【摘要】："十三五"農(nóng)業(yè)現(xiàn)代化規(guī)劃提出發(fā)展目標(biāo),到2020年全國農(nóng)業(yè)現(xiàn)代化取得明顯進(jìn)展,國家糧食安全得到有效保障,農(nóng)產(chǎn)品供給體系質(zhì)量和效率顯著提高,農(nóng)業(yè)國際競爭力進(jìn)一步增強(qiáng)。深化落實(shí)農(nóng)村土地確權(quán)和流轉(zhuǎn)集中是實(shí)現(xiàn)農(nóng)業(yè)現(xiàn)代化的驅(qū)動(dòng)。在業(yè)內(nèi)專家看來,隨著工業(yè)化城鎮(zhèn)化的快速發(fā)展和推進(jìn),順應(yīng)農(nóng)民保留土地承包權(quán)、流轉(zhuǎn)土地經(jīng)營權(quán)的意愿,有利于促進(jìn)土地規(guī)模經(jīng)營的形成,從而最終實(shí)現(xiàn)農(nóng)業(yè)現(xiàn)代化。自十八屆三中全會以來,土地流轉(zhuǎn)實(shí)現(xiàn)良好運(yùn)行機(jī)遇與挑戰(zhàn)并存。在當(dāng)前我國進(jìn)入全面建設(shè)小康社會時(shí)期和經(jīng)濟(jì)發(fā)展新常態(tài)下,從供給側(cè)視角促進(jìn)黑龍江省土地流轉(zhuǎn)是實(shí)現(xiàn)農(nóng)業(yè)現(xiàn)代化的必然要求。在黑龍江省供給側(cè)結(jié)構(gòu)性改革視角下的研究中,通過對供給側(cè)結(jié)構(gòu)性改革和土地流轉(zhuǎn)基本概念的界定,分析了農(nóng)業(yè)供給側(cè)結(jié)構(gòu)性改革與土地流轉(zhuǎn)的關(guān)系,闡述產(chǎn)權(quán)理論、地租理論、規(guī)模經(jīng)營理論和資源配置理論等理論依據(jù);通過闡述黑龍江省土地流轉(zhuǎn)的概況和特點(diǎn),揭示出土地流轉(zhuǎn)財(cái)稅政策執(zhí)行力度較低、金融政策下矛盾的突顯、政府扶持政策實(shí)施效果不佳等問題,并從經(jīng)濟(jì)、社會、自然三方面總結(jié)出問題的成因。在分析美國、智利和江西省、吉林省、遼寧省等國內(nèi)外經(jīng)驗(yàn)的基礎(chǔ)上,總結(jié)政策制定要保障農(nóng)戶土地權(quán)益、政策實(shí)施要遵循市場機(jī)制和規(guī)律、政策效果要符合生態(tài)和社會需求等啟示。從財(cái)稅政策、金融政策、政府扶持政策對黑龍江省土地流轉(zhuǎn)提出政策建議,財(cái)稅政策包括建立健全土地流轉(zhuǎn)備案系統(tǒng)、扶持發(fā)展土地股份合作組織、設(shè)置土地流轉(zhuǎn)扶持專項(xiàng)資金;金融政策包括加大金融支農(nóng)覆蓋力度、靈活調(diào)整支農(nóng)信貸期限、加強(qiáng)土地法律制度建設(shè)、完善現(xiàn)代農(nóng)業(yè)保險(xiǎn)體系;政府扶持政策包括健全土地流轉(zhuǎn)市場體系、構(gòu)建土地流轉(zhuǎn)服務(wù)平臺、健全農(nóng)村社會保障體系。
[Abstract]:The 13th Five-Year Plan for Agricultural Modernization has set a development goal. By 2020, the whole country will have made remarkable progress in agricultural modernization, the national food security has been effectively guaranteed, and the quality and efficiency of the supply system of agricultural products have been significantly improved. The international competitiveness of agriculture has been further strengthened. Deepening the implementation of rural land rights and transfer concentration is the driving force to realize agricultural modernization. According to the experts in the industry, with the rapid development and promotion of industrialization and urbanization, it conforms to the will of farmers to retain the land contract right and transfer the land management right, which is conducive to promoting the formation of land scale management and finally realizing the agricultural modernization. Since the third Plenary session of the 18th Central Committee, land circulation to achieve good operation opportunities and challenges coexist. At present, China has entered the period of building a well-off society in an all-round way and the new normal of economic development. It is an inevitable requirement to realize agricultural modernization to promote land circulation in Heilongjiang Province from the perspective of supply side. From the perspective of supply-side structural reform in Heilongjiang Province, this paper analyzes the relationship between supply-side structural reform and land transfer by defining the basic concepts of supply-side structural reform and land circulation, and expounds the theory of property rights. This paper expounds the general situation and characteristics of land circulation in Heilongjiang Province, and reveals that the financial and tax policy of land circulation is low, and the contradiction under financial policy is prominent, which is based on land rent theory, scale management theory and resource allocation theory. The effect of government support policy is not good, and the causes of the problems are summed up from three aspects of economy, society and nature. Based on the analysis of the experiences of the United States, Chile and Jiangxi Province, Jilin Province, Liaoning Province and other countries, the paper summarizes that the policy formulation should protect farmers' land rights and interests, and the policy implementation should follow the market mechanism and law. The effect of the policy should be in line with ecological and social needs and other enlightenment. From fiscal and taxation policy, financial policy, government support policy to Heilongjiang province land circulation policy suggestion, the finance and tax policy includes establishing and perfecting land circulation record system, supporting the development of land shares cooperative organization, The financial policies include increasing the coverage of financial support for agriculture, flexibly adjusting the term of credit for agricultural support, strengthening the construction of land legal system, and perfecting the modern agricultural insurance system. The government support policy includes perfecting the land circulation market system, constructing the land circulation service platform and perfecting the rural social security system.
