【摘要】：紅十字會對于推進我國慈善事業(yè)發(fā)展、完善社會保障體系、建設(shè)社會主義和諧社會具有重要的作用,因此紅十字會事業(yè)是中國特色社會主義事業(yè)的重要組成部分。作為中國紅十字會的重要分會,北京紅十字會自1928年成立以來,秉承人道博愛的宗旨,在戰(zhàn)爭救護、貧困救助、改善民生、穩(wěn)定社會方面作出了巨大的貢獻,為我國當今慈善公益事業(yè)的健康發(fā)展和完善社會保障體系提供了有益的借鑒。然而,當今學(xué)界運用馬克思主義的相關(guān)理論觀點,對北京紅十字會在新中國成立之前的歷史所進行的史實性質(zhì)的梳理,以及對于它產(chǎn)生的重要現(xiàn)實啟示的研究,整體而言不夠系統(tǒng)和深入。因此,本文主要依據(jù)檔案、報刊等原始資料,運用文獻法、比較法,力圖還原北京紅十字會在1928-1949年特定時期的組織實踐,探索其起源與發(fā)展、制度建設(shè)、人道活動等方面,并以馬克思主義思想為指導(dǎo)思想,嘗試分析以北京紅十字會為代表的我國紅十字事業(yè)的基本特點、社會功能、歷史貢獻等,并以史論今思考北京紅十字會的組織實踐對于今天產(chǎn)生的現(xiàn)實借鑒意義。由此,本文嘗試得出如下結(jié)論,第一,北京紅十字會作為中國紅十字事業(yè)發(fā)展歷程的一個典型代表,長期以來在戰(zhàn)爭救護、扶助民生、人道救援,特別是完善現(xiàn)代社會保障體系、穩(wěn)定社會方面留下了精彩的一幕幕,其產(chǎn)生、存在和發(fā)展具有強烈的歷史必然性和現(xiàn)實價值。第二,北京紅十字會立足于民眾的實際需求,不論是戰(zhàn)時救助傷兵,還是在和平時期的賑濟賑災(zāi),其人道實踐都是以救助弱勢群體、改善民生、穩(wěn)定社會為基本追求,做出了積極的貢獻。第三,北京紅十字會區(qū)別于其他地區(qū)的紅十字會以及其他性質(zhì)的慈善組織,在不斷的發(fā)展實踐過程中,逐漸形成了富于自身特色的制度建設(shè)和活動內(nèi)容,是近現(xiàn)代中國慈善事業(yè)走向制度化、現(xiàn)代化和本土化必然趨向的一個生動縮影,為中國共產(chǎn)黨執(zhí)政后發(fā)展社會主義新型慈善公益事業(yè)和社會保障體系建設(shè)提供不容忽視的歷史借鑒;第四,北京紅十字會的發(fā)展歷程,從實踐角度充分證明了馬克思主義關(guān)于民生等相關(guān)理論的普遍使用價值和真理指導(dǎo)價值,促使我們堅定信念,繼續(xù)高舉馬克思主義理論偉大旗幟,切實解決民生問題,以此增強人民對于社會主義道路的信心,對于中華民族偉大復(fù)興的中國夢的信心和熱情。
[Abstract]:The Red Cross plays an important role in promoting the development of charity in China, perfecting the social security system and building a harmonious socialist society, so the Red Cross is an important part of the cause of socialism with Chinese characteristics. As an important branch of the Chinese Red Cross Society, since its establishment in 1928, the Beijing Red Cross Society has made tremendous contributions in the areas of war rescue, poverty relief, improvement of people's livelihood, and social stability, in keeping with the tenet of humanity and fraternity. It provides a useful reference for the healthy development of charitable public welfare and the improvement of social security system. However, in the light of Marxist theories, the academic circles have combed the historical nature of the history of the Beijing Red Cross Society before the founding of New China, as well as the study of its important practical enlightenment. On the whole, it is not systematic and deep enough. Therefore, based on the original materials such as archives, newspapers and periodicals, this paper tries to restore the organizational practice of the Beijing Red Cross Society in the specific period from 1928 to 1949, and explores its origin and development, system construction, humanitarian activities, and so on, using the method of literature and comparison. And with Marxism as the guiding ideology, this paper tries to analyze the basic characteristics, social functions, historical contributions of the Red Cross cause in China, represented by the Beijing Red Cross Society. And the historical theory of the organization of the Beijing Red Cross practice for today's practical significance. As a result, this paper attempts to draw the following conclusions: first, as a typical representative of the development of the Red Cross cause in China, the Beijing Red Cross has long been in the field of war rescue, support for the people's livelihood, and humanitarian relief. In particular, perfecting the modern social security system and stabilizing the society left a splendid scene. Its emergence, existence and development have strong historical inevitability and realistic value. Second, the Beijing Red Cross Society is based on the actual needs of the people. Whether it is in times of war or in times of peace, the humanitarian practice of the Beijing Red Cross Society is to help the vulnerable groups, improve the people's livelihood, and stabilize the society as its basic pursuit. Made a positive contribution. Third, the Beijing Red Cross Society is different from the Red Cross Society and other charitable organizations of other regions. In the process of continuous development and practice, it has gradually formed its own characteristic system construction and activities. It is a vivid epitome of the trend towards institutionalization, modernization and localization of Chinese philanthropy in modern and modern times. To provide a historical reference for the development of the new socialist charity and social security system after the Communist Party of China came into power. Fourth, the development course of the Beijing Red Cross Society. From a practical point of view, it has fully proved the universal use value and truth guiding value of relevant Marxist theories on people's livelihood, which urges us to firmly believe, to continue to hold high the great banner of Marxist theory, and to effectively solve livelihood problems. In order to enhance the people's confidence in the socialist road, the great rejuvenation of the Chinese nation Chinese Dream confidence and enthusiasm.
