【摘要】：殘疾人是社會(huì)中龐大而特殊的弱勢群體,殘疾人的社會(huì)救助問題是否得到妥善解決,是衡量一個(gè)社會(huì)是否公平、正義、安定、和諧的試金石,是人類社會(huì)精神文明建設(shè)的檢驗(yàn)標(biāo)準(zhǔn)。因此,建立健全殘疾人社會(huì)救助制度,改善殘疾人生活現(xiàn)狀,提高殘疾人生活水平,對(duì)我國社會(huì)主義新農(nóng)村和社會(huì)主義和諧社會(huì)的構(gòu)建起著至關(guān)重要的作用。本文以山西省五臺(tái)縣農(nóng)村殘疾人社會(huì)救助為研究對(duì)象,用文獻(xiàn)分析法、調(diào)查法法和整理分析法,對(duì)筆者收集和實(shí)地調(diào)研的數(shù)據(jù)進(jìn)行分析,從而了解了五臺(tái)縣農(nóng)村殘疾人在生活救助、醫(yī)療救助、住房救助、就業(yè)救助、教育救助等方面的真實(shí)狀況。在此基礎(chǔ)上,分析出五臺(tái)縣農(nóng)村殘疾人社會(huì)救助取得的成就,具體包括:初步建立了較為完善的農(nóng)村殘疾人社會(huì)保障制度框架;農(nóng)村殘疾人收入水平逐年提高,生活狀況不斷改善;農(nóng)村殘疾人在新型農(nóng)村合作醫(yī)療制度和康復(fù)救助的共同作用下,醫(yī)療條件得到改善,身體素質(zhì)有所提高。五臺(tái)縣農(nóng)村殘疾人社會(huì)救助存在的問題,包括:農(nóng)村殘疾人社會(huì)救助水平低,無法起到充分保護(hù)殘疾人權(quán)益的作用;農(nóng)村殘疾人社會(huì)救助覆蓋面窄;以及就業(yè)援助不足、危房改造偏弱、康復(fù)器材短缺等。進(jìn)一步分析了五臺(tái)縣農(nóng)村殘疾人社會(huì)救助問題存在的原因,包括:五臺(tái)縣經(jīng)濟(jì)水平低,對(duì)殘疾人社會(huì)救助事業(yè)支持力度弱;五臺(tái)縣農(nóng)村殘疾人收入水平低,自身脫貧能力弱;缺乏健全的殘疾人社會(huì)救助體系,殘疾人社會(huì)救助的運(yùn)行效率有待提高;殘疾人社會(huì)救助工作實(shí)施方案不具體;缺乏農(nóng)村殘疾人社會(huì)救助的群眾表達(dá)渠道。最后從完善農(nóng)村殘疾人社會(huì)救助內(nèi)容、優(yōu)化管理體制、建立監(jiān)督制度、樹立新的殘疾人社會(huì)救助觀五個(gè)方面提出了完善農(nóng)村殘疾人社會(huì)救助的對(duì)策建議。本文以五臺(tái)縣農(nóng)村殘疾人社會(huì)救助為研究對(duì)象,從微觀視角出發(fā),真實(shí)的反應(yīng)了五臺(tái)縣農(nóng)村殘疾人社會(huì)救助的現(xiàn)狀,提出了具有一定可行性的對(duì)策和建議。農(nóng)村殘疾人社會(huì)救助事業(yè)的發(fā)展是構(gòu)建社會(huì)主義新農(nóng)村和和諧社會(huì)的重要組成部分,是國家和其他社會(huì)主體的共同責(zé)任,值得全社會(huì)共同為之努力奮斗。
[Abstract]:The disabled are a huge and special vulnerable group in society. Whether the problem of social assistance for the disabled has been properly solved is the touchstone for measuring whether a society is fair, just, stable and harmonious. Is the human society spiritual civilization construction test standard. Therefore, establishing and perfecting the social assistance system for the disabled, improving the living conditions of the disabled and improving the living standard of the disabled play a vital role in the construction of the new socialist countryside and the socialist harmonious society in our country. This paper takes the rural disabled people's social assistance in Wutai County, Shanxi Province as the research object, and analyzes the data collected and investigated by the author with the methods of literature analysis, investigation and analysis. The real situation of the rural disabled in Wutai County in life assistance, medical aid, housing assistance, employment assistance, education assistance and so on. On this basis, the achievements of rural disabled people's social assistance in Wutai County are analyzed, including: the preliminary establishment of a relatively perfect social security system framework for rural disabled persons, the increasing income level of rural disabled persons year by year, The living conditions of the disabled in rural areas have been improved and their physical quality has been improved under the joint action of the new rural cooperative medical care system and rehabilitation assistance. The problems existing in rural social assistance for disabled people in Wutai County include: the low level of social assistance for rural disabled persons, which cannot play the role of fully protecting the rights and interests of persons with disabilities; the narrow coverage of social assistance for rural disabled persons; and insufficient employment assistance. The reconstruction of dangerous houses is weak and rehabilitation equipment is short. Further analysis of the reasons for the problem of social assistance for rural disabled in Wutai County, including: low economic level of Wutai County, weak support for the cause of social assistance for the disabled, low income level of rural disabled people in Wutai County, weak ability to lift themselves out of poverty; In the absence of a sound social assistance system for the disabled, the operational efficiency of the social assistance for the disabled needs to be improved; the implementation plan for the social assistance for the disabled is not specific; and there is no channel for the masses to express social assistance to the disabled in rural areas. Finally, the author puts forward the countermeasures and suggestions to perfect the rural disabled social assistance from five aspects: perfecting the content of rural disabled people's social assistance, optimizing the management system, establishing the supervision system, and establishing the new concept of the disabled's social assistance. This article takes the rural disabled social assistance in Wutai County as the research object, from the microscopic angle of view, truly reflects the present situation of the rural disabled social assistance in Wutai County, and puts forward some feasible countermeasures and suggestions. The development of social assistance for the disabled in rural areas is an important part of the construction of a new socialist countryside and a harmonious society. It is the common responsibility of the state and other social subjects and deserves the joint efforts of the whole society.
