【摘要】：由于中國經(jīng)濟(jì)社會的迅猛發(fā)展,社區(qū)群眾對公共服務(wù)的訴求也不斷提高,社區(qū)服務(wù)為社區(qū)成員提供物質(zhì)生活和精神生活的各種服務(wù),是為滿足社區(qū)成員多種需求的一項(xiàng)社會福利性和公益性事業(yè),但在當(dāng)前政府所提供的福利資源不足的情況下,社區(qū)服務(wù)可以允許一些經(jīng)營性的便民利民服務(wù)項(xiàng)目,而社區(qū)公共服務(wù)外包就是新型的公共服務(wù)模式,既保障了服務(wù)的質(zhì)量,又保障了服務(wù)的效率,大力改善了社區(qū)的服務(wù)環(huán)境,滿足了居民們?nèi)找嬖鲩L的公共服務(wù)需求。目前,社區(qū)公共服務(wù)也逐漸走上了外包的道路。本篇論文以“公共服務(wù)外包”為核心研究內(nèi)容,闡述、對比了國內(nèi)外公共服務(wù)實(shí)現(xiàn)外包的方法、成果及其影響,以四川省彭州市麗春鎮(zhèn)白鶴社區(qū)公共服務(wù)的外包改革為具體案例,深入分析了外包的具體措施。因?yàn)楣卜⻊?wù)外包是民營化的一個(gè)方式,因此,本文作者通過對國內(nèi)外公共服務(wù)民營化相關(guān)研究成果的整理,明確了公共服務(wù)民營化的定義,最終決定將薩瓦斯提出的“民營化理論”作為作者研究的理論依據(jù),還深入研究了民營化的實(shí)施過程及取得的成果,結(jié)合公共服務(wù)的有關(guān)理論,對麗春鎮(zhèn)白鶴社區(qū)在公共服務(wù)外包過程中遇到的各種問題進(jìn)行深入的研究,提出社區(qū)公共服務(wù)改革中外包的重要性。另外,用案例研究法對麗春鎮(zhèn)白鶴社區(qū)公共服務(wù)的外包進(jìn)行了深入分析。經(jīng)分析,公共服務(wù)外包的發(fā)展趨勢:一、增強(qiáng)競爭意識、積極發(fā)展民營經(jīng)濟(jì)。公共服務(wù)外包在實(shí)現(xiàn)過程中要同時(shí)實(shí)現(xiàn)公平性及高效性,實(shí)現(xiàn)更高內(nèi)容上的平衡發(fā)展,需要實(shí)現(xiàn)多角度、全方位的競爭,良性的競爭需要在我國公共服務(wù)范疇內(nèi)加入民營化的發(fā)展理念。雖然外包一般都和效率相關(guān),然而從整體的角度出發(fā),兩者之間其實(shí)沒有必然的聯(lián)系。由于社會主義市場經(jīng)濟(jì)的長足發(fā)展,民營化的競爭更加激烈,民間的大部分資本需要尋找更好的投資環(huán)境,所以將民間資本引入到公共服務(wù)中是一個(gè)很好的辦法;從公共服務(wù)的角度分析,該服務(wù)系統(tǒng)尤其是城鎮(zhèn)的公共事業(yè),具有回報(bào)時(shí)間長及利潤比較穩(wěn)定等特點(diǎn),可以引入大部分的民間資本。二、變革社會保障,在我國社會保障領(lǐng)域,以政府購買服務(wù)為主要方式的公共服務(wù)民營化模式也開始呈現(xiàn)。無論是在養(yǎng)老保障、農(nóng)村醫(yī)療保障、殘疾人權(quán)益保障等方面,現(xiàn)在已經(jīng)有試點(diǎn)城市開始實(shí)行由當(dāng)?shù)卣蛏鐣䴔C(jī)構(gòu)購買。
[Abstract]:With the rapid development of China's economy and society, the demands of the community for public services have been constantly raised. Community service provides various services for community members in both material and spiritual life. It is a social welfare and public welfare undertaking to meet the diverse needs of community members. However, with the lack of welfare resources provided by the current government, community service can allow for some profit-making projects that are convenient for the people and benefit the people. Community public service outsourcing is a new type of public service mode, which not only guarantees the quality of service, but also ensures the efficiency of service, greatly improves the community service environment, and meets the increasing public service demand of residents. At present, community public service is also gradually on the road of outsourcing. This paper takes "Public Service Outsourcing" as the core research content, expounds, compares the domestic and foreign public service outsourcing method, the achievement and the influence, Taking the reform of public service outsourcing of Baihe community in Lichun Town, Pengzhou City, Sichuan Province as a concrete case, this paper analyzes the concrete measures of outsourcing. Because public service outsourcing is a way of privatization, the author clarifies the definition of privatization of public service by sorting out the relevant research results of privatization of public service at home and abroad. Finally, it was decided that the privatization theory put forward by Savas should be taken as the theoretical basis of the author's research, and the implementation process and achievements of privatization would also be deeply studied, combining with the relevant theories of public service. This paper makes an in-depth study on various problems encountered in the process of public service outsourcing in Baihe community of Lichun town, and points out the importance of outsourcing in community public service reform. In addition, the case study is used to analyze the outsourcing of public service of Baihe community in Lichun Town. After analysis, the development trend of public service outsourcing: first, enhance the sense of competition and actively develop private economy. In order to achieve fairness and efficiency and achieve balanced development of higher content in the process of public service outsourcing, it is necessary to achieve multi-angle and all-round competition. Healthy competition needs to add the concept of privatization to the scope of public service in our country. Although outsourcing is generally related to efficiency, from the overall point of view, there is no necessary link between the two. Due to the rapid development of socialist market economy, the competition of privatization is more intense, and most of the private capital needs to find a better investment environment, so it is a good way to introduce private capital into the public service. From the point of view of public service, the service system, especially the public utilities in cities and towns, has the characteristics of long time of return and relatively stable profit, which can introduce most of the private capital. Second, reform social security, in the field of social security of our country, the mode of privatization of public service, which mainly takes the government to purchase the service as the main way, also begins to appear. Whether in old-age security, rural medical security, protection of the rights and interests of the disabled, there are now some pilot cities have begun to implement the local government from social institutions to buy.
