【摘要】：社會轉(zhuǎn)型期,中國事業(yè)單位尤其是農(nóng)村事業(yè)單位隨其內(nèi)部、外部環(huán)境的變化逐漸從傳統(tǒng)的公益性機構轉(zhuǎn)變?yōu)榫C合性機構,并且面臨著人事制度、職能重新定位等多項改革的挑戰(zhàn),而與之相應的是事業(yè)單位的社會保障改革。事業(yè)單位的社會保障改革應該以《事業(yè)單位人事管理條例》為方向和參照標準,力求以基本公共服務的均等化作為改革的基本原則,以規(guī)范財權、完善制度與提供服務以及通過開展權力與權利的對話來平衡二者的關系作為進一步深化此項改革的重要舉措,以實現(xiàn)各方利益的調(diào)整與再分配,并進而落實事業(yè)單位社會保障的功能。
[Abstract]:In the period of social transformation, the Chinese institutions, especially the rural institutions, are in the interior, and the changes in the external environment have gradually changed from the traditional public welfare institutions to the comprehensive institutions, and they are faced with the challenges of the reform of the personnel system and the repositioning of their functions. The reform should take the regulations of the personnel management of the institutions as the direction and the reference standard, and strive to take the equalization of basic public services as the basic principle of reform, to standardize the financial rights, to perfect the system and to provide services and to balance the relations between the two by the dialogue of power and rights as the importance of further deepening the reform. Measures to achieve the adjustment and redistribution of the interests of all parties, and to further implement the function of social security of public institutions.
