【摘要】：隨著市場經(jīng)濟(jì)的發(fā)展和城鄉(xiāng)一體化進(jìn)程的不斷加快,農(nóng)村居民面臨的貧困問題也日益突出。農(nóng)村最低生活保障制度在維護(hù)社會穩(wěn)定方面發(fā)揮著重大作用,已被公認(rèn)為我國社會保障體系中的最后一道防火墻性質(zhì)的安全網(wǎng),關(guān)系重大。自1996年開始,河北省開始在農(nóng)村探索建立農(nóng)村低保制度。2002年中國共產(chǎn)黨第十六次代表大會提出要探索建立以保障農(nóng)村貧困人口基本生活的農(nóng)村最低生活保障制度的要求。河北省大力推開低保制度,截至2005年11月底,河北省各地的農(nóng)村最低生活保障制度已全面建立并實(shí)施。在農(nóng)村低保制度實(shí)施的十幾年以來,河北省的農(nóng)村低保覆范圍在不斷擴(kuò)大,農(nóng)村最低生活保障標(biāo)準(zhǔn)也在穩(wěn)步提高,低保制度在保障農(nóng)村貧困人口的基本生活需求、維護(hù)社會穩(wěn)定、推動(dòng)城鄉(xiāng)統(tǒng)籌協(xié)調(diào)發(fā)展等方面發(fā)揮了積極的作用。但是低保制度的覆蓋范圍和保障標(biāo)準(zhǔn)與當(dāng)前廣大農(nóng)民的需求還存在不小的差距,迫切需要彌補(bǔ)這個(gè)供需矛盾。本文通過對河北省農(nóng)村低保制度的發(fā)展歷程和政策評價(jià)進(jìn)行梳理,在研究國內(nèi)外有關(guān)農(nóng)村低保制度相關(guān)借鑒經(jīng)驗(yàn)的基礎(chǔ)上,搜集整理了多年城鄉(xiāng)低保標(biāo)準(zhǔn)、低保保障人數(shù)、財(cái)政補(bǔ)助金額等多項(xiàng)數(shù)據(jù),利用統(tǒng)計(jì)、對比等方法,陳述了河北省農(nóng)村最低生活保障制度這幾年取得的成效。在展示成績的同時(shí),又從保障程度、公平程度、保障能力、保障體制、保障方式等五個(gè)方面,有針對性地查找了當(dāng)前河北省農(nóng)村低保制度建設(shè)中存在的農(nóng)村低保范圍較窄、標(biāo)準(zhǔn)較低、保障水平有限、區(qū)域差異較明顯、籌資渠道單一、保障體制不健全、低保制度不完善等問題,為下一步低保制度的針對性改革設(shè)計(jì)提供了必不可少的實(shí)踐支持。文章最后,從上述五個(gè)方面有針對性地提出了進(jìn)一步深化河北省農(nóng)村低保制度改革的政策建議和改進(jìn)措施,進(jìn)而為促進(jìn)農(nóng)村低保制度在河北省的可持續(xù)健康發(fā)展提供有力幫助。
[Abstract]:With the development of market economy and the accelerating process of urban and rural integration, rural residents are increasingly facing the problem of poverty. The rural minimum living security system plays an important role in maintaining social stability and has been recognized as the last firewall safety net in the social security system of our country. Since 1996, Hebei Province has begun to explore the establishment of a rural minimum living security system in rural areas. The 16th Congress of the Communist Party of China in 2002 put forward the requirement of establishing a rural minimum living security system to ensure the basic livelihood of the rural poor. By the end of November, 2005, the rural minimum living security system in Hebei Province has been established and implemented. Since the implementation of the minimum living security system in rural areas for more than ten years, the coverage of rural minimum living standards in Hebei Province has been continuously expanded, and the minimum living security standards in rural areas have also been steadily raised. The minimum living standard system is protecting the basic living needs of the rural poor. Maintaining social stability and promoting the coordinated development of urban and rural areas have played an active role. However, there is still not a small gap between the coverage and the guarantee standard of the minimum security system and the demand of the peasants at present, so it is urgent to make up for the contradiction between supply and demand. Through combing the development course and policy evaluation of the rural minimum security system in Hebei Province, this paper, on the basis of studying the relevant experiences of the rural minimum security system at home and abroad, collects and collates the urban and rural minimum living standard and the number of the minimum subsistence guarantee population for many years. By means of statistics and comparison, this paper states the achievements of the rural minimum living security system in Hebei Province in recent years. At the same time of showing achievements, from five aspects of security degree, fairness degree, security ability, security system and security mode, the author finds out that the scope of rural minimum security system in Hebei Province is relatively narrow at present in the construction of rural minimum security system. The problems such as low standard, limited security level, obvious regional difference, single financing channel, imperfect security system and imperfect minimum guarantee system provide the necessary practical support for the further targeted reform and design of the minimum living standard system. Finally, from the above five aspects, the paper puts forward the policy suggestions and improvement measures to further deepen the reform of the rural minimum security system in Hebei Province, and then provides the powerful help for promoting the sustainable and healthy development of the rural minimum security system in Hebei Province.
