺和機遇,社會輿論和文化環(huán)境也為女性參政創(chuàng)造著有利條件。在當前的這種環(huán)境下,部分農(nóng)村婦女因自身的條件優(yōu)勢在周圍人群里脫穎出來,進入到村級的權(quán)力部門,開始擔任女村官。自此,農(nóng)村女性在社會中的角色逐漸發(fā)生著轉(zhuǎn)變,從之前限于家庭領域到現(xiàn)在的接觸公共領域,其所處于的社會地位日益重要。目前,女村官在農(nóng)村社會發(fā)揮的治理成效已經(jīng)引起了包括政府和媒體在內(nèi)的多方關(guān)注。本文從農(nóng)村社會治理的角度出發(fā),以社會管理理論和社會性別理論為理論視角,對女村官在農(nóng)村社會治理中所發(fā)揮的功能進行評估了研究,并把“展璞計劃”里湖南省部分女村官作為調(diào)查對象,采用了文獻研究法、問卷調(diào)查法和個案訪談法等研究方法,綜合調(diào)查分析了農(nóng)村社會治理中女村官的基本情況、專業(yè)知識水平、政府重視程度和受認同程度,并進行了對女村官在農(nóng)村社會治理功能中的加強農(nóng)村社會建設、化解農(nóng)村社會矛盾、促進農(nóng)村社會公平、解決農(nóng)村社會問題和加強農(nóng)村社會保障這五個功能的評估,然后根據(jù)調(diào)查數(shù)據(jù)系統(tǒng)地分析了影響女村官治理能力發(fā)揮的因素。最后,筆者試圖討論和總結(jié)女村官在農(nóng)村社會治理中的現(xiàn)狀與存在的問題,從國家政策提供制度保障、社會文化提供輿論支持和提高女村官內(nèi)在素質(zhì)三方面對提升女村官的農(nóng)村社會治理能力提出了相關(guān)建議。
[Abstract]:Since China entered the stage of reform and opening up, the government has begun to attach great importance to the development of women's influence in politics, and women's participation in political affairs has also been actively promoted. The realization of women's full participation in politics and politics is the inevitable requirement of economic, political, cultural and social development in modern society, and it is also an important embodiment of socialist democracy. At present, the realization of women's active participation in politics and politics is of great theoretical significance and practical value in speeding up the development of socialist political civilization and the construction of a harmonious society. In our country, the villager autonomy system implemented in the vast rural areas and the government's promotion policies have provided a platform and an opportunity for rural women to participate in politics, and the social public opinion and cultural environment have also created favorable conditions for women to participate in politics. In the current environment, some rural women, because of their own advantages in the surrounding population out, into the village level of power, began to serve as women village officials. Since then, the role of rural women in society has gradually changed, from the family domain to the current contact with the public sphere, its social status is increasingly important. At present, the governance effect of female village officials in rural society has attracted the attention of the government and media. From the perspective of rural social governance, this paper evaluates the functions of female village officials in rural social governance from the perspective of social management theory and gender theory. Taking some female village officials in Zhanpu Plan as the object of investigation, using the methods of literature research, questionnaire investigation and case interview, this paper makes a comprehensive investigation and analysis of the basic situation of female village officials in rural social governance. The level of professional knowledge, the degree of attention and recognition of the government, and the strengthening of rural social construction in the rural social governance function of female village officials, the resolution of rural social contradictions, and the promotion of rural social equity. The paper evaluates the five functions of solving the rural social problems and strengthening the rural social security, and then systematically analyzes the factors that affect the governance ability of the female village officials according to the survey data. Finally, the author tries to discuss and summarize the current situation and existing problems of female village officials in rural social governance, and provide institutional protection from national policies. The social culture provides the public opinion support and improves the female village official's intrinsic quality three aspects to raise the female village official's countryside social governance ability to put forward the related proposal.
