從“民本”到“人本”——以儒學(xué)為核心的中國社會保障思想傳統(tǒng)與當(dāng)代變遷

【摘要】:以儒學(xué)為核心的中國社會保障的思想傳統(tǒng)是中國傳統(tǒng)民本思想的集中體現(xiàn),長期支配著中國社會保障制度的設(shè)計和執(zhí)行,它包含三個方面的內(nèi)容:一是在人和天的關(guān)系上所表現(xiàn)出來的"受命于天"的責(zé)任觀,并由此形成了"順天保民"的社會保障理念;二是在人和人的關(guān)系上所表現(xiàn)出來的"愛有差等"的仁愛觀,并由此形成了以"宗族血親"為核心的社會保障結(jié)構(gòu);三是在人和法的關(guān)系上所表現(xiàn)出的"禮治高于法治"的社會治理觀,并由此形成了重德輕法的社會保障執(zhí)行機(jī)制。從明清之際開始,伴隨中國現(xiàn)代化、全球化的進(jìn)程,以儒學(xué)精神為核心的社會保障的思想傳統(tǒng)走入劇烈變遷的軌道。概括說來,這種變遷以對人的理解為核心,在儒學(xué)、西方近代人學(xué)和馬克思主義三種思潮的相互碰撞中逐步實現(xiàn)了對人的全面理解,最終在馬克思主義關(guān)于人的全面發(fā)展的思想指導(dǎo)下基本實現(xiàn)了從"民本"到"人本"的轉(zhuǎn)化。
[Abstract]:The ideological tradition of Chinese social security, with Confucianism as the core, is the concentrated embodiment of Chinese traditional people-oriented thought, and has long dominated the design and implementation of China's social security system. It includes three aspects: the first is the concept of "being ordered by heaven" in the relationship between man and nature, and the social security concept of "protecting the people along the sky"; Secondly, the concept of "love is poor" in the relationship between people and people, and thus formed the social security structure with "clan blood relatives" as the core; The third is the view of social governance that "rule by etiquette is superior to rule by law" in the relationship between human beings and law, and a social security enforcement mechanism is formed in which morality is more important than law. From the time of Ming and Qing Dynasty, with the process of modernization and globalization of China, the ideological tradition of social security with Confucian spirit as the core entered the orbit of drastic changes. Generally speaking, this kind of change takes the understanding of people as the core, and gradually realizes the comprehensive understanding of people in the collision of Confucianism, modern western anthropology and Marxism. Finally, under the guidance of Marxist thought on the all-round development of human beings, the transformation from "people-oriented" to "human-oriented" was basically realized.
