【摘要】：為何各界對(duì)農(nóng)民工社會(huì)保障權(quán)均等化問題重要性的認(rèn)識(shí)較為一致,在實(shí)踐中卻推進(jìn)乏力?文章基于對(duì)農(nóng)民工社會(huì)保障的歷史考察,發(fā)現(xiàn)由于多元主體之間基于不同目標(biāo)與利益,互相之間既有抵牾沖突也有合作共謀,互構(gòu)形塑了當(dāng)前農(nóng)民工社會(huì)保障的現(xiàn)狀。這種多元主體之間的沖撞、互構(gòu)與共謀制約了農(nóng)民工社會(huì)保障權(quán)均等化進(jìn)程的快速推進(jìn),但同時(shí)也在客觀上維護(hù)了各方的利益平衡,減少了試錯(cuò)的成本,形塑了農(nóng)民工社會(huì)保障權(quán)均等化推進(jìn)的既有制度性框架與利益關(guān)系。進(jìn)一步推進(jìn)農(nóng)民工社會(huì)保障權(quán)均等化,既需要兼顧各方利益,又要抑制強(qiáng)勢(shì)方的利益固守,形成新型的制度框架。
[Abstract]:Why do people from all walks of life have a consistent understanding of the importance of equalization of the social security rights of migrant workers, but not in practice? Based on the historical investigation of the social security of migrant workers, it is found that due to the different objectives and interests among the multiple subjects, there are contradictions and collusion between them, which shape the current situation of the social security of migrant workers. This kind of collision between the multiple subjects, mutual construction and collusion restricted the rapid progress of the equalization process of migrant workers' social security rights, but also objectively maintained the balance of interests of all parties, and reduced the cost of trial and error. Shaping the social security rights of migrant workers to promote the equalization of the existing institutional framework and interests. To further promote the equalization of the social security rights of migrant workers, it is necessary not only to give consideration to the interests of all parties, but also to restrain the interests of the strong side so as to form a new institutional framework.
